Technical Bulletin – TB 011 December 2014 To: Florens Depot Network From: Florens Technical and Operations Corporate department Subject: Floor Coatings Guidelines The IICL considers the use of floor coatings as a repair method to be a non-conforming repair, but leaves the acceptance or rejection to the discretion of the owner. (See below). As a general rule, Florens does not accept, or condone the use of coatings as a repair method, especially if used to cover or hide heavy oil, or other types of contamination. Any coatings applied to hide these types of conditions, the flooring must be repaired, or replaced accordingly. Florens will accept previously coated floors, provided they meet the following restrictions; Coating must be properly applied, have excellent adhesion and not be transferrable No signs of contamination are present. (No seepage through the coating, or visible on the underside) No heavy smell, or odor are present Coating does not violate any local requirements. (See below ) Coating of the entire floor recommended. Smaller coated areas are acceptable, as long as the coating is uniform in application and color. ( Transparent, or reddish-brown) Coating should be a PU coating specifically designed for floors. Depots are required to provide photos of all previously coated floors, regardless of whether repair is required. Note: At off-hire, newly painted and unscratched floors must be carefully inspected. Depots need to insure that contamination, or oil was not covered up in preparation for off-lease. As long as the conditions above are met, Florens will accept coated floors at turn in. However, Florens will not accept floor coating as a repair method by our depot network, unless specifically instructed by Florens. This policy is not applicable in ports where floor coating is not acceptable due to local requirements and will prohibit the unit from being leased out. In these ports, the coating needs to be estimated for removal at time of off-hire. The in-service coatings are applied to meet special shipper requirements or as a repair method for obscuring staining or other floor contamination. When used as a repair method, coatings have sometimes been applied over extremely oil contaminated floors obscuring conditions that could degrade the floor and, with the likely failure of the coating, result in slippery and unsafe forklift operating conditions or cargo contamination. Once a coating is applied it is not possible to determine the nature of the floor damage that is hidden under the coating, the level of contamination, or if adequate surface preparation and cleaning were done to prepare the surface for coating; the IICL does not recommend floor coating as a repair method over any level of floor contamination.
