CPNRD Conservation & Service Awards The CPNRD Conserva on Awards were presented on December 18 at Balz Recep on Hall in Grand Island. Conserva on award winners : *Community Award- Steve Fosselman, Grand Island City Library, was selected for the implementa on of a 1,650 sq/ rain garden that removes pollutants from entering the city’s storm water infrastructure and watershed. A por on of the exis ng parking lot was re-purposed to establish the stormwater garden for educa on and awareness that water quality issues are important to the City of Grand Island. Library board, staff and volunteers accepted the award along with Fosselman. *Cropland Award- Fred Schroeder, Schroeder Corn & Ca le of Shelton, accepts the Cropland award from Lynn Koch, Great Western Bank, for many years of implemen ng projects that conserve water, improve water quality and improve the condi on of grazing lands. The water conservaon improvements resulted in an annual reduc on of 1,776 ac-inches (or 48,225,504 gallons) of water pumped annually on 148 acres. Schroeder was also selected for his other innova ve conserva on prac ces. *Grassland Award- Brad Turner, Eus s, received the Grassland award for his planned grazing system, livestock water prac ces & prescribed burning to treat over 625 acres of grassland. Turner removed 27,000 Eastern red cedar trees to improve grassland plant health and improve produc vity of na ve grass. *Outgoing Board Service Awards (Photo LeŌ): Bill Vasey, Cozad, accepts an award for 18 years of service to the CPNRD board of directors. Bill was an involved director, serving on the Western Projects, Water Resources, Well Variance, Integrated Management, Water Banking, Variance/Appeals, Programs, Budget and Execu ve commi ees. His experience as a farmer and irrigator for over 50 years was beneficial to the District. Bill served as chairman of the board in 2007-2008, and NARD director/alternate since 2002. Applicants are ranked according to grade level and major with preference given to those majoring in and/or already enrolled in a natural resources field. Please plan to join us on Wednesday, February 4th in Central City...see schedule and details inside. Mercer Leaves Lasting Legacy For those who knew Dick Mercer, they would describe him as dedicated. Dedicated to his family, his friends and his passion to Nebraska’s natural resources. Mercer was elected to the CPNRD board in 1972 when the NRDs were established and remained an active and vital board member until his passing on November 22nd. He served as chairman, vice-chairman of the board and chairman of the Executive, Water Resources, Western and Legislative committees. Dick was known to be a person that expected solutions. He made a difference to natural resources and water issues in Nebraska and was selected to serve on Governor Kerrey’s Independent Water Congress, Governor Johann’s Advisory Council for the Platte River Cooperative Agreement and Water Policy Task Force and was appointed by Governor Heineman to the Water Funding Task Force. Dick’s dedication to natural resources is evident by his years of service to the NRD. He was involved both locally and statewide by serving on the Nebraska Natural Resources Commission, the Groundwater Foundation and the Nebraska Environmental Trust. Dick was well-respected in the ag community, as well, receiving state and local awards for his innovative conservation practices as early as 1960 when he received the Nebraska’s Outstanding Young Farmer award. Dozens of other awards followed such as the Water Conservation Farm of the Year, Nebraska Honor Farm Family, and Nebraska Cattleman of the Year. CHANGES TO THE GROUNDWATER QUALITY PROGRAM- REGULATIONS FOR PHASES II, III, IV - Each operator must submit an annual report on or before March 31 on forms furnished by the District showing the following data for the upcoming year: All crops must be reported, which would include corn, sorghum, potatoes, beans, alfalfa, small grains, and any other commodity crop. - For crops other than corn, sorghum or potatoes: the legal descrip on, type of irriga on system, and number of wells if greater than 1 well, total unregulated crop acres and crop to be planted. Crops other than corn, sorghum or potatoes do not require soil and water tests. - For corn, sorghum and potatoes for the upcoming year: - Legal descrip on, type of irriga on system, and number of wells if greater than 1 well. - Number of acres in corn, sorghum and/or potatoes and the number of field acres irrigated. - Results of the groundwater nitrate/nitrogen analysis in ppm for each well, with each well iden fied by legal loca on to the nearest 10 acre tract, - Results of the residual nitrate/nitrogen deep soils analysis on each field or 80 acre tract, whichever is less, iden fied by loca ons using legal descrip on and showing the irriga on well(s) iden fied irriga on wells used to irrigate that field, - Credit for legume crop (beans, alfalfa, etc) and/or manure or sludge applied. - Crop to be grown and per acre expected yield used as the basis for determining nitrogen needs on each field, - Recommended commercial nitrogen fer lizer applica on rate u lizing the District’s University of Nebraska’s formula for commercial nitrogen fer lizer recommenda ons, and - On the same annual report due March 31, operators must show the following for the previous crop year: actual commercial nitrogen fer lizer applied per acre on each field, ming of the applica on(s), if an inhibitor was used, actual inches of groundwater applied per acre on each field, actual yield achieved per acre on each field, and cer fica on by the operator.
