○ 目的
本外部委託の目的は、建設管理エージェントの契約スタッフを収容する組立ユニット式オフィスビルの
設計および建設のための入札への参加に関心のある企業を探すことです。
○ 背景
ITER プロジェクトは、核融合エネルギーの科学的・技術的実現可能性を実証するための共同国際研究開
発プロジェクトです。プロジェクトの参加極（ITER 参加極）は、欧州、日本、中国、インド、韓国、ロ
シア、および米国です。ITER は、欧州の南仏カダラッシュにて建設されます。ITER トカマクと関連す
るプラントシステムの建設は、規模、コストおよびスケジュール面で世界中でも最も巨大で最も野心的
なプロジェクトです。

一部のサイトスタッフを収容するために ITER 機構は、ITER サイトにおける仮設の組み立て式オフィス
の建設のため、一括請負契約を締結します。
○ 業務範囲
契約が授与される入札者によって行われる業務の範囲は、3 階建の組立ユニット式建屋で、基礎とサイト
ユーティリティへの接続を含めた約 220 卓のデスク（1 卓毎に平均 10 ㎡の床面）、会議室、トイレ設備、
食堂エリア、および作業室のスペースを提供する建屋の設計、製造、納入および据付を含みます。
○ 必要経験
入札者は、すべての分野をカバーする同規模の組立ユニット式建屋の一括請負設計および建設における
十分な経験を実証する必要があります。また、労働衛生環境保護に関するフランスの規制の知識を有し、
英語およびフランス語により効率よくコミュニケーションができることが条件です。
ISO 9001 認定が必要です。
○ 入札参加の条件
ITER 参加極に設立された個人または団体（コンソーシアム）として参加するすべての法人は、本入札に
参加できます。法人は、各契約につき個人またはコンソーシアムのパートナーとして複数の申し込みや
入札に参加することはできません。コンソーシアムは、常任の法的に確立された団体または特定の入札
手順のために非公式に構成された団体であってもかまいません。コンソーシアムのすべての委員（例：
リーダー及び他の委員）は、ITER 機構に対して連帯して責任を負います。コンソーシアムの団体は事前
審査の段階で公表されます。入札者の構成は、事前審査後 ITER 機構の許可なく変更することはできま
せん。
同じ法人団体に属する法人は、独立した技術的能力と財務的能力が実証できる場合に個別に参加するこ
とが許されます。入札参加（個人またはコンソーシアム）は、事前審査プロセスの間に提示される選定
基準に従う必要があります。IO は、重複した参照プロジェクトを無視すること、並びに該当する法人を
事前審査手続きから除外する権利を有します。

Call for Nomination
Introduction
The ITER Project is a joint international research project that aims to demonstrate the
scientific and technical feasibility of nuclear fusion power. The members involved in the
ITER Project are China, the European Union, India, Japan, Korea, Russia and the United
States. ITER is being constructed in Europe, at Cadarache in the South of France. The
construction of the ITER Tokamak and its associated plant systems represent one of the
world’s largest and most ambitious projects in terms of scope, cost and schedule.

In order to house part of its site staff, the ITER Organization intends to place a Turnkey
Contract for the construction of a temporary prefabricated office accommodation on the ITER
Site.
Scope of the services
The scope of the services to be performed by the tenderer awarded for the contract will
include the design, fabrication, delivery and installation of a 3-storey modular type building
providing space for around 220 desks (average floor surface of 10m2 per desk), meeting
rooms, toilet facilities, cafeteria areas and technical rooms, including foundations and
connection to site utilities.
Required expertise
Candidates shall demonstrate adequate experience in the turn-key design and construction of
modular buildings of similar size, covering all involved disciplines.
Candidates shall further have knowledge of French regulations related to Health, Safety &
Environmental protection and be able to communicate effectively both in English and French
language.
ISO 9001 certification is required.

Candidature
Participation is open to all legal persons participating either individually or in a grouping
(consortium) which is established in an ITER Member State. A legal person cannot participate
individually or as a consortium partner in more than one application or tender. A consortium
may be a permanent, legally-established grouping or a grouping, which has been constituted
informally for a specific tender procedure. All members of a consortium (i.e. the leader and
all other members) are jointly and severally liable to the ITER Organization.
The consortium groupings shall be presented at the pre-qualification stage. The tenderer’s
composition cannot be modified without the approval of the ITER Organization after the prequalification.
Legal entities belonging to the same legal grouping are allowed to participate separately if
they are able to demonstrate independent technical and financial capacities. Candidates
(individual or consortium) must comply with the selection criteria. The IO reserves the right
to disregard duplicated reference projects and may exclude such legal entities from the prequalification procedure.
