Request for Proposal on Research Project Ⅰ. Terms of Reference 1. Background ❍ A need to develop sustainable management system for forest resources as well as REDD+ Request for Proposal (RFP) ❍ Agreement for joint project of REDD+ demonstration activity in Kampar peninsula, Riau province, Sumatra Island between Korea and Indonesia Title: Research Service for Acquiring Carbon Credits from REDD+ project . ❍ The goal of the Project is to build a successful sustainable forest management model and establish the foundation to acquire forest carbon credits - Establish a FMU management plan including REDD+ activities and DA to acquire carbon credits - Lead sustainable maintenance after termination of the project Objective ❍ Support to establish Forest Management Plan in TBS (Tasik Besar Serkap) KPH ❍ Complete and register the REDD+ Project Design Document (PDD) in accordance with the VCS (Verified Carbon Standard) Registry System <Korea-Indonesia FMU/REDD+ Joint Project Agreement> ◇ This project wants to bulid Capacity of the Forest Management Unit (FMU/KPH) of Tasik Besar Serkap in Kampar Peninsula to promote reducing emissions from deforestation and forest degradation, conservation, the sustainable forest management and enhancement of existing carbon stocks (REDD+) May 2014 Korea-Indonesia FMU/REDD+ Project Management Unit ◇ The goals of the project are capacity building of FMU/KPH, REDD+ implementation, support of carbon reduction mechanism in Korea ◇ In addition, based on the agreement of both Sides, this project is the ‘REDD+ implementation-stage* project’ that implements demonstration activities (DA) related to REDD+ as a part of TBS KPH forest management plan. * Stages of a Project: preparation → implementation → monitoring - 2 - 2. Location: Peatland forest in Kampar, Sumatra (14,000ha) ❍ Located inside the Tasik Besar Serkap (TBS) Forest Management Unit (FMU), Kampar ~ peninsula, Riau Province: East Longitude 102˚18’1” ~ 0˚49’22” 102˚52’41”, North Latitude 0˚ 37’41” (Forest Inventory & Carbon Survey) For the work efficiency and professionalism, korean researchers works for analysis team and indonesian researchers / company work for survey team. - Participation of an expert with experience in completing and registering an REDD+ Project Design Document (PDD) - Encourage the PDD to promote biodiversity and the rights of local community & indigenous people Key Tasks ❍ Completion and registration of REDD+ PDD in accordance with the VCS · Analyze the applicable methodology of VCS and complete PDD · Act for the validation and verification process & registration ❍ Socio-economic Survey · Identify the causes of deforestation and forest degradation through socio-economic survey · Develop reduction alternatives by linkage of the prevention of deforestation and forest degradation · Conduct environmental assesment considering the domestic law of Indonesia · Establish a socio-economic database by units of local community ※ REDD+ Project area (Inside the bold red lines, 14,000ha), TBS FMU management area(colored in yellow, 513,276ha) ❍ Forest Inventory and Carbon Survey · Forest resource and biodiversity survey · Analysis on land use and land use change for more than 10 years · Forest carbon sequestration survey in each carbon pool & estimate the forest carbon change for more than 10 years · Set the future Reference Emissions Level for the next 30 years · Develop TBS KPHP monitoring methodology and establish monitoring system · Basic research for the establishment of TBS KPHP FMP Budget and Duration: USD753,000$/ within 20 months from the day of signing the contract (1 year follow-up) - 3 - - 4 - 3. Implementation Plan Description of the Local Envrionment ❍ Ecological Environment ∼ ❍ Conduct the tasks separately by each project (Figure 1) ∼ - Support the establishment of TBS KPH Forest Management Plan: KPH support project - Flat peatland at altitude 10m 30m, depth of peatland is 6m 9m - 49 main tree species including Meranti, Suntai, Kelat, Jangkang, etc. ~ 3 - Diameter at breast height (DBH): 30cm 70cm, total stand volume: 1,550m /2,300 trees, 3 average stand volume: 128m /ha, - Animals species that inhabit in the area include 45 species of mammals, 217 species of birds, and 42 species of reptiles ❍ Legal and Institutional Environment - The project area is a production forest inside TBS FMU (Hutan Produksi Tetap) ※ TBS FMU (513,276ha) is consisted of production forest 95%, limited production forest 0.52%, protected forest 3.67% · According to the REDD+ project scenario, the project area has relatively high ❍ Primarily use the results of socio-economic, forest inventory and carbon survey as basic data for the completion of REDD+ PDD and share on both sides so that the data also can be utilized as the basic data for establishing the TBS KPH Forest Management Unit. ❍ The service team must accompany the KPH staff on the field survey to contribute to the capacity building of KPH - Encourage the KPH to conduct forest inventory survey and management by themselves even after the completion of the Project ❍ Establish the REDD+ project site as the focal area of Indonesia REDD+ research in tropical forests and peatland forests. carbon sequestration due to its high possibility of deforestation compared to other FMUs (protected areas, etc.) - Implementation of REDD+ DA through TBS KPH not necessary to get approval from the Indonesian Ministry of Forestry · However, upon registering the PDD, the approval for REDD+ DA through KPH must be acquired from the Indonesian Ministry of Forestry ❍ Socio-economical Environment - Under the administrative area, the location falls into Sungai Apit district, Siak regency, Riau province, Sumatra island - The total population of Kecamatan Sungai Apit is 25,000 people (15 villages) · Average population: approx. 1,500 people/village, population density: approx. 21people/km2 - Per capital income: Monthly 920,000 IDR (Approx. 100,000 KRW) ❍ Deforestation Status - Primary forest is a protected forest, but the secondary forest is deforested or reforested after logging in the form of artificial plantations - Deforestation is starting to occur around from the area close to industrial plantation area - Various drivers of deforestation are existing such as farming and illegal logging by local residents, and forest fire etc. Figure 1. Scope of Work Socio-economic Survey (Technical Team I) Task Area - The land use and land use change analysis is targeted on Kampar (513,276ha) - The forest inventory and carbon survey based on the field survey is targeted on the REDD+ project area and the local residence area (14,000ha) - The tasks are separated into forest inventory and carbon survey team and analysis team (Figure 1) ❍ Objective - To identify the main drivers of deforestation and forest degradation through the local socio-economic survey - Develop alternatives to reduce the drivers of deforestation and forest degradation. · Develop a DA linked to the promotion local development or methods securing the livelihood of local residents, etc. Completion / Registration of PDD (General Team) ❍ Objective - To register the PDD at VCS and establish the foundation for forest carbon credit trading - To make the PDD to promote the rights of the local community & indigenous people, and biodiversity. ❍ Team Composition - Korean / Indonesian Researchers (Universities / Research Institute) ❍ Key Tasks - Identify key drivers of deforestation and forest degradation by socio-economic survey · Analyze the main drivers of deforestation and forest degradation (Conduct literature reviews and interviews on local residents) ❍ Team Composition - Korean consulting company in Indonesia and Indonesian consulting company ❍ Key Tasks - Analyze the applicable methodology of VCS and configurate the implementation plan ·Analyze the REDD+ methodology for the prevention of deforestation of tropical peatland forests ·Analyze the creation format of the Project Design Document (PDD) ·Plan the timeline in establishing the DB with the information obtained from socio-economic, forest inventory, and carbon survey - Act for the validation, verification, and registration process · Select the VVB(Validation, Verification Body) and act for the registration process · Review and modify the PDD in accordance with the verification and validation results of the VVB The verification and validation step is operated at full-scale as a follow-up process after ※ the completion of the Project. · Analyze the correlation between the drivers and the degree of deforestation and forest degradation - Develop alternative reduction methods linked to preventing deforestation and forest degradation · Suggest alternatives for the local economical development and building foundation for the livelihood of local residents (REDD+ DA demand survey, survey on the main source of income of local residents, etc.) - Conduct environmental assesment considering the domestic law of Indonesia. · Check the relative legislation to the environmental assesment for the establishment of PDD and FMU FMP, and conduct the environmental assesment to achieve the REDD+ carbon credits - Establish a socio-economic database by units local community villages · The current residency status, main source of income, etc. · Conduct a survey on the change in local recognition by a comparing and contrasting the - Establish the foundation of the trading of forest carbon credits · Suggest alternatives for the distribution between the countries and the usage of carbon credits after registration · Analyze the status such as relative legislation of Indonesia, international & domestic carbon credit trading market, etc. - Provide consulting on Research Service and the establishment of FMP · Provide consulting on the establishment of FMP so that the information collected for the completion of REDD+ PDD is properly utilized before-after of REDD+ DA implementation - Establish database on social, economic, and humanities information for the completion of PDD · Provide the necessary information in accordance with the PDD creation guidelines analyzed by the PDD creation team · Work together with the PDD creation team (by taking turns) to support the PDD registration · Provide consulting and technical support on the field work of other tasks - Exepcted Outputs The final product is to be delivered as a CD and 30 copies each in the Korean, English, and Indonesian language. (The Final Report must include a summary.) 6. Schedule & Timeline: See Bid Notice. ❍ The outsourcing research team (task performer) must include the detailed contents of each task in the proposal. ❍ Issues not mentioned in the Request for Proposal and Proposal may be discussed frequently between the PMU and the outsourcing research team (task performer), but the opinion of the PMU prevails that of the task performer in cases of disagreement. 7. Requirements General guidelines Changing the Terms of the Tasks and Duration ❍ The outsourcing research team is to serve its contractual obligations in accordance with the research instructions and implementation guidelines to perform and conduct ❍ The PMU hold the rights to press charges against the outsourcing research team (task performer) as a breach of contract under the following conditions: the research project in good faith. ❍ Even if there are changes made to the research project due to unforeseen circumstances of the KI FMU/REDD+ Joint Project Management Unit (hereinafter - If the instructions of the PMU have not been implemented on time without any specific reason. - If the task performer has lost the capacity to complete the project within the referred to as 'PMU'), the outsourcing research team is obligated to follow the instructions of the PMU. ❍ The outsourcing research team is to abide by the relative legislations and procedures in conducting the research project. ❍ The outsourcing research team must follow the instructions of the research supervisor. ❍ In cases that the outsourcing research team is considered unfaithful to the instructions and supervision of the PMU, the PMU may initiate the termination of contract, in which the outsourcing research team is fully responsible for the penalty for breach of contract. ❍ The outsourcing research team must review and ensure the violation of copyrights regarding all external material utilized in the research. Thus, the outsourcing research team is fully responsible for all issues regarding this matter. ❍ All materials, public data, statistics, and standards utilized for the research must have citations and are up-to-date at all times. ❍ Disagreements on matters between the PMU and the research team must be resolved through conversation. However, if the opinions differ drastically, the contract period without any specific reason. - If the progress or the actual implementation of the project is completely different from the PDD without any specific reason. - If the negligence of the task performer is obviously recognized without any specific reason. ❍ The contents of the Request for Proposal is subject to change due to unforeseen circumstances of the PMU after the contract agreement. The changes made on the task range and budget change after the contract agreement is to be determined by mutual agreement. Responsibility of the Research Service Team ❍ Even if the outsourcing research team (task performer) has performed a task under the approval of the project supervisor, the task performer has opinion of the PMU prevails the research team. the obligation to take responsibility of any damages or mistakes occurred by negligence of its performance. Further more, if the PMU requests the Code of Conduct modification or refinement on these matters, the task performer is responsible in making amendments at the expense of its own, even after ❍ The outsourcing research team (task performer) must conduct the project in accordance with the proposal submitted to the Project Management Unit (PMU). ❍ The outsourcing research team (task performer) must include a researcher with prior experience in the field of potential carbon sequestration analysis and research for obtaining carbon credits (stellite imagery analysis and forest carbon analysis, etc.), prior experience in the creation of Project Design Document (PDD), and a expert in environmental law & internationals policies, etc. ❍ The outsourcing research team (task performer) is to be consisted of - 11 - the completion of the Project. ❍ The outsourcing research team (task performer) is responsible for all civil and criminal liability, if damage occurs to the PMU due to the negligence of the task performer such as imperfection of planning, error occurrence, false submission of documents, or failing to conduct its obligations and measures and so on. ❍ If the outsourcing research team (task performer) has damaged a third party in the process of conducting the research project or has violated a relative law, the task performer is responsible for all damages and legal obligations. - 12 - ❍ If the submitted final report leads to the loss of the PMU, the outsourcing research team (task performer) is responsible for all damages and make compensation for the damages. Ⅱ. Selection of the Research Service Team 1. Selection Overview Confidentiality ❍ The outsourcing research team (task performer) must follow the security issues during and even after the completion of the Project. - The task performer and all participants of the research project are prohibited in leaking any relative information to the Project that has been acquired through the Contract through negotiations ❍ Contract in accordance with the Korean Law ⌜ ENFORCEMENT DECREE OF THE ACT ON CONTRACTS TO WHICH THE STATE IS A PARTY, Article 43⌟ act of participating in the research. - The necessary data for the research that is in relation to Government security must be carried out in consultation with the relevant authorities. - The outsourcing research team (task performer) must take particular care in safekeeping all records, data, research results, etc. collected in the course of research. - The task performer holds the security responsibility for all documents provided by Applicable regulation ❍ ACT ON CONTRACTS TO WHICH THE STATE IS A PARTY and ENFORCEMENT DECREE OF THE ACT ON CONTRACTS TO WHICH THE STATE IS A PARTY ❍ Negotiation standard by Contract(See section 162 of MOSF, 10th Jan 2014) the PMU. - In case of public criticism and resentment occur in relation to the Project due to Process the failure of performing the security issues, the task performer is responsible for all damages and legal obligations. ❍ The copyright of the final result is shared by the Republic of Korea and the Republic of Indonesia. Proposal Writing Guideline 3. Writing the Bidding Price Proposal The bidding price proposal must contain the detailed budget for each item necessary for the implementation of the project 1. Type of Proposal Make a proposal that includes all expenses required to perform the all Technical Proposal Bidding Price Proposal tasks (excluding VAT) of the project The ‘Bidding Price Proposal’ must be filled out on the <Attachment 2. Writing the Technical Proposal Form 12> and attach the detailed version as the “Detailed calculation of the price proposal” General Information ❍ All cost incurred by creating the proposal is at the expense of the proposing bidder. 4. Other Considerations ❍ All information acquired in the process of writing the proposal must remain confidential ❍ The proposal is to be written in the English and Korean language. In order to use acronyms and abbreviations, a separate table that explains the acronyms and abbreviations in the detail must included in the proposal ❍ The proposal must be written in accordance with the “Table of contents” and submit in the form of attachments of other long written materials such as technical explanation, etc. ❍ The contents of the proposal must only contain the clear and necessary details in short, on A4, within 100 pages (numbered). ※ See 『Attachment 1』 Instructions for Proposal Writing Efficacy of proposal ❍ Information on submitted proposals may not be changed and will be considered as part of contract conditions when signing the contract ❍ Additional proposals or material may be requested from bidders if required by the PMU, and materials submitted for this will maintain the same efficacy as the proposal ❍ After contract signing and while business is being carried out, items not specified in the proposal may occasionally be carried out upon negotiation with the PMU, and if there is a difference of opinion between the two parties, the opinion of the PMU shall prevail.
