JOB DESCRIPTION
JOB TITLE:
CODES AND ZONING OFFICER
STATUS:
Part Time Non-Exempt
DEPARTMENT:
Administration
REPORTS TO:
Borough Manager
PURPOSE:
The purpose of this position is to aid Borough Council in providing for the
health, safety, and welfare of the residents and property owners of the Borough by administering
and enforcing certain local property maintenance codes and issuing building permits and
Certificates of Occupancy. It is also the purpose of this position to administer the Borough
Subdivision and Land Development Ordinance and to coordinate subdivision and land
development applications with the Borough Planning Commission. Additionally, the purpose of
this position is to administer and enforce the Borough Zoning Ordinance. The person in this
position may also conduct inspections of rental units. Should this say may or should it say will.
The employee is responsible for responding to complaints, investigating possible violations, and
seeking compliance with Borough ordinances. The employee’s activities are performed in
conjunction with the Administration Department and are subject to the supervision and review
by the Borough Manager.
ESSENTIAL DUTIES & PERFORMANCE RESPONSIBILITIES:
1. Review all building and construction applications submitted to the Borough. Refer
applicants to registered plan review agencies. If application is satisfactory, issue permit
for construction. If final inspection is approved, issue Certificate of Occupancy. *KEY

2. Review all zoning permit applications submitted to the Borough. If application is
complete, issue a zoning permit. If application is unsatisfactory, issues letter of denial in
a timely fashion. Perform all inspections required for zoning compliance and include
inspection documentation in the permit file. *KEY RESULT AREA
3. Maintain a proactive approach to health and safety and zoning ordinance issues by
responding to complaints and obtaining compliance from residents and property owners
by all available means, including legal means.

4. Review all subdivision and/or land development plan applications to determine if they are
complete. Disseminate application materials and coordinate reviews with the Borough
Planning Commission, County Planning Commission and Borough Engineer. Keep an
accurate accounting of all plan submission deadlines and contact applicants as required to
secure time extensions. *KEY RESULT AREA
5. If approved by Council, inspect rental units according to standards established by
Borough ordinance and enforce property maintenance issues. *KEY RESULT AREA
6. Attend all Borough Planning Commission meetings and participate in the review of plans
and ordinance revisions.
7. Review all applications to the Borough Zoning Hearing Board to determine if they are
complete. Disseminate application materials to the Zoning Hearing Board Solicitor and
coordinate scheduling of hearings. Attend meetings of the Zoning Hearing Board and
present evidence or testimony as needed.
8. Keep Borough Council informed of efforts to enforce assigned codes and ordinances by
submitting a monthly report to the Borough Manager describing complaints and site
visits, actions taken, and current status. Attend one monthly Council Committee meeting
and present written reports. Make enforcement decisions in conformance with assigned
ordinances without consulting with Council members, Planning Commission members or
Zoning Hearing Board members. If clarification of Ordinance compliance is needed the
Officer consults with the Borough Manager.
9. Submit monthly reports to Cumberland County Assessment Office on building permits
issued, with copies to the Cumberland County Conservation District, the Census Bureau,
and quarterly to the Pennsylvania Department of Community and Economic
Development. Other reports may be required.
10. Maintain records, office space and equipment (if provided) in a professional manner.
11. Communicate with the general public in a timely, professional manner using voice,
electronic and written means and methods.
12. Maintain working relationships with the general public and other borough employees.
This includes returning phone calls, emails, faxes, letters, and following up appointments
on a timely basis.
13. Provided consultation to anyone requesting information regarding the Borough
ordinances and codes that he or she is responsible to enforce.
14. Submit all fees and fines collected to the Administration Department for proper
accounting and recording.
15. Maintain a good working relationship with the local Magisterial District Court and
participate in legal proceedings and testify in court regarding enforcement cases.
16. Represent the Borough in public with a clean, professional appearance.
17. Perform other related duties as assigned by the Borough Manager.
MINIMUM QUALIFICATIONS AND REQUIREMENTS:
Knowledge:
General code enforcement procedures of local government ordinances, including court
proceedings;

Good understanding of the Pennsylvania Municipalities Planning Code PA Act 247,
including Subdivision/Land Development and Zoning;
Procedures for building permit review and issuance under the Uniform Construction
Code and other applicable codes;
Procedures for inspecting rental units for compliance with maintenance standards;
Computers and common business application software;
Read, write, speak, and understand the English language.
Mental Abilities:
Understand, follow and convey complex oral and written information;
Learn new tasks and procedures and computer applications;
Fortitude to confront individuals suspected of violating borough ordinances and request
compliance, and to testify against them in legal proceedings.
Physical Abilities:
Sit at a desk or in a chair for up to 4 hours at a time. Walk up and down stairs. Operate
an automobile. Communicate with others using a variety of devices. Occasionally lift up
to 25 pounds.
Experience and Training:
One year of experience as a municipal code enforcement officer. Experience in another
type of law enforcement position may be considered.
High School diploma or the equivalent.
Clearances and Licenses:
Current Pennsylvania Drivers License;
Current Certified Building Code Official (BCO) designation from the Commonwealth of
Pennsylvania.
TERMS AND CONDITIONS OF EMPLOYMENT:
1. Salary will be paid on a bi-weekly basis.
2. Salary will be approved on an annual basis by the Borough council.
