Required MOC-Upgrades for GlobeNet
• MOC upgrades are required for two key reasons:
– Enhanced security implementation to satisfy military/dual-use customers for protection of sensitive user mission
data
– Enhanced optical FWD-tasking service
• Further upgrades as currently seen considers the specific P/L configuration for
– Optical GEO-to-GEO links (polarisation shifter external to LCT), or
– Demonstration of 1550 nm receive capability (configuration of LCT optical splitter)
• Enhanced MOC security implementation requires (according to preliminary end-to-end security scheme) the
installation of a classified area:
– Ensure limited access to classified data, as e.g.
– Customer asset (LEO, UAS) orbital data
– Customer requests for link sessions via EDRS
– Key management
– Potentially management of multiple DPCCs (dependent on the security needs of individual customers) - tbc
• MOC upgrade for enhanced optical FWD service requires
– Management of upgraded Ground Station (direct delivery of user data to the Ground Station for dissemination in
real-time)
– KPI measurement and calculation

DPCC for Management of Hosted Payload
• Current approach to implement the additional GEO-node (EDRS-D) as a hosted payload requires a dedicated
DPCC (Devolved Payload Control Center)
• General approach similar to current EDRS-A implementation, with the following major modifications:
– Direct commanding of the EDRS P/L in nominal operations provides additional security (all elements related to
the data relay service are under EDRS/GlobeNet operator control)
– Only basic interface to host platform operator for contingency operations (e.g. commissioning, safe mode,
trouble shooting)
– Host operator facilities (SCC, TT&C) involvement limited for Platform operations (as far as GlobeNet concerns)
– Ground Crypto Unit inside the DPCC, adding additional layer to the EDRS operator secure data
– Implementation of a secure area inside the DPCC to protect sensitive devices (crypto unit)
• GlobeNet Ground Stations utilisation for
– Transmission/reception of User Data (RTN & FWD) with direct delivery to/from user at Ground Station (end-toend encryption performed by user according to his individual security needs)
– TTC of hosted payload by DPCC
– Up-/downlink of TM/TC data through feeder link of the additional, redundant GlobeNet Ground Stations
– Direct access to hosted P/L without involvement of host operator SCC in routine operations
– Secure interface between DPCC and User MOC for exchange of user orbital parameters and TM data
