仮想通貨法（情報通信技術の進展等の環境変化に対応するための
銀行法等の一部を改正する法律案）成立に対する当協会コメント
本日、いわゆる仮想通貨法（情報通信技術の進展等の環境変化に対応するための銀行法
等の一部を改正する法律案）が参議院本会議で可決・成立いたしました。日本ブロックチェー
ン協会（以下JBA）は、これを歓迎するとともに、法案成立に関わられた議員の皆様、金融
庁を始めとする行政の関係各機関、およびすべての関係者のご努力に感謝申し上げます。
本法案では、仮想通貨の定義を明確化し、仮想通貨交換業者に登録制を導入のうえ、マ
ネロン・テロ資金供与対策および利用者の信頼確保のため、本人確認や利用者が預託した金
銭・仮想通貨の分別管理等を規定しております。
JBAでは、これらルールの整備による仮想通貨関連ビジネスの健全性、信頼性向上を、
前身組織である日本価値記録事業者協会の設立当初より要望しており、今回の法案成立を心
より歓迎いたします。今後JBAは、本法案が定める「認定資金決済事業者協会」となること
を目指すと同時に、引き続き仮想通貨関連ビジネスの健全な発展を通じて日本経済の発展に
貢献するよう活動してまいります。 Today, the Virtual Currency Act, an amendment to the Banking Act in response to the
changing landscape of information and communications technology, has passed in the
House of Councillors, The National Diet of Japan. JBA (Japan Blockchain Association)
welcomes this new law and would like the thank the efforts of the lawmakers, FSA and
related government agencies, and all other involved parties who helped see this bill through.
This bill will clarify the definition of virtual currency, introduce a registration system for
exchanges, as well as specify user verification and the separation of management of fiat
currency and virtual currency, as a counter-measure to money laundering and terrorist
financing and to protect users.
JBA sincerely welcomes the establishment of the new bill ensuring the health of
businesses related to virtual currency and their reliability, which have long been the goals of
Japan Authority of Digital Assets – our predecessor organization.
Acting now as JBA, we will aim to become a Certified Association for Payment Service
Providers and strive to contribute to the development of the Japanese economy through the
sound development of virtual currency-related business in the future.
