Call to Order and Introductions: The meeting was convened at 9:30 a.m. Self-introductions
were made.
Approval of Minutes: No corrections or changes were noted for the minutes for the January 23,
2014 meeting.
Discussion Items
Rapid Bridge Replacement Project
Tom Macioce reported that a draft Request for Proposals is out to the short listed teams seeking
feedback on the proposed structure and details of the project. The draft RFP documents are
confidential and therefore not generally available to the Industry. Proposals for the project,
which will include approximately 560 bridges, will be submitted by late September and a
contract will be executed by the end of the year. The Department is currently discussing with
FHWA the degree of self-inspection vs. Department inspection to be specified.
Bridge Warranty Specification
APC members commented on the proposed 4 year Bridge Warranty Special Provision that is
currently circulating on Clearance Transmittal. Contractors questioned why they should be
required to provide a four year warranty on structures designed by another entity. Industry

specifically opposes the assignment of liability to the contractor for stream maintenance and
foundation settlement or movement.
The contractor will be required to perform bi-annual inspections and perform indicated repairs
based on the Department’s Rating Manual, Pub. 100A, which is approximately 600 pages long.
Industry believes the warranty criteria is both broad and vague, and noted that many of the
criteria are totally beyond the control of the Contractor.
The Department said that the warranty specifications will be applied to new construction whether
the project is Bid-Build or Design-Bid-Build, but they are not intended to be applied to rehab
projects. APC said written responses to the CT, which address a total of twenty issues, will note
that certain administrative provisions of the warranty specifications may conflict with Section
100 of Pub. 408.
2014 Pilot Project for Bridge Decks
Discussion followed on a proposed Special Provision intended to reduce deck cracking, for use
on selected pilot projects during the 2014 season. In addition to changes in concrete mix designs,
this CT places increased restrictions on ambient temperatures at the time of placement, requires
quicker placement of burlap on finished surfaces, and increases the cure period from 14 days to
21 days, the last seven of which require a two-coat application of curing compound. Industry
believes the specification is workable provided the seven days increased contract time and
decreased opportunity to experience maximum ambient temperatures is recognized.
Concrete Surface Coating
APC members commented on a proposed new, more complex specification for concrete surface
coating materials, their testing and application, as well as new, more detailed environmental and
physical restrictions. These new requirements are stringent enough that it is believed prime
contractors will find it necessary to subcontract concrete coating application to specialty
subcontractors rather than self-perform them. APC members emphasized that adoption of this
specification, when used, will have significant seasonal and scheduling effects on projects which
will have to be reflected in contract time determinations, and commented further that adoption of
the specification will result in significant cost increases.
Deck Slab Haunches on Pre-stressed Beams
Tom Macioce said, in response to a request made by pre-stressed beam fabricators at a previous
meeting, the Department will revise the standard drawings to omit deck slab haunch
reinforcement on pre-stressed beams having maximum haunches of less than five inches,
providing that metal deck pans are used.
Structural Steel Repair Material
As suggested at a prior meeting, the Department agreed that all repair steel material for which
Charpy vee-notch compliance is required will be so identified on the plans.

Payment for Bolts
The Department agreed to form a Department – Contractor – Designer Task Force to re-consider
whether bolts, nuts and washers required for structural steel repair work are best considered
incidental, as they are now, or should be paid on an each basis. The Task Force’s work will
include consideration of whether many repair details on specific projects can be standardized and
paid on an each (per repair type) basis. Greg Burkhart agreed to chair the Task Force.
Demolition Plans
Zeller requested that in bid documents dimensioned sketches of bridges to be demolished for
which plans don’t exist. Electronic photos could easily be made part of the plans.
Next Meeting: The next Bridge Committee meeting will be held June 10, 2014 at 9:30 a.m. in
Pittsburgh.
