New technology makes drones an affordable option to efficiently surveil wide areas for livestock missing after a natural disaster, fire or flood; search for stolen livestock; or check livestock from above for brand or animal health violations. WESTERN STATES LIVESTOCK INVESTIGATORS ASSOCIATION MEET OUR SPEAKERS Lou Tessmann is a certified forensic interviewer with more than 21 years of investigative experience. As an instructor and motivational speaker with Wicklander-Zulanski, Mr. Tessmann provides instruction in interview and interrogation methods to law enforcement professionals. After retiring from the US Marine Corps as an officer and combat veteran, he began his career in law enforcement, retiring as commander of the Lake County Major Crimes Task Force. Mr. Tessmann has conducted thousands of interviews and interrogations and has obtained more than 80 homicide confessions in his career. Jake Lahmann is the chief operating officer for Maxsur. He is a leader in the surveillance community and has played a major role in the continuous evolution of surveillance technology for 18 years. Mr. Lahmann is responsible for product development and technology education for employees and customers at Maxsur. His expertise in the latest surveillance tools and methods is widely sought by organizations ranging from the U.S. military, law enforcement and intelligence agencies. Mr. Lahmann is a contributor to publications such as Law & Order, Police, and Law Enforcement Technology Magazine, and produces law enforcement-only restricted material found on Maxsur.com His enforcement experience stems from six years serving our nation as a military police officer with the US Army and two years as a member of DTF Grizzly, a Southern California drug task force. Mr. Lahmann continues to serve in a reserve capacity for a local law enforcement agency. He credits his law enforcement background as being the primary ingredient in all of his successful surveillance innovations and tactics. ALSO SPEAKING: Tom Watkins is a magistrate judge from Idaho. He has served as deputy attorney general assigned to the Idaho State Police, assisting with many livestock issues. ADDITIONAL INFORMATION Law enforcement 20-hour training certificates provided Neil E. Hammerschmidt joined USDA APHIS Veterinary Services in late 2003 and is the program manager for animal disease traceability. Before coming to USDA, Hammerschmidt served 26 years with the National Holstein Association in various field and management positions. Just prior to joining the APHIS staff, he served as chief operating officer of the Wisconsin Livestock Identification Consortium (WLIC), a proactive industry-driven animal identification initiative. Hammerschmidt graduated from Kansas State University in 1973 with a bachelor of science degree in animal science. Hammerschmidt was raised on a wheat, dairy, and backgrounding operation in west-central Kansas. Scott James is a public defender in Idaho. He has served as a pros- ecutor for the Idaho attorney general and county prosecutor, and has extensive experience with prosecuting livestock crime.
