AUTHORIZATION of PARTICIPATION The right to participate belongs to all sport-fit (sport health certificate must not be older than 12 month!) members of clubs (and starting-communities) of the regional associations of the DBS, the related special branch associations of the DBS (if these do not promote their own German Championships) and (at International German Championships) the members of the invited foreign paralympic committees. Persons, who suffer from disease (in addition to their handicap), which may grow worse by taking part in the tournament, are expelled from participation in German Championships. This as a rule applies to persons, with implants (e.g. artificial joints, cardiac pacemaker, and so on) or who got over a cardiac infarction. Exceptions have to be granted by the DBS – association-physician before entering for German Championships (this is independent of the sport health certificate by the attending physician, which – as said before – must not be older than 12 month! Details may be seen in the paper for the achievement sport fitness of the DBS). For all sports(wo)men belonging to the domain of the DBS and its related special branch associations, that club will be registered for authorization of participation, which is entered for the Championship. The promoter reserves the right to lay age- or weigh-classes together, in case of too small number of competitors (Annotation: fundamentally at paralympic kind of sport, the international rules of classification apply). III. CLASSIFICATION International classification takes precedence. If there is a difference between national and international classification, international one always applies. An alternation of the international classification will only be acknowledged, if it was made by a licensed classifier and confirmed in writing. Is there no international classification submitted, the national classification of the responsible DBS – association-physician applies. Only classified Sports(wo)men have an authorization of participation (please compare to list of classification)! (Annotation: every DBS – section/special branch is engaged to make a list of their competitors in (international) German Championships and to publish it together with the invitation! Sports(wo)men, who are not listed in the official list of classification can be entered, if the entry contains a completely filled in evaluation scale of the DBS for people with mental handicap. IV. PROTECTION / SAFETY REGULATIONS 1. With submitting the entry, the clubs and starting communities ensure the match-ability of the entered competitors. 2. All entered competitors have to be in possession of a valid sport health certificate and a starting passport. 3. The sport health certificates have to be hand over (together per club) to the match office for checking before the beginning of the event. The last medical examination in the sport health certificate must not be past longer than 6 month (counted from the last day oft the competition). For competitors, who do not fulfill these regulations, there exists no authorization of participation. Foreign competitors have to show a comparable medical admission of their national paralympic committee to the match office. V. DOPING The regulations of the Deutscher Behindertensportverband e.V. (German Disabled Sports Federation DBS-NPC) clearly outlaw any type of doping. The Anti Doping Code of the DBS applies in conjunction with the regulations of the WADA, the IPC, the NADA and – at international competitions – the regulations of the international host federation. By submitting his or her application as a participant, the athlete acknowledges and accepts the anti-doping regulations in their currently valid version (available online under www.dbsnpc.de). Athletes are not allowed to take or carry with them any substances that are included on the WADA Prohibited List. Athletes who are found to have violated this rule shall be held individually responsible for their action. Athletes who are taking medication from the (most recent) WADA Prohibited List for therapeutic reasons will need a copy of their Therapeutic Use Exemption (TUE) for any generally prohibited substance. VI. LIABILITY The DBS and its authorities will only be liable for damages or harms within the limits and the extent of the available liability insurance protection. Liability for damages or harms beyond this protection is explicitly out of question. The effected insurance contract may be inspected at the administration-office of the DBS at any time. Claims to sporting-accident insurance contracts of the regional sport associations of the DBS, are not affected by this limitation of liability. VIII. These funds serve the administrative expense expenditure and the preparation costs of the event. In case of late registrations will be double contribution due (20€) REGULATION CONCERNING COSTS: Journey-costs, as well as costs for accommodation and boarding are chargeable to the competitors, clubs, associations, nations and delegations. They are not taken over neither by the DBS nor by the event-organization! On the Friday evening and Saturday evening the meal is unrelatedly taken up at the report if indicate. This is free. Free night can in a limited number are available upon request. For these participants, the organisers, Saturday early evening on Friday, Saturday Sunday early evening and food available. Who ever wants to stay in the hotel or youth hostel gets documents on enquiry. IX. PROTESTS 1. Protest has to be entered to the court of arbitration / jury during the Event, written down with an argumentation by the teamleader or the affected sports(wo)man. The protest has to be submitted at the latest 30 minutes after becoming known of the reason to protest. A protest-fee of 50,00 € is to deposit when entering the protest. This protest-fee will be paid back, if the protest is granted. 2. Protest against the decision of the court of arbitration / jury can be entered to the responsible department-committee. The protest has to be entered, written down, to the administration-office of the DBS, within 48 hours after termination of the event. It applies date as per postmark. The protest-fee of 100,00 € (in form of a crossed cheque) has to be enclosed with this contradiction. This protest-fee will be paid back, if the protest is granted. 3. The following proceedings is regulated by the legal regulations. 4. If the reason to protest comes to known only after termination of the event, the protest has to be entered, written down, to the administration-office of the DBS, within 48 hours after termination of the event. The protest-fee of 75,00 € (in form of a crossed cheque) has to be enclosed with this contradiction. This protest-fee will be paid back, if the protest is granted.
