Le conseil municipal de la Cité de Clarence-Rockland a nommé le 24 mars dernier
Mme Helen Collier au poste de Directrice générale par intérim de la municipalité.
« Au nom du conseil municipal, des employés et des résidents de la Cité de
Clarence-Rockland, je désire féliciter Mme Collier à son nouveau poste.
Depuis son arrivée, il y a déjà plus d’un an à la municipalité, Mme Collier
s’est rapidement révélée comme étant une leader avec une bonne capacité de
gestion autant auprès des membres du conseil municipal que des employés
et des citoyens, » a déclaré M. Marcel Guibord, maire de la Cité de ClarenceRockland.
Mme Collier possède une solide expérience municipale ayant occupé plusieurs
postes de gestion pour la ville d’Ottawa. Elle a à son actif plus de 25 années de
service au palier municipal, soit à Nepean, à Gloucester et à Ottawa. Mme Collier
agissait à titre de consultante à la Cité de Clarence-Rockland depuis février 2013.

“On behalf of the Municipal Council, the employees as well as City of
Clarence-Rockland’s residents, I would like to congratulate Mrs. Collier for
her new position. Since her arrival at the municipality, more than a year ago,
Mrs. Collier soon proved to be a leader with good management skills with
Council Members as well as with employees and citizens,” mentioned Mr.
Marcel Guibord, Mayor of the City of Clarence-Rockland.
Ms. Collier has extensive municipal experience, having held several management
positions for the City of Ottawa. She has over 25 years of service at the municipal
level in Nepean, Gloucester and Ottawa.

MICHEL BELLEMARE: PÉRIODE PROBATOIRE TERMINÉE
u mois de juillet de l’année dernière,
la Cité de Clarence-Rockland avait
embauché Michel Bellemare comme
directeur général avec une période probatoire (période d’essai) de 9 mois, finissant en avril 2014. La période probatoire
étant terminé, la Cité de Clarence-Rockland
a préféré mettre fin à son emploi sans
aucune pénalité. Il ne s’agit donc pas
d’un congédiement, ou d’une mise à pied.
Contrairement aux postes de trésorier et de
greffier, la poste de directeur général n’est
pas un poste indispensable selon la Loi sur
les Municipalité, même si la majorité des
municipalités préfère fonctionner avec un
directeur général.
Nous ajoutons notre voix à celle du maire
Marcel Guibord qui a indiqué par communiqué de presse que « M. Bellemare est une
personne avec de très belles qualités et nous
lui souhaitons bon succès dans ses projets
futurs ».
Le maire Marcel Guibord a aussi déploré le
fait que la nouvelle avait été publiée avant
même que le conseil n’ait eu le temps d’aviser
les employés de la municipalité. Mettons les
choses au clair, ce n’est pas la faute des média
de rapporter une nouvelle… mais la faute des
grandes langues qui rapporte la nouvelle aux
média en se fichant des procédures municipales et du respect des employés. Le compte
rendu d’un huis clos doit être préparé par la
greffière, s’il y a lieu. Depuis les dernières
élections municipales, les conseillers avec
le plus d’expérience (ceux qui ont été réélus
mais qui sont en minorité, vous les connaissez) ne cessent de dévoiler le contenu des huis
clos sans aucun respect des lois et des procédures municipales. Si c’était le contraire qui
se produisait, on dirait qu’ils ne savent pas ce
qu’ils font par manque d’expérience.
Cette fois-ci, c’est le conseiller Guy
Desjardins qui a commenté la nouvelle aux
média et wa indiqué son mécontentement
(Il est en campagne électorale, ne l’oublions
pas!) disant qu’il faut faire un ménage à la
table du conseil. Peut-être se référait-il à luimême, puisqu’il ne respecte pas la loi et les
procédures municipales!
M. Bernard Payer est aussi dans ce même
bateau avec ces commentaires dans les média
sociaux. Évidemment, ces mêmes personnes
qui font constamment du tapage aux réunions
du conseil (supporteurs de la vieille garde)
ou qui écrivent n’importe quoi sur Facebook,
commençaient déjà d’autres commérages à
l’effet que le conseiller Guy Félio allait prendre le poste de directeur général (personnellement, je crois qu’il est trop qualifié), ce qu’il a
démenti avec véhémence. Tandis que d’autres
mauvaises langues faisaient un lien entre la
période probatoire de Michel Bellemare et
avec la démission de Pierre Tessier, même si
au moment de l’embauche, PierreTessier avait
déjà averti le conseil qu’il serait là pour un
maximum de deux ans. Des « brasseux », il
y en a à Clarence-Rockland et ils peuvent être
perturbateurs. Une de ce groupe s’est même
déjà fait retirer d’une assemblée par la PPO
et ils y étaient encore une douzaine avec des
pancartes la semaine dernière devant l’Hôtel
de ville. Toujours les mêmes!
Aujourd’hui même, la Cité de ClarenceRockland annonçait la nomination d’Helen
Collier comme directrice générale par intérim. Un bon choix selon sa performance
lors des dernières rencontres publiques budgétaire : elle était professionnelle et polie en
démontrant d’excellentes connaissances des
chiffres à l’étude.
En passant, la démission de Pierre Tessier
et la fin de la période probatoire de Michel
Bellemare n’ont rien coûté aux contribuables.
Il n’y a eu qu’un seul départ qui a coûté une
petite fortune aux contribuables, ce fut celui
de Daniel Gatien, avec une somme négociée
par nul autre que son ami le conseiller Guy
Desjardins.

ne étape historique sera franchie
le 27 mars prochain à Plantagenet,
lorsqu’une réunion de fondation se
tiendra afin de lancer le Conseil des arts
Prescott Russell.
Une campagne de recrutement est en cours
par lequel tout résident ou organisme dans
Prescott et Russell peut devenir membre
et participer au lancement, pour seulement 20 $. Par ailleurs, l’organisme est à
la recherche de neuf personnes pour composer son conseil d’administration, lequel
regroupera un éventail de compétences et
d’expériences et qui sera motivé à faire
avancer la culture dans tous les coins de la
région de Prescott et Russell, dans les deux
langues officielles.
« Le projet se déroule bien, avec plus de 100
participants aux consultations publiques.
Nous espérons voir autant de cartes de
membres, car le Conseil des arts doit surtout
représenter la communauté », explique Jean
Paul St. Pierre, président des Comtés unis
de Prescott et Russell. « Le gouvernement
régional est prêt à financer le lancement du
Conseil cette année et les élus souhaitent un
engagement citoyen pour promouvoir les
arts et la culture, au sens large du terme. »
Parmi les avantages à devenir membre sont
des conseils lors des demandes de subvention, des occasions de réseautage, l’accès
aux listes des médias, et la participation
au développement de projets. Les membres eux-mêmes éliront le premier conseil
d’administration lors de l’assemblée de
fondation du nouveau Conseil des arts de
Prescott Russell, le jeudi 27 mars de 18 h 30
à 20 h 30 au restaurant Motel de Champlain,
au 599, chemin de comté 17 à Plantagenet.

MICHEL BELLEMARE: PROBATIONARY PERIOD ENDED
n July of last year, the City of Clarence
-Rockland hired Michel Bellemare as
CEO subject to a 9 months probationary
period (trial period) ending in April 2014.
The probationary period being completed, the City of Clarence-Rockland chose
after much consideration to not continue
his employment without penalty as was
allowed by the probationary period. It is
therefore NOT a dismissal or a layoff. In
accordance with the Municipal Act, the
Director General is not an essential position (unlike the positions of Treasurer and
Clerk), even though a majority of municipalities prefer to work with a Director
General.
We add our voice to that of Mayor Marcel
Guibord in his statement that “Mr. Bellemare
is a person with very good qualities and we
wish him well in his future endeavors.”
Mayor Marcel Guibord also commented that
he deplored the fact that the media published
the news before council had time to notify
the employees of the municipality. Let us
be clear, this is not the fault of the media to
report news... but the fault of those that leak
the news to the media without following the
municipal procedures and thereby showing
much disrespect for the employees of the city
as well as the rest of council. The minutes of
a closed in-camera meeting shall be prepared
by the clerk, when and if applicable. Since
the last municipal election, some of our reelected counselors who found themselves in
a minority have leaked the contents of the
in-camera meetings without respect for the
laws and municipal procedures. If it was the
“new” council members that had done so,
their opposition would scream loudly again
that they didn’t know what they were doing
due to lack of experience.
This time such is not the case, it was councilor
Guy Desjardins that commented the news
to the media and made clear his displeasure
saying that there is a need for a cleanup at
the council table. He is campaigning, do not
forget! Perhaps he was referring to himself,
since he is the one with no respect for the law
and municipal procedures as he has proven
by leaking information before the rest of the
employees were advised!
Mr. Bernard Payer is in the same boat with
his comments about this situation on the
social media pages to the same people who
constantly show up at council meetings to
repeat over and over the same comments and
questions: one was even escorted out by the
OPP before Christmas. This group is also
responsible for starting many rumors and
unsubstantiated “news”. One of the latest
being that councilor Guy Félio would take the
position of Director General which he vehemently denied. Personally, I think he is overqualified for it. Yet others of the same group
were gossiping regarding a link between the
probationary period of Michel Bellemare and
the resignation of Pierre Tessier, although at
the time of hiring, Pierre Tessier had already
warned council that he would be there for a
maximum of two years. You know, …. disturbers, there are a few of those in ClarenceRockland but they are loud. There were a
dozen of them with signs in front of City Hall
last week. Always the same ones!
Earlier today, the City of Clarence-Rockland
announced the appointment of Helen Collier
as Acting Director General: a good choice I
say based on her performance with the public
consultations regarding the last budget. She
was professional, courteous and knowledgeable.
Incidentally, the resignation of Pierre Tessier
and the end of the probationary period of
Michel Bellemare have cost nothing to the
taxpayers. There was only one accepted resignation that cost the taxpayers and it was that
of Daniel Gatien, negotiated and demanded
by none other than his friend the councilor
Guy Desjardins.

COUNCIL WRITES A NEW
PAGE IN HISTORY
H
istoric first steps will be taken in
Plantagenet next Thursday, March
27, when a founding meeting will
be held to officially launch the Prescott
Russell Arts Council.
A recruitment campaign is underway in
which any resident or organization in
Prescott and Russell can become a member and participate in the launch for only
$20. Furthermore, the organization is seeking nine people to become its Board of
Directors, which would bring together a
range of skills and experience and be motivated to promote culture in every corner
of Prescott and Russell, in both official
languages.
“The project is progressing well, with more
than 100 participants during our public
consultations. We hope to see just as many
membership cards, as the Arts Council
must first and foremost represent the community,” said Jean Paul St. Pierre, Warden
of the United Counties of Prescott and
Russell. “The Counties are prepared to
fund the Council’s creation this year and,
as regional mayors, we are seeking a strong
sense of civic engagement to promote arts
and culture as broadly as possible.”
Members receive access to unique services such as assistance in preparing funding applications, invitations to networking
events, access to media lists, and participation in developing new projects. Members
themselves will elect the first Board of
Directors during the founding meeting of
the new Prescott Russell Arts Council on
Thursday, March 27 from 6:30 to 8:30 p.m.

LA JOURNÉE GLENGARRY-PRESCOTT-RUSSELL :
UN CINQUIÈME SUCCÈS INDÉNIABLE
C’est avec grande fierté que les Comtés unis
de Prescott et Russell (CUPR) ont aujourd’hui
organisé la cinquième édition de la journée
Glengarry-Prescott-Russell à Queen’s Park.
Depuis 2008, la journée Glengarry-PrescottRussell permet aux CUPR et au canton de
Glengarry Nord de mettre en valeur leurs
produits du terroir devant toute l’Assemblée
législative du gouvernement de l’Ontario
ainsi que les membres de leur personnel.
Cette année, plus de 200 personnes ont
participé à l’événement, un succès indéniable. Du nombre, on compte la Première
ministre de l’Ontario, Kathleen Wynne, les
ministres Bob Chiarelli, Brad Duguid, John
Gerretsen, Michael Gravelle, Eric Hoskins,
Linda Jeffrey, Jeff Leal, Deb Matthews,
Ted McMeekin, Madeleine Meilleur, Glen
Murray, Yasir Naqvi, Charles Sousa, et le
Chef de l’opposition officielle, Tim Hudak.
« Cette belle rencontre nous permet de
faire connaître aux députés et aux ministres

C’est avec déception que j’ai pris connaissance le 19 mars dernier des différents articles
médiatiques entourant le départ de M. Michel
Bellemare.
Lors de l’embauche de M. Bellemare, le conseil
municipal avait proposé de lui donner une période de probation de 9 mois. Le conseil municipal a décidé lundi de mettre fin à la période
probatoire de M. Bellemare.
Nous aurions apprécié du respect de la part des
médias et surtout de la discrétion concernant
la situation qui est survenue. Comme j’avais
expliqué aux médias, je devais terminer toutes
les actions entourant cette situation délicate
telle qu’informer tous les employés à l’interne
avant de partager ces informations aux médias.
Je suis déçu du manque de respect, de jugement
et de l’éthique de travail de certains médias.
Comment les médias peuvent-ils transmettre
des informations sans tout d’abord aller à la
source pour partager, tel qu’il se doit, les vraies
informations?
M. Bellemare est une personne avec de très
belles qualités et nous lui souhaitons bon
succès dans ses projets futurs.

various media reports surrounding the departure of Mr. Michel Bellemare.

We would have appreciated respect from the

situation. As I explained to the media, I had
to finish all the actions surrounding this
delicate situation such as informing the
employees before sharing such information
to the media.
I am disappointed by the lack of respect,
judgment and work ethic from some members
of the media. How can the media transmit
information without first going to the source
before sharing, as it should, the true facts?
Mr. Bellemare is a person with great qualities and we wish him good luck in his future
endeavours.

FIFTH TIME’S THE CHARM

great pride that the United Counties of
Prescott (UCPR) and Russell organized today
the fifth edition of Glengarry-Prescott-Russell
Day at Queen’s Park.
Since 2008, Glengarry-Prescott-Russell Day
has allowed the UCPR and the Township of
North Glengarry to showcase local food products in front of the entire Legislative Assembly
of the Government of Ontario as well as
members of their staff. This year, more than
200 people took part in the event, which was
an undeniable success. Among those in attendance were Ontario Premier Kathleen Wynne,
Ministers Bob Chiarelli, Brad Duguid, John
Gerretsen, Michael Gravelle, Eric Hoskins,
Linda Jeffrey, Jeff Leal, Deb Matthews,
Ted McMeekin, Madeleine Meilleur, Glen

Official Opposition Leader Tim Hudak.
“This wonderful day allows us to showcase
to Ontario Ministers and MPPs our regional
products as well as our ongoing projects,”

somme de plus de 270 000 $ pour la gare de
Bourget?
Is it true that the City has committed to the
budget a sum of more than $ 270,000 for the
Bourget train station?
Pas exactement. Au budget 2014, la Cité de
Clarence-Rockland a commis une somme de
20 000$ pour le remplacement de la fournaise et
de la toiture ainsi que 20 000 $ pour l’opération de
l’édifice pendant l’année. Au niveau des dépenses en capital, il y a également au budget une
somme de 250 000 $ conditionnelle à l’étude des
redevances d’exploitation. Sans cette étude, la
somme ne sera pas investie. Cette gare, construite
en 1893, est un des derniers vestiges de l’histoire
ferroviaire de la région. Elle est idéalement placée
le long du Sentier récréatif de Prescott-Russell
et a donc un excellent potentiel touristique. Les
Services Communautaires, en consultation avec
la population de la Cité de Clarence-Rockland,
sont présentement à étudier quelle vocation aura
l’ancienne gare.

Clarence-Rockland has committed a total of
$20,000 to replace the furnace and roof and
$20,000 for the operation of the building during
the year. In the capital expenditures budget,
there is also a sum of $ 250,000 that is conditional to the development charges study. Without
this study, the amount will not be invested. This
station, built in 1893, is one of the last vestiges
of the area railway history. It is ideally located
along the Prescott-Russell Recreational Trail
and therefore has a great tourism potential.

station have.

compétitions? C’est aussi tout un spectacle à voir. Consultez notre site WEB

très impressionant de constater la vitesse
de résolution du cube par ces deux jeunes
hommes. Le cube Rubik traditionel est
le 3x3x3; 6 faces composées de 9 blocs
chacun. Les centres sont fixes, mais
toutes les autres parties peuvent changer
de place, donnant une possibilité de plus
de 43 quintillions (43 suivi de 18 zeros)
de permutations possibles!
Il existe plusieurs méthodes pour résoudre
le “cube”. Les experts en vitesse de résolution connaissent des douzaines et des
douzaines de différents algorithmes, aidant le compétiteur à passer d’étape à étape
pour résoudre le cube. Les étapes varient
à chaque résolution, donc le compétiteur
doit pouvoir reconnaître à l’envolée quelle
combinaison de movements doit être utilisé
pour passer à l’étape suivante. Le même
point de départ de plusieurs compétiteurs
ne veut pas dire que tous les compétiteurs
utiliseront les mêmes étapes pour résoudre
le cube: chacun a sa propre méthode, utilisant différentes étapes, pour arriver à la
résolution finale lorsque toutes les couleurs
du cube sont sur leurs faces respectives.
En compétition, les cubeurs ont tous le
même mélange qu’un ordinateur a choisi.
Ils font 5 résolutions, avec 5 mélanges différents. Pour avancer à la prochaine ronde
d’un tournoi, ou pour choisir le gagnant, le
temps le plus vite et le temps le plus lent
des 5 résolutions sont ignorés, et la moyenne des trois temps restant est la ‘moyenne’ utilisée. Le temps de résolution est
calculé en utilisant une minuterie spéciale:
les deux mains y sont déposées sur chaque

La résolution du 3x3x3 n’est qu’une seule
discipline des compétitions officielles de
résolution du cube. En fait, la Word Cube
Association, qui gère toutes les compétitions à l’échelle mondiale, compte 18
disciplines. Chaque compétition peut
offrir n’importe lesquelles de ces 18 disciplines. Ces disciplines tel le 3x3x3 font
référence au nombre de blocs par dimension du cube : donc le “traditionel” a 6
surfaces de 3 blocs X 3 blocs. Cela débute
avec le 2X2X2 jusqu’au 7X7X7 et d’autres
‘cubes’ non-régulier tel le pyraminx (en
forme de pyramide); le skewb, un cassetête non-uniforme.

We’ve published previously several records
established by our local CUBERS Antoine
Cantinand Louis Cormier. Are you aware
of the meticulous organisation behind their
competitions? It’s also quite a show: visit

You’ll be able to witness the incredible
speed with which they resolve their cubes:
quite impressive. The traditional
cube is the 3X3X3 with 6
faces of 9 blocks
each.

fixed, but every
other block can move
giving a total of 43 quintillions
(43 followed by 18 zeros) possible
permutations!
There exist many methods to solve a cube.
Experts in speed solving know dozens
and dozens of different algorithms to help
them solve cubes from step to step. These
vary with each puzzle so the competitor needs to be able to recognize quickly
which combinations to use to solve each
puzzle. Although all competitors start
with the same puzzle, they will not use the
same moves to reach their
final solution this being of
course color coordinated
faces.
In competitions, all start
off with the same computer
generated puzzle; they do 5
solutions with 5 different starting puzzles.
To advance to the next round of a competition or to be declared the winner a mixed
average of resolution times is calculated:
they drop the best and the worst of the
5 times and average out the remaining 3
times. The competitions use a specially
designed timerupon which both hands are
placed. The timer starts when a hand
is lifted and stops when both hands are
returned. This is accurate to the hundredth
of a second.
The 3X3X3 cube is but one of the various
events within a competition. In fact the
World Cube Association, which sanctions
all the official worldwide competitions,
has18 various events. Any one competition will offer some or all of these events.
These, such as the traditional 3X3X3, refer
to the number of individual blocks of the
various cubes: they start at the 2X2X2
right up to the 7X7X7 along with other
irregular ‘cubes’ such as the Pyraminx (a
pyramidal form) and the SkewB a nonuniform puzzle.
To add to the challenge (as if it wasn’t
great enough already!), they also have such
events as the 3X3X3OH, that’s the onehanded event for which Antoine presently
hold the North-Americanrecord. Even
more impressive are the 3X3X3, 4X4X4
and even 5X5X5 blindevents: in these the
timing starts when the competitor first sees
the cube. He’s allowed to look at it as long
as he wants with the clock ticking and once
ready, he puts on a blind fold and solves
the cube blind to stop the clock with its
completion! There’s also the 3X3X3 solution with the feet! Our local winner, Louis
Cormier, holds records with these last two
events! There’s also the Megaminx, a 12
face puzzle, the square-1 a squared puzzle
that doesn’t rotate in the same manner; the
Clock, a flat puzzle two dimensionalpuzzle
with buttons and wheels. They also have
‘fewest moves’ competition where from a
identical starting point the participants have
an hour to study and then propose what
they hope to be the most efficient moves to
solve the puzzles. They have multi 3X3X3
blind events where the competitors must
solve as many cubes as they can blind in
an hour: Antoine’s record is presently 10
of 11 cubes!

Il est prématuré d’alléguer que l’aréna Jean-Marc Lalonde est présentement à vendre.
It is premature to claim that the Jean-Marc Lalonde Arena is presently for sale.
Lors de la réunion régulière du 17 mars dernier le conseil municipal a, par voie de résolution, mandaté la
directrice des Services communautaires à entreprendre les démarches nécessaires en vue d’une éventuelle
vente. Les démarches nécessaires, décrites dans la résolution adoptée, sont : entreprendre un processus
d’appel d’offres pour obtenir les services d’une agence d’évaluation et entreprendre un processus d’appel
d’offres pour obtenir les services d’une firme qui procédera à la vente.
At the March 17th regular meeting, Municipal Council authorized, by resolution, the Director of Community
Services to take the necessary steps for a possible sale. The necessary steps, as described in the resolution are: undertake a tender process to obtain the services of an assessment agency and undertake a
tender process for the services of a firm that will conduct the sale.
Bien entendu, toute décision sera entérinée par le conseil municipal à chaque étape du processus. Même
si le conseil municipal reçoit une offre d’achat, celle-ci devra être adoptée par le conseil municipal. Nous ne
sommes donc pas à quelques jours près de se départir de l’aréna.
Cette décision d’entamer le processus ne s’est pas fait du jour au lendemain. Depuis septembre 2011, l’aréna
n’opère qu’une surface de béton, utilisée par plusieurs groupes sur une base hebdomadaire ainsi que pour
des événements spéciaux. Cette utilisation a démontré un déficit municipal de 171 318$ en 2012 et le déficit
anticipé pour l’année 2013 est de 145 000 $.
Of course, any decision will be ratified by Council at every stage of the process. Even if the City receives
an offer, it must be accepted by Council. We are therefore not going to get rid of the arena in the near
future.
The decision to begin the selling process did not happen overnight. Since September 2011, the arena
operates only a concrete surface used by several groups on a weekly basis and for special events. This
use has demonstrated a municipal deficit of $ 171 318 in 2012 and the anticipated deficit for 2013 is
$ 145,000.

fourth ice surface could have a negative impact on the income of the other three facilities, thus increasing
the operational deficit.

• December 2013 – The only group that had submitted a proposal, the Royal Canadian Air Cadet,
withdraws from the process.
• March 2014 – Municipal Council, by resolution, mandates the Community Services to initiate the
tender process to find an assessment firm and a real esta te firm for the future sale of the Jean-Marc
Lalonde Arena.

year, the World Wildlife Fund
(WWF) is calling on citizens of
the world to unite to demand a future
where climate change will no longer be
a threat. WWF-Canada is inviting everyone to participate in the global movement on Saturday, March 29th, from
8:30 pm to 9:30 pm, by turning off their
lights and taking advantage of this moment
of darkness to think about the choices
that each of us
should make to
build a better
future.
For inspiration, we invite you to view the
message from several Canadian celebrities like Queen Ka , Jill Barber, William
Shatner, Chris Hadfield, Jason Priestley,
Roberta Bondar and many citizens who
have already uploaded videos where
they share their thoughts for a future free
from the threat of climate change. WWFCanada invites all citizens to participate
by uploading their own videos, spreading
their messages on Twitter using the hashtag
“Quebec and
Canada have
an important role to play in combating climate change, says Marie -Claude Lemieux,
Quebec Director of WWF. We have the
ability to make the right choice for the
future of climate change. We can build a
future where the air is clean, the flourishing land and waters rich in biodiversity.
Solutions exist and already several countries opt for a rich future in renewable and
low carbon energy. We have what it takes to
become a world leader in renewable energy.
