As a private, non-profit Agency, we are able to raise funds in the community to support programming
offered to strengthen families and promote early childhood development. Research has demonstrated that
by investing in these two areas, communities will become healthier and families stronger. As a Child and
Family Services Agency, our board and staff believe in providing this broad continuum of services to the
families in Westman. This approach ensures that families get support while children are protected. It also
helps to fulfill the Mission Statement of the Agency:
“Child and Family Services of Western Manitoba exists so that children are
safe and nurtured in strong loving families
within a community of caring people “
Without the financial support of the community, the corporate sector and other funding bodies, the Agency
would not be able to offer services like the Sun Fund for Kids, Preschool Enrichment Program, Family Life
Education, Parent Child Home Program and Roots of Empathy.
In many ways, the Fall season marks the beginning of the new fundraising year. United Way of Brandon,
rural community Donor’s Choice and Fall campaign, and the Rotary Club of Brandon Westman Dinner &
Wine Festival are some of the community events coming in the next few months.
We thank you for your continued support of these efforts and the ongoing work of the Agency.

F.A.Q. (Frequently Asked
Questions)
With newspaper articles referencing
many children in care being housed in
hotels on a regular basis, we would like
to clarify our agency utilizes hotels very infrequently.
We maintain a small but mighty care group of
dedicated foster parents who care for the majority of
children who need to be placed outside their family.
We have 63 licensed foster home who care for 130
children as of July 2006.
Additionally, we operate two Level IV residential
facilities for teenagers. Cypress Treatment Program
provides long-term care for 6 male teens with sexually
abusive behaviours. Patrick House, a co-ed family, is
licensed to care for 8 youth. Our focus is to provide
safety, consistency and care to teens struggling with a
variety of issues. These two resources also accept
referrals from our child welfare partners.
We also have a partnership with Youth for Christ which
has responded to the need for semi-independent
residences for older teens – Project U-Turn 1 for males
and Project U-Turn 2 for females.

Announcing Triple P
Program
Last year, Manitoba became the first
jurisdiction in North America to take
on the world-renowned Australian
Positive Parenting Program. The province is expanding it this
year to Brandon and other regions. The announcement was
made at the Elspeth Reid Family
Resource Centre on August 28th by
Drew Caldwell, MLA Brandon East
(see photo).
Training in this program will be
provided to staff of many agencies,
including our Agency, to promote
positive, caring relationships between
parents and their children and help parents learn effective
management strategies for dealing with a variety of
childhood developmental and behavioural issues. It will give
parents the opportunity to access supports from trained
professionals in the community.

southeastern area of Glenboro and Pilot Mound.

Sun Fund For Kids Camp

Welcome to all of the following volunteers that have
joined our Agency team recently:

259 children were able to go to camp this summer with
help from the Sun Fund. All families that applied were
given the opportunity. Thank you for your continued
support!

Our Agency has been offered tickets for an upcoming
sporting event, December 7. The Annual Oldtimers
Hockey game will take place at the Kinsmen Arena at 7:00
p.m. Mentors or Tutors who would like tickets for
themselves and the youth you are volunteering with should

The Child and Adolescent Treatment Centre along with our Agency have formed a partnership to offer group session for Self-Harming, a 10-week adolescent group at the Child and Adolescent Treatment Centre. It will be offered
every Tuesday from October 3rd - December 5th, 4:00 p.m. - 5:30 p.m. Contact Joan Lepp (CFS) at 726-7008 or
Jill Brown (CATC) at 571-7267.
We are excited about expanding the Roots of Empathy program to four classrooms within Brandon School Division
and two within Southwest Horizon School Division; Pierson and Souris.
Foster Parent recruitment this year is in partnership with Métis CF&CS, DOCFS and Sandy Bay CFS.

Rotary Club of Brandon has offered to donate their proceeds of the
Westman Dinner & Wine Festival to the Elspeth Reid Family Resource Centre!

Safeway We Care Program…..
The Child and Family Services of Western Manitoba Foundation Board would like to
recognize the wonderful support that the Corral Centre, Safeway staff and their customers
have shown for the Elspeth Reid Family Fund to the tune of $17,836. John Russell
accepted the cheque from Safeway staff, Venessa Carels, and Blake Krahn.

Grants from The Manitoba Intergovernmental Affairs Neighbourhoods Alive Program ($10,000) and Brandon United
Way Innovations Fund ($6,900) have enabled the Roots of Empathy Program to expand from one school to 4 schools in
Brandon - King George, Earl Oxford, Betty Gibson & George Fitton. Roots of Empathy is
also being introduced to two of our rural schools, Souris and Pierson in partnership with
Southwest Horizon School Division. These sites are supported by the communities.
The Manitoba Community Services Council Inc. has granted $30,000 towards
programming and services at the Elspeth Reid Family Resource Centre. MCSC, with
funding provided by the Government of Manitoba, allocates grants and/or BINGO events
towards projects of community service, social service, recreation and health related
services.
With the help of Manitoba Public Insurance ($1,650) and the Rotary Club of Brandon Above: Tammy Milne , UW Chair of
the Community Resource Committee
($750) we were able to replace our child car seats that were due to expire.
Designated grants from an anonymous donor for the Elspeth Reid Family Resource Centre presenting cheque to Lorne Whitelock
and Dave McGregor for Roots of
($32,720) and the Preschool Enrichment Program ($29,689) have contributed to the Empathy Program
ongoing program and services of these two essential programs.
We also want to thank the United Way for a three year grant ($34,000) for the Elspeth Reid Family Resource Centre
and the Preschool Enrichment Program. We are presently in the second year of the agreement.
