TO: ALL PERSONS WITH A LEGAL INTEREST IN THE PARCELS OF REAL PROPERTY DESCRIBED IN THE FOLLOWING DELINQUENT TAX LIST
A list of real property in Rock County on which delinquent property taxes and penalties are due has been filed with the District Court Administrator of Rock County.
This list is published to inform all persons that the listed property is subject to forfeiture because of delinquent taxes.
The property owner, taxpayer or other interested person must either pay the tax and penalty, plus interest and costs, or file a written objection with the district court
administrator. The objection must be filed by April 23, 2014, stating the reason why the tax or penalty is not due on the property. If no objection is filed, a court judgment
will be entered against the property for the unpaid tax, penalty, interest and costs.
For property under court judgment, the period of redemption begins on May 12, 2014. The period of redemption means the time within which taxes must be paid to
avoid losing the property through forfeiture. The period of redemption is three years, with a handful of exceptions. The redemption period is one year for most properties
located in a targeted neighborhood, as defined in the Minnesota laws, and for municipal solid waste disposal facilities. The redemption period is five weeks for certain
abandoned or vacant properties.
You may also enter into a confession of judgment as an alternative method to paying off the delinquent tax amount and avoiding forfeiture. This allows you to pay
the delinquent balance in equal annual installments with a down payment due at the time you confess judgment. The length of the installment plan varies: 5 years for
commercial-industrial/public utility property; 10 years for all other properties.
If you have homesteaded property, you may be eligible for a Senior Citizen's Property Tax Deferral, which enables seniors to pay just 3% of their total household
income and allow remaining amounts to become a lien on the property that may be deferred for later payment (perhaps upon eventual sale of the property).
It should also be noted by property homesteaders that you are ineligible to receive the Property Tax Refund while you owe delinquent property tax.

FOR LIVESTOCK FEEDLOT PERMIT
Notice is hereby given per Minnesota Statutes 116.07, subd. 7(a), that Schwartz
Farms Inc. has made application to the County of Rock, for a permit to construct a
feedlot with a capacity of 500 animal units or more.
The proposed feedlot will be located in the SE 1/4 of the NE 1/4 of Section 31
in Luverne Township, Rock County, Minnesota.
The proposed facility consists of a 153’ x 184’ total confinement barn to house
3,300 head of swine between 55 and 300 pounds. Using 0.3 animal units per head,
total animal units are 990. The building shall have a 153' x 184' x 8' poured reinforced
concrete pit for manure storage. The total animal unit capacity will be 990.
A public information meeting will be held at 7:00 p.m. on March 31, 2014, by
the Rock County Planning and Zoning Board at the Rock County Law Enforcement
Building, 1000 N. Blue Mound Ave., Luverne, MN.
This publication shall constitute as notice to each resident and each owner of
real property within 5,000 feet of the perimeter of the proposed feedlot as required
by Minnesota State Law.

ORDINANCE NO. 334, THIRD SERIES
AN EMERGENCY ORIDNACE AMENDING SECTION 10.57 PUBLIC NUISANCES WITHIN PUBLIC WATERS AND ADOPTING BY REFERENCE CITY
CODE CHAPTER 10 AND SECTION 10.99 WHICH, AMONG OTHER THINGS,
CONTAIN PENALTY PROVISIONS
THE CITYOF LUVERNE DOES HEREBY ORDAIN:
SECTION 1. That Section 10.57 PUBLIC NUSIANCES WITHIN PUBLIC
WATERS of Luverne City Code is hereby amended to read as follows:
Subd. 1. Public Waters Defined. For the purpose of this section "public
waters" shall have the meaning given in Minnesota Statutes 103G.005, Subd. 15.
Subd. 2. Public Water Nuisance Defined. Whoever does any of the
following is guilty of a public waters nuisance, which is a misdemeanor, and each
separate act shall constitute a separate offense.
A. Swimming or wading at any time in any public waters within the
limits of the City.
B. Diving, jumping, or otherwise entering any public waters
from any bridge, roadway, railroad, bridge, railroad trestle, dam, or any other
structure within or over the channel of any public waters.
C. Entering onto the ice of Veterans Pond, or any other public
waters within the limits of the City marked by signs indicating "Thin Ice."
Subd. 3. Exemption. Authorized emergency and law enforcement
personnel are exempt from the provisions of this ordinance while acting in the
performance of their assigned duties.
SECTION 2. City Code Section 10.99, Violating a Misdemeanor or Petty
Misdemeanor shall be hereby adopted by reference.
SECTION 3. This ordinance takes full force and effect immediately upon its
adoption.
This Emergency Ordinance was introduced and adopted by the City Council
of the City of Luverne on the 11th day of March, 2014, and takes full force and
effect immediately.
