CONTRACT NO. T14-092 REMOTE TERMINAL UNIT – RTU DATE: November 2014 PART 1. 1.1 Section 13400 2014-11-26 Page 1 of 4 GENERAL General .1 The RTU shall be based on the Xylem APP 700 monitoring and control units providing microprocessor based advanced control and monitoring for the pumping station. .2 The control system shall utilize the SIOX field Bus and SIOX input and output system with RIO modules to provide the required I/O. .3 The RTU shall be capable of controlling a total of four (4) pumps with two separate wet wells and all pumps on VFD’s. Provide additional SIOX RIO I/O modules as required plus 20% spare I/O for each type .4 .5 Provide all necessary interconnecting cables, all accessories, and all appurtenances as indicated in the Contract Documents or as required for proper operation of the system. .6 .7 Provide all required RTU programming The RTU shall transmit station data to the Central SCADA node via a radio communications network. The electrical Contractor shall include all necessary communication equipment and radio spectrum analysis to ensure the highest level of transmission consistency. .8 The Contractor shall provide a free standing antennal tower or pole to facilitate installing a YAGI antenna 24m above finished grade. The contractor shall provide antenna coaxial cable and polyphaser for antenna grounding. The RPU shall perform functions inclusive of data acquisition from field devices, automatic program control, supervisory setpoint control, and all signal conditioning through resident programs. .9 .10 .11 All RPU’s to be of the same manufacturer and model number. .12 The RPU’s must be capable operating independently of workstations when communication on the data highway has failed. This independent mode of operation must be the RPU’s failsafe mode, and allow operation to continue under control of one or more automatic programs. The logic circuitry shall be completely solid state. .13 .14 .15 .16 It shall be possible to remove the logic circuitry fromthe3 housing without changing any wiring. All logic units shall be interchangeable between RPU’s. The station address of each I/O module shall be determined by DIP switches or software reconfiguration. Each RPU to have a local operator interface(OIT), LCD display. All OIT’;s to be mounted flush on the front of panel door of the ICP. Hardware .2 .2 2.4 The RTU processor shall be a Xylem Model APX-761 integrated pump controller panel mounted. TCX-1601 SIOX driver Inputs/Outputs .1 2.3 The Work outlined in this Section shall be included in the lump sum price for Section 13400 – Remote Terminal Unit as indicated in the Form of Tender. Payment will be made in accordance with Section 01025 – Measurement and Payment. PRODUCTS .1 2.2 engineering units, monitor equipment. Each RPU to have a watchdog LED and circuit to monitor and indicate when the microprocessor has failed. Provide hardware for a fully operational system including power supplies, interconnecting cables, terminators, etc. Wherever possible sup[ply interconnecting cables and power supplies as manufactured by the RPU supplier. Measurement and Payment .1 2.1 Section 13400 2014-11-26 Page 2 of 4 Provide Xylem SIOX RIO as shown on the Contract Drawing’s. .1 Digital I/O Modules - Xylem SIOX RIO-S45 ( 14DI/7DO) .2 Analog I/O Modules - Xylem SIOX RIO-S48 ( 8AI/2A0) Provide 20% spare I/O per I/O type with each RTU. Provide a minimum of two (2) spare points of each I/O type. Software .1 Provide the required SIOX Bus drivers .2 GSP CLC software for the APP 761 Pump Controller .1 Ethernet Radio .1 Phoenix Contact model 2867555 wireless transceiver with RS232 interface for 900mHz ISM Band .2 Power Supply:120VAC or 24VDC to suit power supply of Radio .3 DIN Rail Mounted .4 Frequency Range: 902mHz to 928mHz. .5 Protection: IP20 Communication Equipment CONTRACT NO. T14-092 REMOTE TERMINAL UNIT – RTU DATE: November 2014 .6 PART 3. 3.1 Certification: CSA .2 Antenna .1 YAGI antenna with surge protection, IP65 protection .2 Contractor to provide Yagi antenna as supplied by Phoenix Contacts to provide dB gain as required by the radio path study. .1 Supply, install, test, program and commission RTU components, , communication equipment, and associated equipment to ensure functionality of the complete network and control system. Report all defects, which will affect the progress of the Work to the City and the Consultant. .2 The Contract Drawings have been developed on a conceptual basis. Provide devices, components and accessory items necessary for the operation of the control system. Existing systems to remain functional at all times. Shut down of any of the existing equipment or system only to be performed under the direction of the City and the Consultant. EXECUTION Installation .3 .4 .5 .6 .7 3.2 Section 13400 2014-11-26 Page 3 of 4 All replaced or extra equipment to be delivered to the City upon completion of the Contract. Communication system and RTU panel modifications shall be completed, tested, and operational prior to Site Acceptance Testing and commissioning. Factory Acceptance Testing to be carried out in accordance with the requirements of Section 13311 – Panel Factory Acceptance Testing Document.. Site Acceptance Testing and commissioning to be carried out in accordance with Section 13930 – Instrument and Equipment Testing and Section 13933 – Software Site Acceptance Testing. Field Quality Control .1 Perform tests in accordance with the requirements of Division 1, Division 13, and Division 16. .2 .3 Depending upon magnitude and complexity, divide control system into convenient sections energize one section at a time and confirm that each section is operational. Upon completion of sectional test, undertake group testing. .4 Check out complete system for operational sequencing. .5 Submit one copy of the test results to the Consultant. CONTRACT NO. Assign all warranties, licenses and product registration to the Owner Turn over to the City all installation software, user manuals, accessory cables, calibration units, or any other material accompanying the installed equipment.
