About DRA
DRA is a multi-disciplinary engineering
group delivering mining, minerals processing
and infrastructure services from concept to
commissioning as well as a comprehensive
operations and maintenance service.
We have established ourselves as leaders
in these areas in Africa and we are rapidly
growing our business in other parts of the
world. Our expertise covers a wide range of
commodities, including gold, platinum, coal,
ferrous metals, diamonds, uranium, base
metals, potash and rare earth minerals.
DRA is a private company owned by its
employees. We employ over 3,000
people globally. Our workforce includes
1,300 engineers from various disciplines,
draughtspeople, operators and support staff.

many are recognised as leaders in their field.
We started the design and project management
of mineral processing plants in South Africa in
1984, but our project portfolio currently extends
across Africa and into the rest of the world. Our
projects are located in South Africa, the rest
of Africa, North and South America, Australia,
Asia and as far as the Arctic Circle.

We provide a comprehensive list of engineering
services required to advance a mineral
project from concept to commissioning and
our contract operations division operates and
maintains multiple mineral processing plants
around the world on behalf of our clients. In
addition, DRA undertakes the design and
construction management of surface and
underground mining projects with expertise
in both hard and soft rock design through
the use of specialised software. Associated
infrastructure projects, such as ports, roads,
bridges and accommodation are further
capabilities offered.
Our headquarters in Johannesburg, South
Africa, provides engineering support to our
offices and operations in nine African countries.
DRA Americas Inc. has an office in Toronto,
Canada and an office in Belo Horizonte, Brazil,
to support our operations in South America.
Additionally, DRA has offices in Australia (Perth
and Brisbane), India and China, which support
regional and global projects.

DTI Capital Projects Feasibility
Programme (CPFP) Guidelines
The CPFP is a cost-sharing grant that
contributes to the cost of feasibility studies
likely to lead to projects that will increase
local exports and stimulate the market for
South African capital goods and services. The
adjudication of applications submitted to the
SA Department of Trade and Industry (DTI)
is done on a monthly basis by a dedicated
committee of representatives from the DTI,
ECIC and SACEEC.

CPFP Objectives
Benefits of the CPFP
The primary objective is to facilitate feasibility
studies that are likely to lead to high-impact
projects that will stimulate value-adding
economic activities in South Africa.This will
have greater impact on the country’s industrial
policy objectives.
• Grant is capped at R8 million to a
maximum of 50% of the total costs of
feasibility studies outside Africa and 55% in
Africa.
• No fees or charges are levied by the DTI
for the processing or evaluation of any
CPFP applications or claims.

Eligibility Criteria
The following will be taken into account:
• Feasibility studies must be undertaken by a
South African registered legal entity.
• If undertaken by a foreign entity, the
application will be considered if partnered
with a South African registered company
and the application is submitted by the
South African entity.
• Feasibility studies for new projects,
expansion projects and rehabilitation
projects in the capital goods sector.
• The programme that is anticipated to
emerge from the feasibility study must fulfil
the objectives of the CPFP.

• The minimum local content, depending on
the nature of the project, must be 50% for
goods and 70% for professional services,
which remains at the discretion of the
Adjudication Committee.
• Projects situated anywhere in the world
except South Africa.
Non-eligible Projects
Grant Approval Conditions
A feasibility study will not qualify if it is:
• Calculated as a percentage of the total cost
of the feasibility study.
• Expected to result in a project that is not of
capital goods and services in nature.
• Expected to result in a project that can
be readily implemented without having to
conduct a feasibility study.
• Expected to result in a bankable document
that cannot translate into an implementable
project.
• Receiving government funding for the same
aspect of the same project.
• Payable according to completed
milestones.
• Capped at R8 million (VAT exclusive).
• Adjudication Committee reserves the right
to approve or reject revised milestones. A
formal request and a revised schedule of
milestone activities must be submitted.
• An approval letter with the terms and
conditions must be signed and returned
within 10 working days of receipt.
• The DTI or duly appointed representative
reserves the right to carry out inspections
from time to time.

• Curriculum vitae of the main study team
• Credit rating of the country
• Copy of pre-feasibility study report
• Political, economic and currency risks
• Company references
• Analysis of the competition
• Declaration of commercial benefit from
the project
• Company profile
• Description of the basic project idea and
study parameters
• Resources and infrastructure: availability
of critical inputs and possible strategies
• Motivation for the study/project
objectives
• Location and environmental impact
• Proof of Payment (Original or Certified
Bank Statement)
• Project engineering and technology and
equipment availability
• Timesheets (Signed by the Financial
Director of the Company)
• Detailed financial analysis
• Progress Report on Achieved Milestones
• Details of potential takeoff agreements
• Proof of Applicant’s contribution towards
milestone claiming
• Copy of signed MOU, MOA, joint
ventures and offtake agreements
• Company registration document
• Likely impact of the project (exports/
jobs/BEE/SMEs, etc.)
• Maximum financial exposure
• Detailed review of investment code
issues
