It has been observbd that more than 100 Psychiatric cases including
ADS are in Low Medical Category and they are continuing in service for i
long period without any improvement or cure. Such cases are not only unfit
for any type of active duty of CAPFs but may also become serious risk
factor for others like committing suicide, becoming mdniac etc.

DG, ITBP has taken a serious view of the matter and has directed that
such cases especially of ADS should be provided suitable necessary
treatment and medical categorization. But in case oJ non-adherence or
relapse, such cases should be strictly categorized in S-factor as per SHAPE
system guidelines issued vide MHA UO No.P-450241312004-Pers-ll dated 31A7-2007, without any leniency or relaxation of existing guidelines on the
subject. ln this connection, vlfl- Message No.1g63 daied 20-01 -2aM may
also be referred..

To ensure compliance with the existing guidelines, I have written D.O.
letters to all CMOs (SG) in the Force who are gLnerally detailed as presiding
Officer of various Medical Boards. During DRB also decision may be taken."
based on these guidelines and Medical Officers under command should also
be directed to strictly follow these instructions.
