Access / create the long-term positioning of groups of Dutch companies in
promising markets using the unique role the government.

Action plan for 2 or 3 years, tailor-made
Covenant/ agreement, no subsidy
Budget: Around 350.000 euro, 50/50 division
Focus on top sectors (9) and priority countries (62)
Demand-driven, companies submit proposal
PIB: Criteria
1. Strength of the cluster
Capability co-ordinator, excellent companies with some international experience,
commitment, willing to contribute
2. Economic growth of the Netherlands
Market opportunities, USP's of the cluster, expected turnover of the companies
3. Internationalization strategy and role of government
Strategy to gain market entry and/or overcome trade barriers and description of
the government role
PIB: Activities
1. Economic diplomacy (€ 50.000)
- lobby, visits, seminars, events
2. Promotional activities (€ 100.000)
- Trade missions, trade fairs, seminars, governmental and company visits,
matchmaking
- Liaison: Representative of the cluster + extra capacity for the mission
- Promotional materials
3. Government2Government en Knowledge2Knowledge (€ 100.000)
- Training, workshops, incoming missions of decision makers and/or research
institutes, joined research, student/professor exchange or exchange managers

Results: stimulate policy exchange (open charge model), create partnerships,
promote the Netherlands as a global EV and Smart-grid leader, start pilot projects
