GENERAL
General

The RTU shall be based on the Xylem APP 700 monitoring and
control units providing microprocessor based advanced control
and monitoring for the pumping station.

The control system shall utilize the SIOX field Bus and SIOX input
and output system with RIO modules to provide the required I/O.

The RTU shall be capable of controlling a total of four (4) pumps
with two separate wet wells and all pumps on VFD’s.
Provide additional SIOX RIO I/O modules as required plus 20%
spare I/O for each type

Provide all necessary interconnecting cables, all accessories, and
all appurtenances as indicated in the Contract Documents or as
required for proper operation of the system.

Provide all required RTU programming
The RTU shall transmit station data to the Central SCADA node
via a radio communications network. The electrical Contractor
shall include all necessary communication equipment and radio
spectrum analysis to ensure the highest level of transmission
consistency.

The Contractor shall provide a free standing antennal tower or
pole to facilitate installing a YAGI antenna 24m above finished
grade.
The contractor shall provide antenna coaxial cable and polyphaser for antenna grounding.
The RPU shall perform functions inclusive of data acquisition from
field devices, automatic program control, supervisory setpoint
control, and all signal conditioning through resident programs.

All RPU’s to be of the same manufacturer and model number.

The RPU’s must be capable operating independently of
workstations when communication on the data highway has failed.
This independent mode of operation must be the RPU’s failsafe
mode, and allow operation to continue under control of one or
more automatic programs.
The logic circuitry shall be completely solid state.

It shall be possible to remove the logic circuitry fromthe3 housing
without changing any wiring. All logic units shall be
interchangeable between RPU’s.
The station address of each I/O module shall be determined by
DIP switches or software reconfiguration.
Each RPU to have a local operator interface(OIT), LCD display.
All OIT’;s to be mounted flush on the front of panel door of the
ICP. Using the OIT it shall be feasible to view analog values in

Payment will be made in accordance with Section 01025 –

Supply, install, test, program and commission RTU components, ,
communication equipment, and associated equipment to ensure
functionality of the complete network and control system. Report
all defects, which will affect the progress of the Work to the City
and the Consultant.

The Contract Drawings have been developed on a conceptual
basis. Provide devices, components and accessory items
necessary for the operation of the control system.
Existing systems to remain functional at all times. Shut down of
any of the existing equipment or system only to be performed
under the direction of the City and the Consultant.

All replaced or extra equipment to be delivered to the City upon
completion of the Contract.
Communication system and RTU panel modifications shall be
completed, tested, and operational prior to Site Acceptance
Testing and commissioning.
Factory Acceptance Testing to be carried out in accordance with
the requirements of Section 13311 – Panel Factory Acceptance
Testing Document..
Site Acceptance Testing and commissioning to be carried out in
accordance with Section 13930 – Instrument and Equipment
Testing and Section 13933 – Software Site Acceptance Testing.
Field Quality Control

Perform tests in accordance with the requirements of Division 1,
Division 13, and Division 16.

Depending upon magnitude and complexity, divide control system
into convenient sections energize one section at a time and
confirm that each section is operational.
Upon completion of sectional test, undertake group testing.

Check out complete system for operational sequencing.

Submit one copy of the test results to the Consultant.

Provide a written list of all passwords, keywords, serial numbers,
configurations, that are encountered during the installation of the
operating system and application software to the City.
Assign all warranties, licenses and product registration to the
Owner
Turn over to the City all installation software, user manuals,
accessory cables, calibration units, or any other material
accompanying the installed equipment.
