9.3.1. The operation of mineral oil and gas refineries
8.24725 E 51.8201N
During 2013 Phillips 66 Whitegate Refinery refined 2910186 tonnes of crude oils imported from the North Sea, North & Wast Africa. This is a reduction of 5.27% from the crude throughput in 2012. 29093 tonnes of renewable fuels bio‐(ethanol & used cooking oils were added to road transport fuels sold by the refinery. During 2013 numerous minor environmentally beneficial projects (see EMP) resulted is fuel usage savings and reduction in mass of NOx emitted. Four large hydrocarbon storage tanks were overhauled as part of P66.s maintenance schedule and 1000 meters of oil pipelines were replaced in accordance with the inspection regime on‐site. There was 1 IPPC licence non‐conformance relating to waste documentation and 1 non‐compliance as a result of the failure of an odour abatement system

There is one underground transfer. This is the sewer pipe network collecting storm & process waters and delivering same to the WWTPs. Due to the complexity of this network it is not practicable to test same. The Phillips 66 Whitegate Refinery occupies a large site on a braod hill in a coastal setting. The groundwater body is divided into two catchment areas. North flowing groundwater which is part of the O'Driscoll Drive catchment and South/SW flowing Removal of historic oily groundwater which is part fo the Glanagow Stream Catchment. Monitoring location soil material & set up of GW107 is in the central part of the refinery site upgradient of both catchments. pump & treat system.
Boreholes GW103 (Glanagow) & GW117 (O'Driscoll Drive) are downgradient boreholes ~ 24 months with on in their respective catchments. Groundwater quality is generally good and improving as going monitoring
historic contamination on the site is remeidated over time by dilution/dipersion and pump & treat systems where deemed necessary. The groundwater is tested on a bi‐
annual basis for a wide range of parameteres as required by the IPPC licence. There are very few parameters elevated above the relevant standard and there are no uoward tend for any substance. Groundwater is used on the site as a non‐potable water supply e.g. as fire water.
