NOTICE
RECRUITMENT OF DOCTORAL CANDIDATES FOR TRAINING
PROGRAMS IN GERMANY AS FUTURE LECTURERS OF THE
VIETNAMESE–GERMAN UNIVERSITY FUNDED WITH STATE
BUDGET IN 2014
In the implementation of the “Project of training lecturers with PhD degree for tertiary universities
and colleges in period 2010-2020” (or 911 Project), according to the demand for lecturers of the
Vietnamese–German University (VGU) with consent from the Ministry of Education and Training
(MOET) in the Document No. 1044/TB-BGDDĐT dated 19th August 2013, VGU announces the
notice to recruit PhD candidates studying in Germany funded by Vietnamese government for 2014
as below:
1. Number of scholarships
A number of scholarships are 20 (twenty) fellowships for full time PhD programs in Germany.
The study length of time will be defined by the receiving supervisors/universities but not more
than 04 (four) years for the whole period. Departure time is tentatively in the beginning of
2015.
2. Admission and Application deadline
2.1. Application deadline: 19th September 2014;
2.2. Admission: application review and applicant interview by an Academic Committee
including German professors and VGU management team;
2.3. Candidates who pass the interview will be in the list of VGU to submit to the MOET for
approval if they meet the given requirements of the MOET in the Circular No.
35/2012/TT-BDGĐT dated 12/10/2012 of the MOET regarding the Regulations for PhD
training under the 911 Project in Quarter IV/2014 and in the Recruitment Notice No.
481/TB-BGDĐT dated 25/6/2014 of the MOET regarding recruitment of PhD candidates
for training abroad based on the 911 Project; (for referred circular and notice can be found

2.4. After receiving the approval of the MOET for VGU Candidate List (in section 2.3.) and
the letter of acceptance from the host universities in Germany whose admission criteria
meets with the scholarship requirements of the program and eligible applications, then
MOET will finally decide to grant scholarships to the successful candidates for
departure in the beginning of 2015.

2 4. Eligible applicants:
4.1. Fresh master graduates (within recent 12 months up to the date of application) who are
willing to go for study PhD program then on their return will work for VGU as lecturers;
4.2. Full time lecturers, contractual lecturers (indefinite or definite contracts) of universities,
academies, colleges who are willing to join the PhD program then on their return will
work for VGU as lecturers and researchers;
4.3. Researchers those who are working at research institutes; those who possess outstanding
academic qualifications and excellent capacity, and are willing to go for study PhD course
then on their return will work for VGU as lecturers and researchers.
5. Eligible criteria
Applicants must meet the following requirements:
5.1. Good conduct, excellent academic qualification, good health, and willing to go for study
PhD course then on their return will work for VGU as lecturers;
5.2. Not more than 45 years old up to the date of application (born after 31/12/1969);
5.3. Registered course must be suitable to their undergraduate/master major and curriculum
of VGU;
5.4. Applicants, who are not VGU staff at the application phase, need to arrange their
works to officially work for VGU as lecturers after return, Return Commitment to
work for VGU at the government’s request signed and guaranteed by applicants and
guarantee from VGU (for applicants under 4.2 and 4.3 category); or Return Commitment
signed and guaranteed by families or sponsors and certified by local authorities (for
applicants under 4.1 category) (form is attached to this Notice);
5.5. Possess Master Degree with average score from 7.0/10 or equivalent;
5.6. Foreign language proficiency: as per requirements in the Article 6 of this notice below;
5.7. Priority will be given to candidates who have done scientific research studies during and
after bachelor or master study period; and who have their research published on academic
journals or reported in Scientific Seminars at university level and published in the
Seminar Yearbook, or take part in scientific research at ministerial level and the research
was approved and applied;
5.8. Those who had got the Master scholarship from MOET or MOET agreements have
officially worked at least two years from the date he/she has returned to Vietnam;
5.9. Those who had got the Bachelor or Master scholarship from MOET or MOET
agreements, but did not graduate and breached of MOET rules must reimburse all the
fund, or had graduated from bachelor or master program but did not report to MOET, do
NOT be accepted for this enrolment.
6. Foreign language requirements
6.1.Exemption for foreign languages
Applicants who graduated from overseas bachelor and master programs where study language is
English or German will be exempted of Foreign Language Certificate. Those who took courses
taught in German must possess English certificate at C1 level according to European Reference
Framework after graduation to meet with working requirements at VGU.
3 6.2.Requirements for foreign languages
Applicants graduated in bachelor and master programs in the universities, where English was not
used as the medium of communication in all academic work, must provide English certificate at
minimum of B2 level or 4/6 level according to the European Reference Framework conferred by
an international language center within 02 years to the admission date (i.e.: TOEFL PBT 500,
TOEFL iBT 61, 173 CBT or IELTS 5.5) and suitable to English requirement of the destination
universities.
7. Application process, dossier and registration fees
Applicants must complete a 2-ROUND application process as the below regulations:

www.vied.vn):
ROUND 01: Applicants will submit 01 (one) set of application in English
includes the following documents in the order as below to VGU
1. Application Form in English (using the form in Annex 1);
2. Motivation Letter with return commitment to VGU in English;
3. Most updated CV in English, highlighting academic achievements, work experience or
experience in community work;
4. Notarized translation of BA/Master Degree (enclosed with photocopy of original degrees);
5. Legal copies of international English certificate;
6. Research Proposal (3-5 pages of A4 paper);
7. Two Reference Letters from a professor or a Vietnamese scientist for study/research ability
and a line manager for working experience;
8. List of publications: articles or scientific report at government, ministerial levels (if
applicable) and copies;
The documents in the Application should be presented in A4 size in envelope (25 cm x 34 cm)
with subject line: “Application for Doctoral training program in Germany with State Budget
in 2014 - (911 Project)” and the List of documents in the Application, contact addresses, telephone
number, mobile telephone number, email address and fax number (if any) for contact.
Applicants should scan the English application in PDF file and email to the address:

should be sent by an express mail service (EMS) or dropped round to the address: VGU Office,

--------------------------------------------------------------------------------------ROUND 02: Applicants submit 01 (one) set of application in Vietnamese
including the following documents in the below order to send to the Vietnam
International Education Development (VIED) – MOET:
1. Document, applicant named list nominated by that university (using form in Annex 2&3);
2. Application form (using the form in Annex 4);
3. Certification of Social Insurance (using the form in Annex 5)
4. Commitment forms (using the forms in Annex 6&7);
5. Curriculum Vitae with signature and stamp of the current employers (for working lecturers)
or of local authorities (for newly master graduates) (using the form in Annex 8);
6. Application Cover (using the form in Annex 9)
7. Notarized copies of bachelor degrees and transcripts, master degrees and transcripts (if
applicable) or temporary graduation certificate for those who are waiting for official
degrees and after being recruited, applicants must submit their notarized copies of degrees
and transcripts (for working lecturers). If degrees, transcripts, temporary certificates are
conferred by foreign education institution, applicants must provide Vietnamese notarized
translation and equivalent ranking regulations of the foreign education institutions. For
those graduate part-time higher education, they must submit notarized copies of degrees
and transcripts;
8. Notarized copies of international English certification;
9. Copies of Offer Letter, Full or Partial Financial aid offer granted by foreign/domestic
education institution or individual (if applicable) for the PhD course;
10. Research proposal (from 3-5 A4 size pages);
11. List of publications (if any) approved and published by current employer or competent
employers; If the publications are scientific research, applicants must submit copies of the
topic registration, liquidation report (if applicable);
12. Other documents (if any);
13. Copies of invoice and receipt regarding registration fee.
5  Registration fees:
Application fee (VND 200.000/person) will be transferred to the Vietnam International Education
Development’s Bank Account before 25/10/2014 as following:

(The Applicant should specify full name, destination country and number and date of the
Notification then transfer the money to the Vietnam International Education Development).
Notes: After completing one set of application with all required documents, applicants must scan
the application in PDF file and register online at http://tuyensinh.vied.vn/ and send the original
application to the Vietnam International Education Development (VIED) – MOET, 21 Le
Thanh Tong, Hoan Kiem District, Hanoi via VGU (all application must be in A4 size, put in
envelope (25cmx34cm) with the subject line: “Application for Doctoral training program in
Germany with State Budget in 2014 (911 Project) 2014” and the List of documents in the
Application, contact addresses, land line telephone number, mobile telephone number, email
address and fax number (if any) for contact).
Eligible applications are registered online, emailed and posted or submitted to VGU before
deadline stated in this Notice. Applicants who do not pay Registration fee to VIED shall be
considered ineligible. Those who make false statement in the application and individual makes
false certification will be punished according to the law. Application and registration fee will not
be returned to applicant in any circumstances.
8. Rights and obligations of successful candidates:
8.1. Applicants are obligated to attend the interview by the Vietnamese – German Academic
Committee, to be tentatively held in October 2014. The MOET shall evaluate the
application, interview results and reports of VGU to decide successful candidates.
8.2. Applicants are obligated to complete the study program and return to VGU to work as
commitment; otherwise they must compensate all training costs as the Government
regulations. The commitment must be verified by employer (employed applicants) or by
family/sponsor regarding financial status and local People Committee at their permanent
registered residential;
8.3. After the MOET approves the list of successful candidates, VGU and the VIED will make
notice and provide guidelines for successful candidates to complete required procedures
for study;
8.4. The MOET shall grant scholarship to cover all obligated fees relating to the course (if
applicable), living costs, health insurance, travel cost, passport and visa fees, one return
air ticket following government regulations. Scholarship shall be granted upon the Offer
6 Letter of the foreign education institution but not more than 04 years for the whole PhD
program;
8.5. If the successful candidates receive other scholarships with higher value, then they can
receive the one with higher value; otherwise the MOET shall contribute to balance the
scholarship value to the eligible level;
8.6. The successful candidates must pay all PhD tuition and fees (one-time payment) for
MOET of Vietnam, pursuant to Circular No. 130/2013/TTLT-BTC-BGDĐT on 19/9/2013
and Decision No. 1160/QĐ-BGDĐT on 03/4/2014 as follows:
- 13,000,000 VND/person/course: applied for 01 (one) year course
- 26,000,000 VND/person/course: applied for 02 (two) year course
- 39,000,000 VND/person/course: applied for 03 (three) year course
- 52,000,000 VND/person/course: applied for 04 (four) year course
VGU requests authorized organizations assisting to deliver this Notice to involved persons and
supporting eligible applicants for application./.
