Dear Industry Colleague,
The Bahrain Petroleum Company (Bapco) is entering an exciting new chapter in its history
after the successful completion of its decade long US$ 1.2 billion Strategic Investment
Program (SIP) undertaken to revitalize and upgrade Bahrain’s sole refinery established in
the 1930s. As a result of the SIP, we are now in a position to produce increased volumes
of higher value products and meet anticipated future requirements of customers. Several
projects were undertaken as a part of this SIP which included a Low Sulphur Diesel Production Plant and a Lube Base Oil Plant along with several environmental projects such as the
Refinery Gas Desulphurization Project, the Waste Water Treatment Plant Project and new
Sulphur Handling Facilities. Bapco, with a firm reiteration of its commitment to a clean and
green Bahrain, has not stopped at this point but surged ahead with several path-breaking
initiatives taken up for the first time in Bahrain such as a 5MW Pilot Solar Power Project in
collaboration with concerned government agencies and a CO2 Recovery Plant Project, in
partnership with a private entity, that utilizes a waste stream to extract carbon dioxide which
has several uses, especially in the medicine industry.
In line with our leadership’s vision is to create a sustainable, socially responsible and cost efficient Bapco that is fully aligned with the
Kingdom’s economic Vision 2030, we are proud to shoulder the responsibility of turning the vision of our leaders into reality through
the company’s strategic and business development initiatives. This is also the underlying theme of our vision which is ‘Striving for
Excellence’ wherein we have focused not just on growth but also our internal processes with the launching of an ‘Operational
Excellence’ program which addresses efficiency and reliability issues in addition to environment, health and safety.

- DMS Energy Forum: Debates being held in Bahrain on 2nd - 3rd September 2014. This
is the third time we are conducting such a debate regarding many of the important issues
facing project and construction management in the GCC. We have assembled an excellent
group of participants representing project owners, engineering and construction
companies in addition to service providers. This designed mix of participants
will enrich the debate and insure all aspects of the issues will be well
represented. After the success of the first two debates in Abu
Dhabi and Kuwait, we have selected Bahrain for the third
edition in 2014. Every year a different GCC State will
play the role of host in order to encourage all the
region’s National Oil Companies to come together
annually to exchange ideas on their policies for
contracting strategies. So please comeand join
us and help us build a healthy and developing

Debates is a neutral platform that
allows people to DEBATE potential
solutions to current challenges in
an open environment.
Introduction
The Energy industry is facing many challenges. This can vary from escalating costs when
there is a boom in the market to cut backs
when there is a down turn in the market. Either
way there is always an industry challenge that
needs to be addressed. It may be technical or
it could be commercial.
Debate Format
• A moderator • 2 Panelists to argue for the motion • 2 Panelist to argue against the motion • Each panelist will start with a 5 minute
presentation to support their argument • Moderator will put questions to the panelists
to debates amongst themselves • The audience may then ask questions for the
panelists to debate • A vote will be held at the end of each session
to identify which motion won & will be a great
indicator as to how the energy sector feels
an industry challenge should be addressed.
