Visit of Mr. K L Sharma, Joint Secretary (R) Ministry of Health & F.W. New Delhi & Dr. G N Singh, DCG (I) CDSCO (HQ) New Delhi To CDSCO (West Zone) On Saturday, 10th January, 2015 Central Drugs Standard Control organization Zonal Office, West Zone Mumbai 1 Meeting with CDSCO Officers & Staff at Zonal Office, Mumbai The DCG (I) along with the Joint Secretary, Ministry of Health & Family Welfare, Government of India visited the CDSCO, Zonal FDA Bhawan at Mumbai Central, Mumbai to review the functioning of Zonal Office, Central Drugs Testing Laboratory (CDTL) Mumbai between 02.30 p.m. to 4.30 pm. During the visit JS & the DCG (I) had visited the all the four floors from basement of Zonal FDA Bhawan. The following observations were made by the Joint Secretary for immediate action. 1. In the Basement, the unused vehicle of CDTL to be cleared at the earliest. 2. The broken Chairs and other unwanted materials dumped in the basement to be cleared as per the procedure at the earliest. 3. The canteen to be made more hygienic and the walls and floors are to be properly tiled and to be kept neat and tidy. 4. In the ground floor of Reception area, the sitting area of Visitors place to be upgraded. 5. The Library area at the ground floor to be equipped with additional tables and chairs with e-Library system. 6. The Reagent Storage room has to be stacked neatly and properly. 7. JS instructed to utilize the room which was allotted for Tobacco testing centre as they are not going to occupy the rooms at CDTL Mumbai. 2 8. JS has instructed to get the new instruments/equipments received from HLL to be installed on priority. 9. JS inspected the cupboard used for storage of document pertaining to Administration Department of the CDTL and instructed to tag all the files properly . 10. JS inspected the Seminar hall of the first floor and suggested that the chairs of the room to be either washed or made fresh or to be refabricated. 11. JS has instructed to follow FTS system in the office in consultation with the local NIC. After the facility tour, JS and DCG (I) called all the Officers and Staff of CDTL and Zonal Office at the Seminar Hall and addressed the gathering. JS stated that the Ministry is working on coming out with new recruitment rules so that in-house people will be accommodated with promotional opportunities and also advised the gathering to upgrade their qualification and skill and Ministry is willing to give if necessary study leaves to pursue the Higher studies in reputed Universities or Institutions. All the officers and staff should take more efforts to work extra hours so that the work output of the laboratory as well as the zonal CDSCO should be increased. All the officers and supporting staff of CDTL & Zonal CDSCO should follow the honest approach in delivering the duties on time bound manner and the Government will not tolerate any inefficiency or dishonest approaches by their staff. DCG (I) has stated that CDSCO Zonal office and CDTL should work hand-in-hand so that all the staffs should put their full efforts to uplift the image of CDSCO. DCG (I) has advised to CDTL Director I/c. and SSO-II to have a 3 meeting with DDC (I) CDSCO West Zone so that the Laboratory will be upgraded and NABL Accredited within October 2015. For that purpose if additional staffs are required, they can be recruited on temporary contractual basis and if necessary, Consultant for NABL Accreditation purpose can be appointed. Further, DCG(I) has informed that if necessary DDC (I) West Zone can recruit two additional DEOs to expedite the clearance of NOCs and Test Licenses. DDC (I) West Zone has informed that since JNPT is presently functioning from two different places because of inadequate spaces, hence, requested that both the offices can be shifted to a single place with adequate space offered by m/s. JWR Logistics Pvt. Ltd., Mumbai for which DCG (I) instructed to submit the proposal so that necessary sanction for shifting the place. DDC (I) West Zone also informed that CPWD had allotted office space for Sub-Zone office at Indore and currently it is under process of completion of civil work. DCG (I) instructed to follow up the matter with CPWD by a personal visit of DDC (I) West Zone and to inform the progress so that this office may be inaugurated by Hon'ble Minister at the earliest. DCG (I) along with Shri K L Sharma, Joint Secretary, Ministry of Health & Family Welfare, Government of India who was invited as a Guest of Honour attended the 53rd Annual Day celebrations organised by the Indian Drug Manufacturers Association (IDMA) at Golconda Hall, Hotel Trident, BKC, Bandra (E), Mumbai on Saturday, the 10th January 2015 from 06.30 p.m. to 10.00 p.m. DCG (I) and JS requested and encouraged all the stakeholders to submit comments on Draft of Drugs & Cosmetics Amendment Bill 2015 available on the website of CDSCO by 15th January 2015 so that the Bill will be introduced in the forthcoming Budget Session. 4 5
