1. Background
❍ A need to develop sustainable management system for forest resources as well
as REDD+
Request for Proposal (RFP)
❍ Agreement for joint project of REDD+ demonstration activity in Kampar
peninsula, Riau province, Sumatra Island between Korea and Indonesia

◇ This project wants to bulid Capacity of the Forest Management Unit (FMU/KPH)
of Tasik Besar Serkap in Kampar Peninsula to promote reducing emissions from
deforestation and forest degradation, conservation, the sustainable forest management
and enhancement of existing carbon stocks (REDD+)

3. Implementation Plan
Description of the Local Envrionment
❍ Ecological Environment

❍ Conduct the tasks separately by each project (Figure 1)

- Flat peatland at altitude 10m 30m, depth of peatland is 6m 9m
- 49 main tree species including Meranti, Suntai, Kelat, Jangkang, etc.

- Animals species that inhabit in the area include 45 species of mammals, 217 species
of birds, and 42 species of reptiles
❍ Legal and Institutional Environment
- The project area is a production forest inside TBS FMU (Hutan Produksi Tetap)
※ TBS FMU (513,276ha) is consisted of production forest 95%, limited production forest 0.52%,
protected forest 3.67%
· According to the REDD+ project scenario, the project area has relatively high

- Per capital income: Monthly 920,000 IDR (Approx. 100,000 KRW)
❍ Deforestation Status
- Primary forest is a protected forest, but the secondary forest is deforested or
reforested after logging in the form of artificial plantations
- Deforestation is starting to occur around from the area close to industrial plantation
area
- Various drivers of deforestation are existing such as farming and illegal logging by
local residents, and forest fire etc.

4. Scope of Work
Socio-economic Survey (Technical Team I)
Task Area
- The land use and land use change analysis is targeted on Kampar (513,276ha)
- The forest inventory and carbon survey based on the field survey is targeted on the
REDD+ project area and the local residence area (14,000ha)
- The tasks are separated into forest inventory and carbon survey team and analysis
team (Figure 1)
❍ Objective
- To identify the main drivers of deforestation and forest degradation through the local
socio-economic survey
- Develop alternatives to reduce the drivers of deforestation and forest degradation.
· Develop a DA linked to the promotion local development or methods securing the livelihood
of local residents, etc.
Completion / Registration of PDD (General Team)
❍ Objective
- To register the PDD at VCS and establish the foundation for forest carbon credit
trading
- To make the PDD to promote the rights of the local community & indigenous
people, and biodiversity.
❍ Team Composition
- Korean / Indonesian Researchers (Universities / Research Institute)
❍ Key Tasks
- Identify key drivers of deforestation and forest degradation by socio-economic survey
· Analyze the main drivers of deforestation and forest degradation (Conduct literature reviews
and interviews on local residents)

- Analyze the applicable methodology of VCS and configurate the implementation plan

5. Exepcted Outputs

❍ The outsourcing research team (task performer) must include the detailed
contents of each task in the proposal.
❍ Issues not mentioned in the Request for Proposal and Proposal may be
discussed frequently between the PMU and the outsourcing research team
(task performer), but the opinion of the PMU prevails that of the task
performer in cases of disagreement.
7. Requirements
General guidelines
Changing the Terms of the Tasks and Duration
❍ The outsourcing research team is to serve its contractual obligations in accordance
with the research instructions and implementation guidelines to perform and conduct

team is fully responsible for all issues regarding this matter.
❍ All materials, public data, statistics, and standards utilized for the research must
have citations and are up-to-date at all times.
❍ Disagreements on matters between the PMU and the research team must be
resolved through conversation. However, if the opinions differ drastically, the
contract period without any specific reason.
- If the progress or the actual implementation of the project is completely different
from the PDD without any specific reason.
- If the negligence of the task performer is obviously recognized without any
specific reason.
❍ The contents of the Request for Proposal is subject to change due to
unforeseen circumstances of the PMU after the contract agreement. The

agreement is to be determined by mutual agreement.
Responsibility of the Research Service Team
❍ Even if the outsourcing research team (task performer) has performed a
task under the approval of the project supervisor, the task performer has
opinion of the PMU prevails the research team.

and criminal liability, if damage occurs to the PMU due to the negligence
of the task performer such as imperfection of planning, error occurrence,
false submission of documents, or failing to conduct its obligations and
measures and so on.
❍ If the outsourcing research team (task performer) has damaged a third
party in the process of conducting the research project or has violated a
relative law, the task performer is responsible for all damages and legal
obligations.

❍ If the submitted final report leads to the loss of the PMU, the
outsourcing research team (task performer) is responsible for all damages
and make compensation for the damages.
Ⅱ. Selection of the Research Service Team
1. Selection Overview

❍ The outsourcing research team (task performer) must follow the security
issues during and even after the completion of the Project.

3. Writing the Bidding Price Proposal

4. Other Considerations
❍ All information acquired in the process of writing the proposal must remain confidential
❍ The proposal is to be written in the English and Korean language. In order to use
acronyms and abbreviations, a separate table that explains the acronyms and
abbreviations in the detail must included in the proposal
❍ The proposal must be written in accordance with the “Table of contents” and
submit in the form of attachments of other long written materials such as technical
explanation, etc.
❍ The contents of the proposal must only contain the clear and necessary details in
short, on A4, within 100 pages (numbered).

Efficacy of proposal
❍ Information on submitted proposals may not be changed and will be considered as part
of contract conditions when signing the contract
❍ Additional proposals or material may be requested from bidders if required by the PMU,
and materials submitted for this will maintain the same efficacy as the proposal
❍ After contract signing and while business is being carried out, items not specified in the
