This document (prEN 16763:2014) has been prepared by Technical Committee CEN-CENELEC/TC 4 “Project
Committee - Services for fire safety and security systems”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.

Introduction
The European Parliament and the Council passed into law on 2006-12-12 the directive 2006/123/EC
„Services in the internal market“ (SD). This Service Directive (SD) establishes general provisions facilitating
service providers the freedom of establishment and the free movement of services within the EU, while
maintaining a high quality of services (SD, Article 1-1). The SD claims in it for the development of European
Standards with the aim to enhance qualified service compatibility between the Member States. This document
has been prepared to meet the requirements of Article 26-5 of the SD.
Many national and regional authorities and organizations within Europe publish services standards for the
planning, design, installation, commissioning, verification, handover or maintenance of fire safety systems
and/or security systems. This standard is intended to create a common understanding for a minimum service
level by establishing criteria for reviewing and rating the service level of companies, the involved staff and the
output of services provided.
This document does not replace the work of other CEN/CENELEC committees such as CEN/TC 72,
CENELEC/TC 79 and CEN/TC 191. It should be read in conjunction with their standards and application
guidelines for the use of their products and systems. The services for the systems within the scope of
CEN/TC 72, CENELEC/TC 79 and CEN/TC 191 are covered in this document with the exceptions defined in
the scope.
This document is intended to be applied in conjunction with national laws and regulations in this field and used
as a basis for a certification scheme.
Figure 1 explains by showing three levels the classification of this standard within the relevant European
standards framework.

Level 1
This standard (box 1) addresses the services provider and is complemented by the implementation of a
quality management system (box 2).
 Level 2
Knowledge and use of applicable application guidelines (box 3) is essential.

Level 3
Components and systems must be approved according to applicable standards (boxes 4&5).
A consistent level of a qualified system is the combination of all three levels.

Scope
This European Standard specifies the general requirements for the minimum quality level of services provided
by organizations as well as the competencies of their involved staff charged with the planning, design,
installation, commissioning, verification, handover or maintenance of fire safety systems and/or security
systems, regardless whether these services are provided on-site or remotely.
This European Standard shall be applied to services for fire safety systems and/or security systems, which are
fire detection and fire alarm systems and security alarm systems including those parts of an alarm
transmission system that the service provider has contractually accepted responsibility for (except social
alarm systems, alarm receiving centers and the remaining parts of alarm transmission systems) as well as to
fixed fire fighting systems and to combinations of such systems.
This standard applies regardless of project size or organizational structure or size.

Terms and definitions
For the purposes of this document, the following terms and definitions apply.

authorized person of the service provider
person(s) that represent(s) the service provider, holds decision-making authority and is able to make
commercial and contractual commitments to directly involved parties

staff
persons working under the direct responsibility of the service provider
2.3
system
set of interacting or interdependent components forming an integrated whole
2.4
subcontractor
individual or organization contracted to perform part of the obligations of another's contract

stage of work
self-contained element of work
2.6
field of expertise
area of activity in which specific knowledge and technology are applied, and for which specific competencies
in one or more of the stages of work are required
2.7
declared services
stages of work in a field of expertise in which the service provider operates
2.8
service provider
organization or part of organization delivering service to a client

specifications of protection objectives and scope of the system(s) based on identified risks and known

General requirements
3.1
General
The content of this document relates to the stages of work (see Figure 2).

See Annex A for guidance on the documentation for the stages of work.
The organization with the overall responsibility for ensuring that all stages of work from planning to handover
will be correctly executed should be identified prior to the project start. This may be the client.
Service providers may offer more than one of the services described.
The implementation of this document shall be associated with technical application guidelines, either
European if any or national and shall be applied in conjunction with national laws and regulations in this field.
3.2
Requirements for the service provider
The service provider shall provide information, to those with a legitimate interest, for the purpose of
identification including, but not limited to:


registered name and trading name (if different) of the service provider;

 geographical address(es) for the area(s) where the services are offered;
 contact address details (e.g. email, mailing address, telephone);
 authorized person of the service provider;
 registration of the service provider as per the relevant national requirements;
 place of jurisdiction.
The service provider shall:
a)
demonstrate existence of resources, infrastructure (e. g. tools, equipment), knowledge and skills to fulfil
the declared services;
b)
have processes for identification and documentation of requirements for a stage of work in accordance
with the contract, relevant laws and regulations, authorities, standards, and other applicable documents
(e.g. trade association guidelines);
c)
have processes to check all the other necessary and relevant information required to successfully
execute the declared services;
d)
have processes to ensure execution of declared services in accordance with the output from c) and d);
e)
have processes for recording executed services and maintaining these records;
NOTE 1
f)
If this aspect is not regulated, then maintaining records for a minimum of 3 years is considered
acceptable.
provide evidence of services executed in the field of expertise, when requested;
NOTE 2
Typically this can be demonstrated by three completed projects within a 12 month period.
g)
provide evidence of processes for ongoing and relevant staff training, relative to their role (3.4) for the
declared services;
h)
provide evidence and have processes to train involved staff and any subcontractors of all local or site
related safety and security requirements;
i)
provide evidence of insurance for all declared services;
j)
provide evidence of procedures in operation ensuring the the quality management system functions for all
declared services;
NOTE 3
A valid certificate of a quality management system such as ISO 9001 or similar fulfils the requirement.
k)
provide evidence of a process how the specifications of the manufacturers of the used components and
systems are fulfilled (e.g. intervals, adjustments, checks etc.);
l)
provide evidence to have access to all applicable standards and regulations for the declared services;
m) keep all client related information confidential unless agreed with its client or required by regulation and
shall restrict access to this information so that only authorized parties have access;
n)
where required by national regulation provide evidence of security vetting of the relevant staff and
demonstrate processes for regular updating;
o)
where required by national regulation provide evidence of security vetting of the company and
demonstrate processes for regular updating according to laws and regulations;

provide evidence of access to the relevant product and system information;

Product and system information can be installation instructions, maintenance instructions, technical data
sheets, service life cycle, etc.
provide evidence of the use of components and systems complying with the existing standards and/or
acknowledged rules of technology.
3.3
General requirements for subcontracting
Subcontracting of services within the scope of this standard shall not release the service provider of his
responsibility to the client for those services performed. The service provider shall provide evidence of
processes to monitor the quality of subcontracted services.
3.4
Requirements for staff
3.4.1
General
The service provider shall be able to identify the staff undertaking the roles A, B and C as described in 3.4.2,
3.4.3 and 3.4.4 for each stage of work in each declared field of services, and demonstrate adequate numbers
of staff for these roles to support the services provided.
NOTE
3.4.2
The roles A, B and C could be performed by the same person.
Role A
Staff representing the service provider holding decision-making authority on technical aspects and responsible
for the compliance with the relevant regulations and standards connected to the job execution.
Submit on behalf of the staff proofs, that they fulfil the following requirements within the declared services:
Knowledge:
has comprehensive, specialised, factual and theoretical knowledge within the declared field of
services and an awareness of the boundaries of that knowledge
Skills:
has a comprehensive range of cognitive and practical skills required to develop creative
solutions for abstract problems
Competence:
exercises management and supervision in the context of activities in the declared field of
services, where there are unpredictable changes; manages professional development of
themselves and other individuals
A certificate of Level 5 of European Qualifications Framework (EQF) within the declared field of services fulfils
this requirement.
In addition to the requirements above submit on behalf of the staff proofs of the ability to:
a)
manage the technical fundamentals, the procedures and the risks together with the requirements of the
relevant standards and regulations in the declared field of services;
b)
demonstrate appropriate training on the system and the products to be used relevant to the role A;
c)
demonstrate experience and competence in the declared field of services;

3.4.3
Typically this can be demonstrated by realising three systems in the stages of work in the field of
expertise in the last five years.
Role B
Staff with well-founded knowledge, skills and competencies in the declared services.

Submit on behalf of the staff proofs, that they fulfil the following requirements within the declared field of
services:
Knowledge:
has factual and theoretical knowledge in broad contexts within the declared services
Skills:
has a range of cognitive and practical skills required to find solutions for specific problems in
the declared services
Competence:
exercises self management within the guidelines of the declared services, that are usually
predictable, but are subject to change, supervise the routine work of others, taking some
responsibility for the evaluation and improvement of work
A certificate of Level 4 of European Qualifications Framework (EQF) within the declared services fulfils this
requirement. In addition to the requirements above submit on behalf of the staff proofs of the ability to:
a)
manage the technical fundamentals, the procedures and the risks together with the requirements of the
relevant standards and regulations in the declared services;
b)
demonstrate appropriate training on the system and the products to be used relevant to the role B;
c)
demonstrate experience and competence in the declared services;
NOTE
3.4.4
Typically this can be demonstrated by realising three systems in the stages of work in the declared
services in the last three years.
Role C
Staff which fulfils assigned tasks in a reliable way in the declared services.
Submit on behalf of the staff proofs, that they fulfil the following requirements within the declared services:
Knowledge:
has knowledge of facts, principles, processes and general concepts, in the declared services
Skills:
has a range of cognitive and practical skills required to accomplish tasks and solves problems
by selecting and applying basic methods, tools, materials and information
Competence:
takes responsibility for completion of tasks and adapts own behaviour to circumstances in
solving problems
A certificate of Level 3 of European Qualifications Framework (EQF) within the declared services fulfils this
requirement.
3.5
Requirements for service output
3.5.1
General requirements for service output
The service provider shall demonstrate:
a)
processes for defining and documenting the output of a stage of work:

in a structured and suitable form for the purpose;

suitable for the intended use of the installed system;

complete and inclusive to facilitate other stages of work;

in accordance with existing and relevant application guidelines;

b)
in accordance with local requirements.
processes for identifying and documenting all:

deviations from the design;

changes in the documentation;

changes and modifications to the system.
NOTE
Certain deviations require written acceptance by the authority having jurisdiction.
c)
processes for naming the responsible person for each stage of work;
d)
processes for communicating the output of a), b) and c) to the relevant party.
3.5.2
Additional requirements for system verification
The service provider shall demonstrate processes to establish that a commissioned system fulfils the overall
functional requirements as defined in the design. This may include 3rd party verification.
3.5.3
Additional requirements for maintenance
The service provider shall ensure that:
a)
involved staff have the specific knowledge, skills and competence for the particular installed system(s)
they work on

based on the documentation available by the client (e.g. as build documentation and others).
the service output is in accordance with 3.5.1, and informs the client of

works performed,

status of the system,

deficiencies of the system.

deviations between the installed system and the as-built documentation.

changes in the use of parts of the building, which require corrective measures on the system,

changes in the availability and maintainability of the components of the system.

A.1
Guidance on the documentation for the stages of work
A.1.1 General
The following is general guidance on the documentation for the stages of work described in Figure 2.
NOTE 1
Where application specific standards have been published and application guidelines are included that specify
requirements for documentation these take precedence over the general guidelines included in this annex.
NOTE 2
For the purposes of this annex the general term „system“ will be used instead of „fire safety system or security
system“.
A.1.2 Planning
Planning documentation includes, but may not be limited to the following:
 identification of the relevant laws, regulations and standards;
 the terms and conditions relating to the contract;
 diagrams (e. g. outlined in a functional diagram/block diagram);

the output from the risk assessment;

interfaces with other services;
A.1.3 Design
Design documentation includes but may not be limited to:

the product certification requirements, where existing;
 the installation plan (e.g. cable routing, cable protection, type and location of equipment;
 equipment list;
 interfacing of equipment.
A.1.4 Installation
The installation documentation includes but may not be limited to:
 documentation describing the system and equipment “as-installed” etc.

list of installed equipment;

reference list of the certified products.

A.1.5 Commissioning
The commissioning documentation includes but may not be limited to:

commissioning documents (e.g. settings, software configurations).
 testing records;

specifications for the interfaces with other services;
A.1.6 System Verification
The system verification documentation includes but may not be limited to evidence that the commissioned
system fulfils the overall functional requirements as defined in the design documentation.
A.1.7 Handover
The handover documentation includes but may not be limited to:

system-logbook;
 record of the handover;

records of instruction/training;

installed products documentation (data sheets, user manuals);

system description including agreed variations to the design.
A.1.8 Maintenance
The maintenance documentation, based on the documentation available, includes but may not be limited to:
a)

the contract requirements;

the specifications of the components and systems (e.g. intervals, adjustments, checks etc.);
