ESCOM THE ELECTRICITY SUPPLY CORPORATION OF MALAWI LIMITED KAPICHIRA PHASE III PROJECT REQUEST FOR EXPRESSIONS OF INTEREST (EOI) ASSIGNMENT TITLE : CONSULTANCY SERVICES FOR FEASIBILITY STUDY FOR KAPICHIRA POWER STATION PHASE III PROJECT. REFERENCE NO : ESC01/PJCT/ICB/S/FY2014-15. ISSUE DATE : 19th January, 2015. The Electricity Supply Corporation of Malawi Limited (ESCOM) has funds in the current finiancial year budget for payment towards Consultancy Services for Feasibility Study for Kapichira Power Station Phase III Project. The Consulting Services (“the Services”) include but not limited to undertaking of site reconnaissance, visual inspection of transmission line alignment and advise ESCOM on location of the Phase III Station and possible routing of transmission line. The objectives of the assignment are to: 1. Prepare a bankable feasibility study report for building a hydro power station of approximately 40 MW scale at Kapichira III Extension, containing sufficient detail and documentation to support future decisions regarding the Project implementation and its funding 2. Carry out a Site reconnaissance so that the team members are familiarized with the actual site conditions, including the proposed and possible Project alternatives and possible locations of major structures, access issues, and related design and construction concerns 3. Conduct visual evaluation of potential transmission line alignments, access and interconnection requirements 4. Collect the preliminary level data and studies carried out by others in the past and review such information to confirm its suitability for use as the basis for continued studies 5. Determine the need for studies or investigations that should be undertaken to establish geotechnical suitability of the proposed project. The investigation program is intended to provide feasibility-level subsurface information on rock types and quality depth of weathering,geologic structure, groundwater, and the availability of potential borrow or quarry areas 6. Prepare a site investigation program for review by the Client including proposed borehole location, size, and depth 7. Review relevant regional hydrologic analyses. Hydrologic and meteorological data in the vicinity of the project will be collected. Agencies responsible for the collection of the data will be contacted during the field visit to ascertain the sources and accuracy of the data, including measurement techniques 8. Advise ESCOM on alternatives for the intake location and waterway route, power plant location, unit size and installed capacity 9. Verify or determine a suitable transmission line route in case new line is needed and identify the requirements for interconnection. Requirements include voltage, conductor size, and switching, relaying and interconnection point 10. Establish cost estimates and construction schedule 11. Prepare economic and financial performance for the project using all the available information gathered and developed as part of the study to establish viability of the project 12. Conduct Environmental and Social Impact Assessment (ESIA) and produce Resettlement Action Plan (RAP) ESCOM now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The short listing criteria are: 1. At least ten years experience in consultancy works related to Feasibility Study for Hydro Power Station scheme 2. Firms must have worked on at least three similar contracts in the past ten years in the Region (Africa) 3. Two of the proposed key staff must have technical background of Mechanical and Electrical Engineering with ten years experience in similar assignments. 4. Other two of the proposed Key Staff must have Geology and Civil Engineering background with ten years experience in similar assignments This expression of interest will lead to short-listing of eligible firms who will be invited to submit proposals to carry out the Consultancy Services.
