More regular and on-going engagement with people who are unemployed 2. Greater targeting of activation places and opportunities 3. Incentivising the take-up of opportunities 4. Incentivising employers to provide more jobs for people who are unemployed, and 5. Reforming institutions to deliver better services to people who are unemployed. OVERVIEW – HOW IT WORKS Introduction • Announced as part of Jobs Initiative in May 2011 • Went live on 1st July 2011 • Provided for a rolling 5,000 internship places - Increased to 6,000 (9th May 2012), • • Increased to 8,500 places (Budget 2013) High-level Steering Group now has changed to Labour Market Council – Policy Development 1. OVERVIEW – HOW IT WORKS Design Features of the Scheme • Internships for 6 or 9 months duration • Open to companies in all sectors • €50 top-up internship allowance and customer maintains their current SW entitlement • Paid by Department of Social Protection • Dedicated Website www.jobbridge.ie 1. OVERVIEW – HOW IT WORKS Jobseeker Eligibility • Must be on the Live Register, in receipt of a qualifying claim for at least 3 months (at commencement date of internship) out of last 6 months. • Individuals may avail of a maximum of 3 JobBridge internships, however, the total cumulative time spent on the Scheme cannot exceed 18 months (78 weeks). • An Intern will not be permitted to do more than one internship with the same company. The maximum duration of an individual internship is 9 months (39 weeks). 2. QUALITY ASSURANCE Safeguards To protect intern and safeguard JobBridge from abuse: • For Host Organisation (HO) to qualify – Company must have at least 1 employee – Intern cannot work unsupervised – Intern must gain significant experience over the course of the internship – Internship is not displacing an employee 2. QUALITY ASSURANCE Key Components of a Quality Internship: • Provides real work experience • Intern is guided by a mentor • Standard Agreement outlining terms & conditions • Learning plan developed by HO • Puts into practice skills learned • Enhances Career prospects 2. EVALUATION Indecon Report – Views of Interns • 89% stated they acquired new skills • 88% stated they had gained quality work experience • 81% stated it had improved their chances of gaining employment • 81% stated had improved their self-confidence • 80% stated it had helped them identify job opportunities • 76% stated it helped them establish contacts/networks 4. EVALUATION Indecon Report – Displacement and Deadweight • “any such scheme inevitably has some element of deadweight and or displacement” • “some deadweight impacts, but the scheme has had positive effects on subsequent employment chances for participants who in the absence of the Scheme would not have secured employment”. • “difficult to estimate full extent of displacement…but findings suggest that displacement of existing paid jobs occurs in a very small number of cases (3%)” 4. EVALUATION Indecon Report – Overall Conclusions • Very Positive Outcomes - Employment Progression • Very Strong Progression Outcomes for LTU – 43% for those over 1 year unemployed prior to placement – 38% for those over 2 years unemployed prior to placement • Positive satisfaction ratings from companies and interns • Key Strength – rules and application process simple, clear • Some deadweight impacts but positive employment impacts on those at most risk of LTU • Effective Scheme, achieving movement off Live Register INDECON REPORT RECOMMENDATIONS Key Actions Taken 1.Pilot Initiatives with Craft Council and Arts Council to increase non-graduate participation 2.Cooling-off period waived where intern progresses directly into employment 3.
