CROSS-BORDER COOPERATION
NEW OPPORTUNITIES AND INCENTIVES FOR HIGH-TECH MEDIUM-SIZED ENTERPRISES

The economic importance of small and medium-sized enterprises (SMEs) is evident: They are the backbone of both the
German and the Japanese economy and the drivers of economic growth. In Germany, SMEs generate 55% of the GDP
and offer 60% of employment; in Japan, the figures are of similar importance. In many ways, German and Japanese
high-tech enterprises might be viewed as competitors, but there is an enormous yet untapped potential for crossborder cooperation. Both sides are flexible, looking for opportunities to internationalize their businesses and place
importance on investments in research and development. SMEs are also part of political debates, enhanced by the visit
of Prime Mi ister Shi zō Abe to Berli in 2014 and the visit of Federal Chancellor Angela Merkel to Japan in 2015.
How can the needs of SMEs as well as their efforts of internationalization converge with the offers and possibilities of
politics? Both governments made pioneering steps in that direction. Are there already legislative and administrative
measures taken to facilitate better partnership? How can the existing potential of cross-border cooperation be used for
effective cooperation?
Those and other questions will be discussed at our DJW symposium. The official language of the symposium will be
English, but questions can be posed in German and Japanese as well.
