Emergency Response Planning (ERP) Course Description Course Overview The goal of this course is to provide an understanding of the planning and preparation of emergency response plans. Participants would bring their existing plans for review and to determine any gaps as they move through the course. Participants will collaborate in small groups to analyze scenarios using incident videos and case studies. Audience The Emergency Response Planning course is designed for operations, safety and maintenance managers; operations, technical, and maintenance engineers; ERP element leaders and team members; and site process safety management (PSM) leaders and team members. The content is highly technical, requiring the facilitator and participants to be familiar with outputs of process hazards analysis and have an understanding of the possible emergency scenarios. Learning Objectives In order to accelerate skill development, this course features a problem-based learning approach that provides a collaborative job-focused experience. Participants will apply procedural requirements to anticipate emergency scenarios, and apply critical thinking skills for prevention and to respond to emergencies. They will also collaboratively build a personal compilation of recommendations to apply on the job, including distinguishing factors to consider when building a command and control structure and identifying training needs and requirements for drills. Length: 2-day course Pre-requisites: • PSM 101: PSM Overview • Prior exposure to operations, maintenance, or projects Emergency Response Planning (ERP) Module 1: • Purpose of Emergency Response Planning This module identifies the need for emergency response planning. Module 5: • Roles, Responsibilities and Authorities Participants will become familiar with the roles and responsibilities for managing emergencies. Module 2: • Identifying Emergency Scenarioss Participants will begin to recognize and describe the process for identifying emergency scenarios. Module 6: • Training Development and Drills In this module, the training needs based on emergency situation roles and responsibilities will be identified. Module 3: • Preventive Measures In this module, participants will cover factors and considerations in developing preventive measures. Module 7: • How to Get Started This module will present ideas for getting started and applying various concepts once participants are back on the job. Module 4: • Response Measures This module defines appropriate response measures to mitigate specific emergency scenarios. Results and Path Forward After completing this course, participants should compile a list of action items based on their learning to apply back on the job. This starts with writing new or upgrading existing ERP procedures. To build competency at the individual level, the participant should identify a coach, apply the updated procedure to select departments, and get assessed on the competency requirements for applying ERP. It is recommended that participants go through an elearning refresher course once a year and instructor-led refresher training once every three years.
