Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Transitions and pathways in upper secondary education Dr. Francesco Laganà 22.01.2016 (PH FHNW, Solothurn) Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Summary Aim of the study Methods and definitions Results: - Cross sectional results - Longitudinal results Conclusions Transitions and paths in upper secondary education Dr. Francesco Laganà 2 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Aim of the publication • Study the transitions in upper secondary education • Study the role of contextual variables (migratory status/social origins) on these transitions Topic poorly investigated in Switzerland. • For all Switzerland via surveys (e. g. CH-X, TREE), but with problems of small samples for subpopulations (e. g. second generation immigrants) • Register data : up to now only allows to study within canton transitions (e. g. SRED, 2011, StatA, 2012) Transitions and paths in upper secondary education Dr. Francesco Laganà 3 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Target population Pupils • following a certificate training program in upper secondary level (VET or general education) in 2012 • who were part of Swiss permanent resident population in 2012 Pupils are divided into five training programs: • Gymnasiale Maturitätschulen • 3-jährige EFZ-Ausbildungen • 4-jährige EFZ-Ausbildungen • EBA-Ausbildungen • Fachmittelschulen (Fachmaturität, included) Transitions and paths in upper secondary education Dr. Francesco Laganà 4 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Definitions Migratory background: obtained from STATPOP/UPI by combining of Country of birth (in Switzerland /abroad) and nationality (Swiss /foreigner). Parental education, obtained via “Strukturerhebung”: respondent living in the same household and being one of the pupil's parent. Recoded into three levels : compulsory education/Secondary education/tertiary education. This causes a reduction in population size due to the connection between registers (e. g. SDL, SBA, SBG) and sample data (SE) Transitions and paths in upper secondary education Dr. Francesco Laganà 5 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Operationalization of educational transitions (I) “Promotion und Zertifizierung”: transition to the next training year (Bildungsjahr) within the same type of education and training. “Promotion und Zertifizierung mit Ausbildungswechsel”: transition to the next training year with change in type of education and training. “Repetition”: repetition of the same training year within the same type of educational program. “Umorientierung”: repetition of one or more training years with change in educational program. Transitions and paths in upper secondary education Dr. Francesco Laganà 6 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Operationalization of educational transitions (II) “Temporär Austritt aus der zertifizirenden Sekundarstufe II”: Temporary exit (without certification) from upper secondary level. “Temporär Austritt aus der zertifizirenden Sekundarstufe II und Ausstieg aus STATPOP”: Temporary exit without certification from upper secondary level with a simultaneous exit from the Swiss population registers. “Übergänge EBA-EFZ”: Transition from EBA to EFZ. “Weitere”: transition to a complementary formation of upper secondary level or failure at final examination Transitions and paths in upper secondary education Dr. Francesco Laganà 7 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Data and methods Connection between 6 data sources: To study educational transitions To study the role of contextual variables SdL (2012-2013): Pupils SE: Highest level of education in attending training programs in CH household SBA (2012-2013): Matura certiticates Statpop: migratory status SBG (2012-2013): Federal Vet Diploma UPI: migratory status Transition file (2012-2013): represents transitions of one year’s last event to next year last event. Transitions and paths in upper secondary education Dr. Francesco Laganà 8 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Migration status and type of training program Large differences between types of educational programs with respect to migration background Transitions and paths in upper secondary education Dr. Francesco Laganà 9 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Social origins and type of training program 62% of pupils in “GMS” have at least one parent with a tertiary degree vs. 12% in “EBA” Transitions and paths in upper secondary education Dr. Francesco Laganà 10 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS ISCED fields by migration status High prevalence of pupils with migrant background in “Personal Services” (18%) and “Health” (17%). Transitions and paths in upper secondary education Dr. Francesco Laganà 11 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Transitions 2012-2013 by migration status • • Highest rate of temporary exit upper secondary education without certification for pupils born abroad Highest rate of promotion within the Swiss born in Switzerland Transitions and paths in upper secondary education Dr. Francesco Laganà 12 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Transitions 2012-2013 by type of educational program • • • Repetition rate highest in Gymnasiale Maturitätsschulen (9%) Reorientation highest in Fachmittelschulen (8%) Temporary exit from upper Sec. II highest in EBA (14%) Transitions and paths in upper secondary education Dr. Francesco Laganà 13 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Transitions 2012-2013 in 3-years Federal VET diploma by ISCED field Temporary exit from secondary II are highest in “Personal services” (10%) and in “Engineering and engineering trades” (9%) Transitions and paths in upper secondary education Dr. Francesco Laganà 14 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Repetition rate by training program and training year Large differences between general education (GMS) and VET education. Transitions and paths in upper secondary education Dr. Francesco Laganà 15 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Entry into upper secondary level after break of one year • • 59% of pupils do not re-enter education after one year of break % higher for VET programs (EBA, 3-years EFZ). Transitions and paths in upper secondary education Dr. Francesco Laganà 16 Eidgenössisches Departement des Innern EDI Bundesamt für Statistik BFS Conclusions Advantages of longitudinal register data: • A study of detailed trend in transitions in upper secondary education available for all Switzerland. • Large N allows for a detailed investigation of subpopulations (otherwise not possible or extremely expensive via survey data). Disadvantages: • Variables available to explain the transitions are limited (social origins and migratory background) Transitions and paths in upper secondary education Dr. Francesco Laganà 17
