Terms of Reference (TOR) for Institutional Consultants
Capacity building of local street drama performers on foreign employment issues
1. Background and rationale of the project
1.1 The Safer Migration (SaMi) project
About 400,000 people leave Nepal every year, through formal process, to seek foreign employment;
their remittances are equivalent to 29% of the GDP and reaching to 56% of the total households of
Nepal. It is estimated that about one third of Nepalese migrant workers (particularly working in the
Gulf Cooperation Council states and Malaysia) are faced with several difficulties like; fraud,
exploitation, serious human rights violations including trafficking. The violations of the migrants’
rights occur in Nepal as well as in the transit and destination countries.
Since February 2011, HELVETAS Swiss Intercooperation Nepal has been implementing “Safer
Migration Project (SaMi)” as a bilateral initiative of the Government of Nepal and the Government of
Switzerland, in collaboration with Ministry of Labor & Employment, Ministry of Federal Affairs and
Local Development, local authorities (DAO, DDC) and NGOs.
The overall goal of SaMi is “safer and more beneficial migration for women and men”, who choose to
go for foreign employment. The project intends neither to discourage nor to encourage the people for
foreign employment. However, it supports with accurate and relevant information to the interested
potential migrant workers on the process of foreign employment, so that, they can take an informed
decision whether to go or not for foreign employment. Further, it enables the potential migrants to
better protect themselves from possible fraud, exploitation and trafficking widespread in the sector.
The project has the following major components:







Operation of “Information and Counselling Centers (ICCs)” in 18 districts as well as in
Kathmandu. In addition, at the district level, SaMi also works with FM radio, street theatre,
schools and community workers/returnees to spread awareness on safer migration. In
Kathmandu, last minute information to migrants is provided on the spot who are prepared to
leave for foreign employment, through ICC established under TIA premise.
Addressing the social costs of migration through psycho-social counseling
Vocational skills trainings to encourage semi-skilled rather than unskilled migration
Legal aid clinic to support migrants access justice who were victimize in the process of
foreign employment
Paralegal support to victimized migrants in destination
Shelter and other support for distressed women returnees
Strengthening institutional and service delivery capacity of the Ministry of Labor and
Employment
The trend of migration in Nepal is increasing day by day; however the ratio of the informed and
skilled migration is far less. There are various influencing factors that make the youths to rush to the
destination countries for labor migration without having proper information and skills. There are
certain legal policies frameworks like; foreign employment policy-2012 and several stakeholders are
involved to make the migration more safe and beneficial, however, the fraudulence and risks are
increasingly high in labor migration cycle. Considering the importance to increase awareness on
safer migration, so that, people can choose right path for their future, SaMi is implementing different
components of community awareness in the targeted districts of Nepal.
The Street Drama Show is an effective method to create mass awareness among the rural people.
For the effective, well-functioning and sustainability of the drama shows, it is important to develop a
group of local artists who then stage street dramas in the districts.
2. Objective of Consultancy:



To develop skills and capacity of local street drama performers in performing effective and
attractive dramas.
Help the local performers in developing the plot of street drama during the training
To monitor the performance of local performers and quality of street drama.
Proposed districts and number of events: One event of 10-12 days training and follow up visits in
Kailali, Nawalparasi, Dhading, Ramechhap, Sarlahi, Khotang, Dhanusa, Saptari and Sunsari.
Targeted participants for training: In each district there will be 12-15 interested candidates for the
street drama team. Local Service Provider of SaMi will support to select appropriate participants for
the training. After completion of the training participants will perform street drama addressing
different issues of foreign employment. The development of plot and key messages will be also the
part of the training where consultants will play active and constructive role. Local service providers in
the districts will be responsible for the logistical management of the training as well as performing
street dramas after the completion of training.
Targeted spectators of the street drama: Street drama is a widely accepted tool to create mass
awareness. During the training participants will design and rehearse the drama in safer and
beneficial foreign employment. Main targets people to be aware will be potential and in-service
migrants and their families who are directly or indirectly related with foreign employment.
Management support: The concerned local service provider and District Project Coordinators of
SaMi/HELVETAS will provide management support throughout the process of the training and takes
responsibility to implement in targeted area.
3. Role of the consultant (Expert Organization):
a) The consultant will design the sessions in consultation with SaMi focal person. After approval of
the session plan and schedule, facilitators will conduct the training at the local level as agreed by
both parties.
b) The consultant will design the street drama's plot with active involvement of training participants;
guide all the process of street drama and test the quality of performance.
4. Eligibility Criteria and Minimum Requirement for Submitting Proposals
The organizations having minimum experience and qualifications as listed below will be considered
eligible for the submission of the proposal. The proposal received from the organizations which do
not meet these minimum requirements will not be involved in the selection process.





Organizations legally operating for at least from past 5 years.
Minimum 5 years of experience in developing/capacity building of street drama team and
also performing street dramas by self.
Availability of experienced technical human resources within the organization with
previous experience in the core areas of street drama performance.
Experience in developing and performing street dramas on social issues – preference to
those having experience in foreign employment issues itself.
Availability and flexibility to travel for above mentioned districts.
5. Submission of Technical and Financial Proposal
The expert institutions are expected to submit their proposal based on the given information as of
above. The institution selected for the assignment is expected to work until end of June 2015.
However, if SaMi/HElVETAS Nepal found the institution being competent and effective, it can assign
similar assignments until the end of June 2017, conditional to availability of such opportunities.

the questions below are all answered and the required information is provided.

The required financial resource to implement the project:

Budget: Please make a budget proposal displaying the needed financial resources to facilitate
the training in the districts. Please be specific with your consultancy fee, transportation and
provide the cost estimation of every activity as detail as possible. Kindly note that this budget will
only be indicative. The selected organization will have to finalize the budget based on in-depth
discussions with SaMi/HELVETAS Nepal.

institutions
