TENDER NOTICE NO. 1/JICA to 4/JICA OF 2013-14 OF KHARAGPUR D.M.U.
Sealed tenders are invited from bonafide experienced and reliable Contractors for execution of the works as
detailed in the Schedule attached herewith subject to the following conditions. Tenders should be addressed to the
undersigned by name as well as by Official designation (Sri Anjan Guha, W.B.F.S., Head, Kharagpur D.M.U.)
superscribing as “Project No………… of Tender Notice No. 1/JICA to 4/JICA of 2013-14 of
Kharagpur D.M.U.”.
TERMS & CONDITIONS
1.
Permission of purchasing tender papers shall have to be obtained submitting application on production of
Credentials, Income Tax & Sales Tax Clearance Certificate etc. by 30-01-2014 upto 5 P.M.only.
2.
Tender should be submitted in the prescribed Tender paper, which will be available in the office of the
undersigned during office hours on the working days up to 06-02-2014 on payment of the amount as
mentioned in the Schedule of the Tender Notice. The payment in cash is to be deposited to the Attached Forest
Ranger, Kharagpur Division. The estimate & other details of the construction may be seen in the office of the
undersigned on any working days during office hours by 06-02-2014.

Sealed tenders will be received in the office of the undersigned at REGITERED POST / SPEED POST / COURIER
SERVICE / TENDER DROP BOX at the office of the Head, Kharagpur D.M.U., superscribing as “Project
No…….. of Tender Notice No. 1/JICA to 4/JICA of 2013-14 OF KHARAGPUR D.M.U. ” only up to
1.30P.M. on 10-02-2014 and shall be opened on the same day at 3.00 p.m. by the undersigned or his
authorized representative in presence of the tenderers of their representatives who may be present at the said
hour.

The Tenderer will have to produce valid Income Tax, Sales Tax / VAT clearance certificates as well as to satisfy
the undersigned regarding financial strength, past experience etc. before issuing Tender paper to them. The
intending Contractor will produce document showing past experience of similar type of works (at least 75% of
the Project cost) along with the application for issuing Tender paper.
5.
The credentials should consist of original payment certificates etc. No documents more than 3 (Three) years old
will be accepted.
6.
The undersigned is not bound to accept the lowest or any rate quoted and may reject any part or all tenders
without assigning any reason.
7.
The Earnest Money Deposit (E.M.D) as mentioned in the schedule of tender should be deposited
Demand Draft by the tenderer himself in favour of Head, Khargapur D.M.U.,payble at Khargpur and the
same must be enclosed with Tender Form in original and without Draft Tender Form will not be accepted by
undersigned.
8.
The undersigned reserves the right to demand from the Tenderer the clarification & justification against their
offer, if required.
9.
The Tenderer should inspect the sites of the works and it will be presumed that the detailed estimate have been
shown to them prior to submission of the Tender. The Plan & Estimate will be given to the successful Tenderer
along with Work Order.
10. All tools and plants, required for the work will have to be supplied by the Contractor at his own cost.
The standard of such tools and plants will be as per specification of the Public Works Department.
11. Brick work and cement concrete work should be of standard as PWD Schedule thoroughly cured for at
least 14 days (21 days for roof) and to be done as per standard practice, codes and rules. Use of
vibrator is obligatory for compaction of cement concrete works.
12. The payment will be made after completion of all works and after proper checking of works by the
Forest Officials & JICA experts.
13. The successful Tenderer will be required to deposit Security Money @ 10% of the Project Value
by Demand Draft by tenderer himself in favour of Head, Khargapur D.M.U, payble at Kharagpur
and will sign the agreement in triplicate in the prescribed from within 7 (seven) days from the
acceptance of the tender, failing which the Earnest Money will be forfeited to the Government.
14. In any case Earnest Money will not be adjusted towards the Security Deposit. The Earnest Money of
the successful tenderer will be refunded after depositing Security Money of the Tender in full. The
Earnest Money of the unsuccessful tenderers will be released in due course.
15. Earnest Money and Security Deposit will not be adjusted in any case.
16. All works are to be carried out as per plan, specification and estimate of works subject to modification
made in writing by the undersigned or his authorized officer.
17. The undersigned reserves the right to increase or decrease the volume of any item of work to the
extent of 10% and add new item of work or withdraw any item(s) at his discretion at any point of
time during execution of works.
18. If any deviation is detected from Plan and Specification then the Contractor has to do the work again
as per Plan & Specification.
19. The Security Deposit will be released to the Contractor after 6 (six) months from the date of final
payment of the Bill of the work, if no irregularity is noticed within this period. In case of any
irregularity, the Security Deposit will be forfeited in addition to any legal action as deem fit and
required.
20. The undersigned reserves the right to cancel the agreement at any point of time during executing of
the work if works are not satisfactory, late, or any terms and conditions as per agreement is violated
by the Contractor and thereby forfeit the Security Deposit in terms of agreement.
21. The acceptance of the tender will be subject to the receipt of approval of the higher
authorities and availability of fund. The undersigned will not be responsible for any loss
sustained by a tender in the event of non-receipt of Government sanction.
22. The successful tenderer will not assign any or part of the work to any other contractor / tenderer.
23. The Work Order will be issued only after placement of fund by Government.
24. Deduction of Taxes etc. shall be made from the Gross Amount of Bill as per existing Govt. rules.
25. If any terms and conditions of the tender are altered, the same will have to be notified.
26. The work will be executed under the direct supervision of the Head, Hijli F.M.U or his authorized
Staff.
27. During the construction work preference should be given to local FPC members as unskilled labours
as far as practicable.
28. The Contractor is liable to pay the skilled, unskilled and other labourers the wages as mentioned in
the PWD Schedule in the District currently.
29. All materials to be used by the Tenderer for the said construction as spacribed in PWD schedule and
will be thoroughly examined before use. Sub-standard materials will not accepted in any case.
30. The successful Tenderer will have to undertake such extra work (not specified in the Tender) which
he would subsequently be asked to do in writing by the undersigned, the payment for such extra
work will be as per the rate as per PWD Schedule 2010 with corrigendum upto 2012 applicable to
Paschim Medinipur District less the rate quoted by the Tenderer.
31. In case of any dispute the interpretation of the undersigned will be final.
32. The execution of the works as mentioned in the schedule will have to be undertaken immediately on
receipt of Work Order and the works must be completed as mentioned against each item of works in
the Schedule. All the works have to be completed the stipulated period during 2013-14 financial year.
33. Final payment will be made as per actual measurement found in the field.
34. Mere work order will not be treated as valid credential. Only the satisfactory completion certificate /
payment certificate (from appropriate authority) will be treated as valid credential.
35. P.H.E. enlisted Contractors will be given preference in case of installation of Deep Tube Well.
36. The tender inviting Authority reserves the right to split the work amongst the lowest Tenderer.
37. Rate should be be quoted in % Below / At par, in figures as well as in words. The rate offered above
the estimated cost will not be accepted. The quoted rate shall be considered as inclusive of all
applicable taxes i.e. Sales Tax, Income Tax etc.
38. The undersigned reserves the right not to issue permission to any applicant if in the opinion of the
undersigned it fails to fulfill the above requirement or otherwise on the basis of previous performance
record.
39. Work shall have to be completed in all respect as per direction of the undersigned..
40. Rate quoted (including S.T., I.T., V.A.T. etc.) shall remain open for acceptance at least 6 (six) months
from the date of opening of the Tender.
41. The undersigned has the authority to reject any or all Tenders without assigning any reason thereof.
42. The fund against contingency will be at the disposal of the Head, Kharagpur D.M.U. and
Tenderer will not be having any claim for that.
43. Payment will be made through RTGS system.
44. The Terms and Conditions mentioned vide Sl. No. 1 to 43 shall be deemed to form a part of the
agreement.
Note: Work Order will be issued after getting Administrative Approval from the competent
Authority .
Tenderers are requested to quote the Project No.…….. of Tender No. at the top of the
Envelope.
