Meeting was called to order at 7:00pm by Chairwoman Brown.
Roll was answered by Daugherty, Hoffman, Koons, May-Whitted, Newberg,
Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.

You are hereby directed to call a meeting of the Dewitt County Board. The
purpose of said meeting is to conduct the business of the County.
Motion by Newberg second by Ballenger to go into executive session for
employment. Aye: Daugherty, Hoffman, Koons, May-Whitted, Newberg, Redman,
Savage, Tucker, Wissmiller, Ballenger, Brown. Motion carried.
Before going into closed session motion by Newberg second by Ballenger to move
to court room after closed session. Aye:Daugherty, Koons, May Whitted,
Newberg, Redman, Savage, Tucker, Ballenger. Nay: Hoffman, Wissmiller, Brown.
Motion carried.
Out of closed session at 7:15pm.
Motion by Ballenger second by Newberg to close the County Clerk’s office on
November 4, 2014 for any non election duties. Aye: Daugherty, Hoffman, Koons,
May-Whitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.
Motion by Newberg second by Daugherty to Severe employment for Wanda
Obermeyer as of September 1, 2014. Aye: Daugherty, Hoffman, Koons, MayWhitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.
Motion by Brown second by Daugherty to appoint Kirk Henry to the Rutledge
Empire Drainage Dist for a term of three years with term set to expire the first
Tuesday in September. Aye: Daugherty, Hoffman, Koons, May-Whitted, Newberg,
Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.
Motion by Brown second by Daugherty to appoint Curt Homann to RPC board
with term set to expire April 30, 2017. Aye: Daugherty, Hoffman, Koons, MayWhitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.
Motion carried.
Motion by Brown second by Daugherty to appoint Monica DeGrauwe to RPC
board with term set to expire April 30, 2017. Aye: Daugherty, Hoffman, Koons,
May-Whitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.
Moltion carried.
Motion by Brown second by Daugherty to appoint Kevin Meyers to RPC board
with term set to expire April 30, 2017. Aye: Daugherty, Hoffman, Koons, MayWhitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.
Motion carried.
Harold Weinberg spoke to the board on the animal shelter. Weinberg asked if
anyone on the board had pursued the information he had presented previous.
WATCH spoke to the board on land fill issues. WATCH feels the land fill has broke
laws and needs to be stopped.
Motion by Daugherty second by Tucker to pay all bills. Aye: Daugherty, Hoffman,
Koons, May-Whitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger,
Brown. Motion carried.
Motion by Ballenger second by Newberg to approve July 10, 2014 minutes. Aye:
Daugherty, Hoffman, Koons, May-Whitted, Newberg, Redman, Savage, Tucker,
Wissmiller, Ballenger, Brown. Motion carried.
Motion by Wissmiller second by Ballenger to purchase a PA system $1,845.95
from Guitar Center, paid out of Info Systems. Aye: Daugherty, Hoffman, Koons,
May-Whitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger,
Brown.Motion carried.
Motion by Newberg second by Ballenger to approve the purchase of 8 computer
workstations for $7,452.80. Aye: Daugherty, Hoffman, Koons, May-Whitted,
Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown. Motion carried.
Motion by Ballenger second by Tucker to approve the purchase of 8 monitors for
$1,636.80. Aye: Daugherty, Hoffman, Koons, May-Whitted, Newberg, Redman,
Savage, Tucker, Wissmiller, Ballenger, Brown. Motion carried
Motion by Hoffman second by Wissmiller for the sale of Haynes building and lots.
Motion by Ballenger second by May Whitted to table the Sale of the Haynes
building and lots until a committee is formed. Aye: Daugherty, May Whitted,
Newberg, Redman, Tucker, Ballenger. Nay: Hoffman, Koons, Savage, Wissmiller,
Brown. Motion carried.
Motion by Hoffman second by Savage to use 2980 sq. ft. approx. using south part
of complex up into hall for exam.
Motion by Ballenger second by Redman to table motion indefinitely. Aye:
Daugherty, May Whitted, Newberg, Redman, Tucker, Ballenger. Nay: Hoffman,
Koons, Savage, Wissmiller, Brown. Motion carried.
Motion by Ballenger second by Redman not to move contents from Haynes
building to new County Annex complex. Aye: Daugherty, May Whitted, Newberg,
Redman, Tucker, Ballenger. Nay: Hoffman, Koons, Savage, Wissmiller, Brown.
Motion carried.
Motion by Ballenger second by Newberg for travel for Teresa Barnett and Lana
Ophorst to travel to Springfield on Sept 4, 5, for Annual IEMA Conference. Aye:
Daugherty, Hoffman, Koons, May-Whitted, Newberg, Redman, Savage, Tucker,
Wissmiller, Ballenger, Brown. Motion carried.
Motion by Newberg second by Ballenger to approve lighting grant. Aye:

Motion by Daugherty second by Savage for travel to DCEO Trade Allyh Rally,
August 12, 2014 for Wendy Swartz. Aye: Daugherty, Hoffman, Koons, MayWhitted, Newberg, Redman, Savage, Tucker, Wissmiller, Ballenger, Brown.

Motion by Newberg second by Ballenger for approval of Special Use : S-232-2014
Rick McGhee request Special use to store contractor equipment outdoors in an
RD-2 district. Aye: Daugherty, Hoffman, Koons, May-Whitted, Newberg, Redman,
Savage, Tucker, Wissmiller, Ballenger, Brown. Motion carried.
Motion by Ballenger second by Redman to approve low quote of $724.16 for
doors at Marina Aye: Daugherty, Hoffman, May-Whitted, Newberg, Redman,
Savage, Tucker, Wissmiller, Ballenger, Brown. Abstain Koons. Motion carried.
Motion by Ballenger second by Tucker to accept the time line for ADA items by
the Attorney General. Aye: Daugherty, Hoffman, Koons, May-Whitted, Newberg,
Redman, Savage, Tucker, Wissmiller, Ballenger, Brown. Motion carried.
Motion by Koons second by Hoffman to proceed with the sale of the Marina
Motion by Tucker second by Ballenger to table the sale of the Marina. Aye:
