A LETTER FRO M TH E BO ARD CH AIR AN D THE PR ESIDENT & C EO
Dear Friends:
On behalf of Vocational Guidance Services’ (VGS) Board of Directors, Sunbeam Board members, staff and the individuals we serve it
is our great pleasure to thank you for your support of the Agency in 2013 and for your commitment to our mission of Preparing People
with Barriers to Employment for a Brighter Future.
Throughout the pages of this report you will read about the many accomplishments made by the individuals we served last year.
Accomplishments that were made possible because VGS is not alone in the belief that people’s abilities shine brighter than their
disabilities, that all barriers can be overcome, that employment is something that should be attainable by all, that no one should be
denied the opportunity to achieve, and that we can create a community of caring that will foster opportunities for individuals with
disabilities or other barriers to employment to really show what they can do.
M I S S I O N S TAT E M E N T
Preparing people with barriers to
employment for a brighter future.
V I S I O N S TAT E M E N T
Our vision is to become
the premier vocational
rehabilitation agency in the
nation. We will be known for
our innovation, quality services
and our caring approach to
assisting individuals with
significant disabilities and
other barriers to employment.
Our unwavering belief plus the
power of an individual’s abilities
will propel VGS consumers to
exceed expectations and gain
self-reliance.
VGS, like our consumers, faced many challenges in 2013. The Agency continued to feel the repercussions of the great recession:
provide more with fewer resources. We are being charged to do this not only in our social enterprise work opportunities—due to
the effects of sequestration and other initiatives on service contracts—but also in our vocational rehabilitation training programs
due to shrinking state and federal rehabilitation services budgets. Yet the need for our services continues to grow. As you know, all
of the services provided by VGS are done so at no cost to the individual, and as a not-for-profit VGS relies on philanthropic support
from the community to achieve our mission. We could not do our work effectively without the generous support of many foundations,
corporations and individual donors who understand how important VGS is to the community and to the individuals we serve. We are
extremely grateful for your unwavering commitment to our mission.
We would like to congratulate our staff for another year of exceptional dedication and service. They continue to make certain that
VGS’ services maintain our standard of excellence. We also applaud the outstanding support and contributions from our referral
source counselors and community partners. It is through the work that we all do together—funders, referral sources and community
partners—that we are able to create the community of caring that enables individuals at VGS to achieve their brighter futures. We
hope that you enjoy the four stories in this year’s report of the life-changing impact that is made through this community of caring. We
are so very proud of all that was accomplished and we know that you will be too.
As we move forward in 2014 and beyond, we at Vocational Guidance Services will continue to dedicate ourselves to outstanding
execution of our mission and our belief that one’s personal freedom starts with a feeling of self-worth, and that self-worth is based
upon the ability to make one’s own way in life and in maximizing one’s ability to be fully integrated into our society. Thank you again for
your continued support.
Together, we can continue to change lives and strengthen our communities through services that educate, empower and
provide the opportunity to earn a paycheck!
Most sincerely,
Frank H. Porter

SPECIALIZED SERVICES
Evaluation and assessment services help consumers
explore options and identify immediate and long-term
vocational goals.
Specialized Services help to enhance each consumer’s
vocational readiness through the following services:
• Adult Basic Education
• Community-Based Work Experience
• Developmental Service Programs
Through Work Evaluation and Situational Assessments,
consumers’ vocational interests, aptitudes, strengths
and limitations are tested and identified. The
information is then used to determine the steps
necessary to reach career goals and achieve success.
WORK ADJUSTMENT
VGS pioneered the Work Adjustment technique that is
now used throughout the country. Work Adjustment is an
employment program through which consumers earn a
paycheck while learning critical job keeping skills such
as work quality, punctuality and productivity.
SKILLS TRAINING
VGS’ Skills Training programs give consumers the tools they
need to gain employment. Hands-on work experience, thoughtful
instruction and relevant curriculum provide consumers with
marketable skills to take with them into the workforce.
JOB PLACEMENT SERVICES
Job Placement Services are designed to help consumers learn
effective techniques for seeking, securing, and maintaining
employment.

B R E A N N A will be 20 years old this month. While in school,
Breanna struggled with learning. Because of this, she and her family
wondered what her life would be like after high school. When an
Opportunities for Ohioans with Disabilities (OOD) Transitions counselor
visited her school, Breanna learned that there are special services
designed to help young people like her transition from high school to
vocational training and jobs.
Breanna expressed an interest in food service to her counselor and
was referred for a two-week Food Service Situational Assessment
at VGS. Although shy and weak in communication skills and selfconfidence, Breanna improved quickly and showed real potential for
further training. As a result, she was recommended for Community
Based Work Experience, a training program VGS provides in partnership
with businesses and organizations in which individuals gain real-world
work experience by training and working at the partner sites in the
community. University Hospitals is one of these highly valued partners.
Once her initial assessment was complete, Breanna interviewed for
and was offered a training position in Nutrition Services at University
Hospitals Ahuja Medical Center in Beachwood.
In just a few short weeks of training, Breanna was already making a
considerable contribution to her work team at the hospital. She learns
quickly, is very dependable and productive, and is gaining confidence
and opening up. She is energetic and always looking for ways to “step
up.” She is a stand-out. Her manager, Don Baldwin, of Sodexo, the
company responsible for Nutrition Services at Ahuja Medical Center
says, “Breanna has become an important part of our team here at Ahuja.
Our partnership with VGS has been a great success story for
University Hospitals and the community. Breanna is proof of
the wonderful support the program provides in developing

Coordinator at VGS, and Executive Chef John Selick of Sodexo.
At 20 years old, MELI NDA had already tried a number of
vocational training programs to find a job she loved and could be
successful in. Melinda wasn’t about to let her developmental disability
stop her from being able to find rewarding work. She is a lively and
energetic young woman, and she wanted to find something different
and challenging, a job that would make her want to come to work
each day.
Melinda found a job she loved through VGS’ social enterprise
partnership with RhinoSystems, Inc. in Brooklyn Heights, Ohio,
creators of the innovative Naväge® Nasal Hygiene System. At
RhinoSystems, Melinda is an important part of the production team
that packages the Naväge® SaltPod® capsules for shipping. It is work
that requires attention to detail and strict quality control.
Melinda initially faced some challenges with staying on task and
keeping her focus as this job required her to do, but with the proper
supports in place with VGS job coaches and staff, as well as the full
support of the RhinoSystems team who are committed to Melinda and
her co-workers’ success, Melinda has overcome those challenges. She
has grown and matured during her work experience, and she takes
great pride in meeting all of her quality and production requirements.
“Melinda is an essential part of our team here at
RhinoSystems. Due to her dedication and hard work,
Melinda has grown tremendously as a production
assistant and continues to be a role model for the rest of
the team,” says Cameron Murray, Production Manager
at RhinoSystems, and pictured here with Melinda and
Bill Caine, VGS’ Community Based Program Manager.
“Our partnership with VGS during the rapid growth of
our manufacturing process has been invaluable. VGS
has been a stalwart partner, committing countless
hours to help improve the efficiencies of our production
assistants, and Melinda’s success is a direct reflection
of the impact they’ve had.”
“This job is very important to
me and I like to make good
money. I like all the people
here. I enjoy the hard work
I put in every day. I’m proud
of all of the accomplishments
I have done here at Rhino.
I like the challenges I
have to do my best.”

J AM E S , who is 30 years old, has always wanted to help others
and contribute to his community. His developmental disability and some
serious medical issues have resulted in his need to live at home with
his parents for support. Yet all he really wanted was to have a sense of
independence, his mom tells us: to be useful and have a purpose like
every other adult he knows.
This purpose has come to James through his job at VGS’ enclave at
PNC. At PNC, James works in a large facility in Brecksville completing
paperwork for mortgages. It’s an important job to get right, and
includes a lot of numbers and details that James is required to transfer
successfully. He has even been timed and is faster and more accurate
than a scanner! He takes great pride in his work and knows how
important it is. And that is important to James.
When James’ medical condition recently became very serious, VGS staff
and James’ counselor at the Cuyahoga County Board of Developmental
Disabilities were concerned about him continuing to work, thinking that
he might be better at home, recovering, and possibly giving up his job to
keep himself healthy. But James’ doctor disagreed, saying that James
remaining active and working was actually critical to his health and
well-being. And thankfully, the doctor was right, and James is back at
work and as integral to his team as he ever was.
“I like to get new jobs to
do and learn new things.
What I like the best is
helping my co-workers!”
“Helping to support individuals like James is the very
reason I have been drawn to serve on VGS’ Board
of Directors since 2001,” says Bill Caster, Managing
Director at PNC Wealth Management. “I am proud
of the connection PNC has made to create jobs for
individuals with disabilities and of the work that VGS
does to ensure their success.”
James is pictured here with Bill Caster and Colleen Graham, Habilitation
Specialist at VGS.

CL A R E N C E was only 5 years old when he suffered an injury to
his right eye resulting in loss of vision in that eye. Life was pretty rough
for him when he was growing up; he lived in a series of foster homes
and really struggled in school. As he grew to an adult, he had a hard
time finding and maintaining employment. He was unsure about his
future and how he would provide for himself and his two daughters.
When he was referred to VGS by the Bureau of Services for the Visually
Impaired (BVSI), he wasn’t sure what to expect but he was hopeful that
VGS would help him to find a job and keep it. Clarence began training
in VGS’ Power Sewing Division, which through AbilityOne contracts with
the federal government produces 100% of the women’s dress slacks for
the U.S. Army, Navy, and Marine Corps.
Now 35, Clarence has a whole new outlook on life. At VGS he got the
training and supports he needed to be successful in the workforce. He
knows how to operate several pieces of the sewing equipment and
does his part on the sewing team of about 70 individuals, the majority
of whom have significant disabilities, that produces an average of 500
pairs of slacks per day. He takes tremendous pride in his job, meeting
the military’s high quality standards and knowing that his work is in
support of our country’s servicewomen.
With the support of generous funders like The
Cleveland Foundation, VGS is able to provide
