Translation: God said “All souls are mine.” Ezekiel 18:4
and we shout to the nations
When Chaplain Washington, went to Minister Edgar Cisnero and asked him to describe
which scripture best describes the Spanish ministry at the Howard County Detention Center and he
gave Chaplain Washington the scripture Ezekiel 18:4 and said “Brother Washington, I think this
scripture will go along with what we are doing. Through this ministry we are proclaiming the Word
of God not just to one nation but many, there have been times when we have more than 13 different
nationalities represented among the inmates.”
Christian Jail Ministry has not had volunteers to come into the Howard County Detention
Center (HCDC) to minister to the Spanish speaking inmates since 2011. Chaplain Washington
wanted everyone who wanted to hear the Word of God to be able to hear it. God answers prayers
and this is how it unfolded. Pastor Robbie Davis, Lead Pastor of Celebration Church (the same
church that Chaplain Washington attends) saw the need for a Spanish speaking service at
Celebration Church because of the growing Hispanic community in Howard County.
Carmello Rosa (pictured on the right) had been attending Celebration since 2008 and he
was going to play a major role in the Spanish service that was developing. One Sunday
at church a light bulb came on in Chaplain Washington’s head, knowing that Brother
Rosa was from Puerto Rico and he speaks Spanish, Chaplain approached him and asked
him would he be interested in coming in to the HCDC to minister. He leaped at the
opportunity. He told the Chaplain that he would also ask Pastor Rudy Ayala, the Pastor
who was coming in from El Salvador to lead the Spanish service at Celebration. Pastor
Rudy, (picture on the left) accepted also. Then at the January 18, 2014 Orientation and
Training there was an inquisitive man named Edgar Cisnero (pictured on the right)
who wanted to know how many Hispanic speaking inmates attended the
services and when Chaplain Washington told him around 30 he was
shocked because the other institution that he was coming from was
sparsely attended. HCDC has a fairly large Hispanic population because
the Immigration and Naturalization Service (INS) house some of their
detainees at HCDC. Mr. Cisnero, also from El Salvador joined the other
two gentlemen and the Spanish services exploded. There are two
services, Mondays for Bible study and Thursdays for worship services
which began on April 3, 2014. Minister Cisnero has also started a Bible correspondence course.
These are three dynamic speakers and services are packed. Mr. Cisenro has also supplied HCDC
with many other Spanish speaking volunteers who attend his church Iglesia Hispana Emanuel.

Orientation & Training October 11, 2014
Christian Jail Ministry and the Howard County Detention Center offer a quarterly Orientation
& Training session that is generally held in January, April, July and October. We had to provide
training on August 30th this year because the July 12th training could not hold the
number of person that signed up for it because there was construction at the
Detention Center. The August 30th training had 21 people sign up for the training
and 18 actually came. They are pictured here to your right. Those that came were
interested in getting information on the various programs that are offered at the
detention center. Some were interested in the men and
women’s Bible studies, some were interested in the Spoken
Word program, some were interested in the Worship
services, some wanted information on one-on-ones, and some showed interest
in the Spanish worship services. If you are not happy about going into the
Detention Center, but you still want to give CJM a hand, there are things that
you can do outside of the center. We have a team that corrects the Bible
courses on Thursday mornings around 8:30 a.m. pictured here on the left. You can call area
churches setting up appointments so that Chaplain Washington can go and speak to the Pastors and if
possible to their congregations so that he can tell them what is going on at HCDC and how they can
get involved with the ministry. Coming to the Orientation & Training does not obligate you; you are
coming to check us out. One of the attendees of the July 12th training class was apprehensive about
coming into the detention center. She had never been in a jail before and just the thought of coming
in made her a little nervous. Well she step out on faith and came in with Chaplain Washington on
September 20th to do a one-on-one with a female inmate, Chaplain Washington introduced them to
each other and the volunteer felt assured that it was from God and that she was right where she was
suppose to be that day. She said that it was an awesome experience.
Chaplain Washington Would Love To Come To
Your Church to Speak
Chaplain Washington had a great time at Conerstone Church on September 7th. Pastor Ware
the Lead Pastor at Cornerstone asked Chaplain Washington to come and talk about CJM and sing a
song. Yes you heard right. The Chaplain can sing a little bit. Chaplain Washington also has a
speaking engagement at Bridgeway Community Church at their men’s Prayer Breakfast on Saturday,
October 25th; Dr. Olakunle a volunteer who comes into the Detention Center from Bridgeway gave
him the invite. He is also speaking at Community Baptist on November 30th. He was invited by
Pastor Frank Hines the Lead Pastor. Why are we giving you the Chaplain’s schedule? It is to let
you know that he would love to come and speak at your church. Chaplain would like to come and
tell you the exciting things that are happening at the Detention Center and how you could get
