R. Raveendran and requested the CHQ Governing body members to take proper action for the
show cause notice issued in this regard.

Passing of Resolution against Shri. R. Raveendran, General Secretary for his
numerous Anti-Association activities, and for further course of action :
The CHQ Governing Body Members Expresses their unhappiness and strongly condems
the Dictatorial, undemocratic, Autocratic, unlawful, Frivolous, Arbitrary, Motivated
and Anti-Association activities of Shri. R. Raveendran, General Secretary, Sewabsnl in the
11th Emergent CHQ Governing Body Meeting held on 27.02.2014 at CTTC BSNL Nashik.
The unilateral unlawful activities of the General Secretary Shri. R. Raveendran,
deteriorated the Faith of the common members reposed on the General Secretary. CHQ
Governing Body totally lost its faith on General Secretary Shri. R. Raveendran that he will spoil
the Association unity among the SC/ST Members, Office Bearers of SSA, Circle and CHQ level.
Allowing him to continue in the post of General Secretary will ruin the entire
organisation/Society of Sewabsnl.
As per the resolutions of the 10th CHQ Governing Body Meeting and 6th CHQ CWC
Meeting held on 13th and 14th December 2013 at RTTC BSNL Hyderbad, Shri. N.D. Ram,
National President Sewabsnl, CHQ New Delhi and Head of the Society, was authorised to serve
show cause notice and to take stern action against Shri. R. Raveendran, the General Secretary of
Sewabsnl for his undemocratic and Anti-Association activities by violating the entire bye-law
of the Association such as Divisioning our own people by way of caste, class, region and
language, conducting under hand/ under ground and unlawful meetings to divide SC/ST
members in a concealed way, Indulging in malpractice, misusing his position as General
Secretary, committing misappropriation of funds of Association, Threatening/Assaulting
CHQ Governing Body Members by engaging unsocial elements and De-linking official
websites of SSA/Circles from Sewabsnl CHQ domain etc. Accordingly Shri. N.D. Ram
National President Sewabsnl CHQ New Delhi and Head of the Society had issued a show cause
notice to Shri. R. Raveendran, the General Secretary of Sewabsnl on 13.01.2014 and sought for
his explanations. Shri. R. Raveendran General Secretary of Sewabsnl, in his reply dated
27.01.2014 has wantonly, intentionally Questioned the issue of show cause notice to him by
the National President and criticized the powers of the National President, which clearly shows
his insubordination, indiscipline and reprehensible conduct.
Further the explanations submitted by him are not at all satisfactory to drop further
action on the same. Therefore in order to substantiate the allegations against him a
disciplinary action should be initiated against him by duly framing charges against him and
after giving a reasonable opportunity to him a detailed enquiry should be conducted against
him by forming a disciplinary proceedings committee.
Hence, to curtail any further damage to the Association/Society and for the Welfare
of the members of the Society and to avoid any influence in the enquiry to be held against
him and in order to conduct a fair and reasonable enquiry, the CHQ Governing body, with
full majority unanimously decides/resolves to place him under suspension from the post of
General Secretary Sewabsnl with effect from 27.02.2014 till the conclusion of the
Disciplinary action contemplated against him.
It is also intimated by the Sewabsnl Maharastra Circle that Shri. A.B. Bansode Dy.
GS is not even a primary member in their circle and they have requested CHQ
Governing body, by way of resolution passed in the CWC meeting of Sewabsnl Maharastra
Circle held at the conference Hall O/o. GM BSNL GOA on 08th & 09th January 2014, not
to entertain in any post in the CHQ Governing body. Based on the resolution passed by
Sewabsnl Maharastra Circle and as per the bye-law provision of
Sewabsnl 3(i), the CHQ governing body, Terminates/cancels the primary membership
of Shri. A.B. Bansode. After cancelling the Primary Membership of Shri. A.B. Bansode,
CHQ Governing Body appoint Shri. R.K. Gautham, Sr.TOA ITAWAH-UP to function as
Dy. General Secretary.
Henc, in the said suspension period of Shri. R. Raveendran, GS, Shri. Vijaykant
Paswan, Asst. General Secretary (East) Jharkhand, be authorised to do all the works
of General Secretary.
During the Acting General Secretary period of Shri. V.K. Paswan, Shri. Sunil
Chowdhary Jharkhand will act as Asst. General Secretary (East)
During the suspended period, Shri. R. Raveendran :
i)
Should not use the post of General Secretary in any communication.
ii) Should not avail any benefit enjoyed by the office Bearers of the CHQ
iii) Should not represent/ meet the BSNL officials in the capacity of General Secretary
iv) Should not deal with any financial matter of Sewabsnl CHQ in any manner and
v)
Should not convene meetings of any kind.
Further more, CHQ Governing Body Authorise Shri. N.D. Ram National President
Sewabsnl CHQ New Delhi and Head of the Society to prepare and issue charge-sheet based
on the show cause notice issued on 13.01.2014 and form a Disciplinary proceedings
committee to inquire about the charges framed against Shri. R. Raveendran. The suspension
should be served by Shri. N.D. Ram National President, Sewabsnl CHQ New Delhi.

Representation of various issues by National President, Shri. N.D. Ram to the
Honourable Chairman Parliamentary Committee on the Welfare of
SC/STs.
Shri. N.D. Ram, National President has given in details regarding the activities done
and representation given to the above committee for the Welfare of SC/ST members for
their problems and grievances.
4.
Subscription Deduction from Salary of the members of SEWA BSNL who are
working as Executive
The Governing Body members unanimously decided to make an appeal to the BSNL
management to start salary deduction from the BSNL executive.
5.
Reservation in NEPP-follow up action in this regards.
The Governing Body members are of the opinion that BSNL management should
follow general rules of reservation in the promotion to the SC/St employees.
6.
Abolition of the Marks System in Compassionate Grounds Appointments in the
case of SC/ST
The Governing body members are of the opinion that the special concession and
relaxation may be given in the matters of SC/STs compassionate ground cases.
7.
Filling of back log vacancies of SC/ST in all cadres applying Lesser Standard of
Evaluation
The governing body members unanimously decided to demand for the lesser standard
of evaluation in the back log vacancies of SC/ST.
8.
The discussion of the duel membership
As per the constitution of the SEWABSNL no duel membership is to be allowed in the
Association.
9.
Election of the Circle Bodies whose tenure have already been expired
It is decided that all circles should hold their Circle Conference within one month
whose tenure has been already be expired and preferably before the next all India
conference.
10.
The Circles have not taken any initiative for subscription deduction from Salary
of non-executive members
It is decided that all Circle Secretaries should take initiative for subscription deduction
from salary of non-executive members.
11.
All Court cases against SEWABSNL CHQ
The Governing Body members appeal to all the individuals to withdraw the pending
cases in the Court against SEWABSNL CHQ in the larger interest of the Society.
12.
All India Conference SEWABSNL CHQ
As the Tenure of the CHQ Governing Body is about to expire in near future and
considering the various disputes in CHQ Body members, the Governing body
members authorise Shri. N.D. Ram National President of SEWABSNL to issue
Notification for All India CHQ General Body meeting (Conference/Election) with
intimation to administration.
13.
Any other points with the permission of the chair
a)
CHQ Governing Body appoints Shri. Babu Singh DE Muzffar Nagar & Ex.National
president as Patron. Shri. B.R. Jakhatia Ex. General Secretary as Chief Advisor, Shri.
R.K. Roy CTD (Retd), and Shri. M.K. Atchaya Kumar CHTD (Retd) as Hony
Advisors.
b)
The Governing Body members appeals to the BSNL management to take immediate
steps for the implementation of the decision taken in 10th CHQ Governing body
meeting held at Hyderabad dated 13th and 14th December 2013.
c)
As per the Resolution received from Circle Secretary of Maharashtra Circle regarding
Shri. A.B. Bansode, Lattur, Smt. Revati Adhav, Raigad and Shri. S.V. Sendekar,
Nagpur are not the basic members of the MH Circle SEWA. Hence they will not be
allowed to take the participation in any activities of this Association.
