REPÚBLICA DE MOÇAMBIQUE MINISTÉRIO DAS OBRAS PÚBLICAS E HABITAÇÃO UNIDADE GESTORA E EXECUTORA DAS AQUISIÇÕES Feasibility Studies for Building Climate Resilience of Limpopo Basin PRE-FEASIBILITY STUDY FOR THE MAPAI DAM REQUEST FOR EXPRESSIONS OF INTEREST [Water, Energy, Agriculture] Project ID No.: P-MZ-EAZ-002 The Government of Republic of Mozambique has applied for grant funds from the African Water Facility (AWF) and the Fund for African Private Sector Program (FAPA) toward the cost of the Feasibility Studies for Building Climate Resilience of Limpopo Basin in Mozambique, and intends to apply part of the agreed amount for this grant to payments under the contract for the Technical Feasibility Study of this project. One of the options studied through this feasibility is a big multi-purpose dam located at Mapai. The services included under this project are as follows: a) Component I: Pre-feasibility Assessment and Strategic Decision Making The pre-feasibility assessment is aimed to (i) establish an appropriate climate change strategic framework for the project; (ii) assess infrastructure options; (iii) provide initial technical, economic, environmental and social investigation for assessment of options; and (iv) support strategic decision making. b) Component II: Feasibility Studies The feasibility studies will consist of (i) the feasibility study of the selected infrastructure(s) that will provide preliminary designs and cost estimates of all components,(ii) feasibility study of the other Multi-purpose Development Options to assess potential multi-purpose benefits of promoting other development opportunities related to the dam(s) as well as costs estimates of development plans for the envisaged sector interventions, (iii) Detailed Climate Change Evaluation and Climate Risk Management Adaptation (iv) Analysis of Financial and Economic Viability and Multi-purpose Benefits, (v) Local Benefit Sharing, Gender Equality and Social Equity to assess how the generated benefits can be shared with local populations. The duration of this study is anticipated to be 22 months. The Administração Regional de Águas do Sul (ARA Sul) is the Implementing Agency and will be supported by a Project Steering Committee comprising by relevant and interested government institutions. ARA Sul now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”( May 2008 Edition Revised July 2012) which is available on the Bank’s website at http://www.afdb.org, and will also follow relevant Mozambican legislation Interested consultants may obtain further information at the address below during office hours, from 8:30 to 15:00 hrs.
