Maintenance & Repair of Carbon Monoxide Monitors
TO ALL PROSPECTIVE BIDDERS:
The Bid Opening Date has been postponedfrom April 24, 2014 to April 30, 2014.
The following question was received and is being answered in this Addendum No.1, which
becomes part of the Contract:
Question: How were the estimated quantities calculated for the calibration and maintenance for
the first three years ofthe Contract (650 times)?
Answer: Calibration and maintenance services are performed once a month, each month, at all
Authority locations with functional paint booths and carbon monoxide monitors. All bus depots
with paint booths should have been included in the technical specification, but the following
three depots were inadvertently omitted: Mother Clara Hale (NYC Transit Depot), Spring Creek
and JFK (MTA Bus Depots.) Please see attached revised technical specification.
In total, seventeen depots should be included resulting in an estimated 612 times a Contractor
will need to service all carbon monoxide monitors for the first three years of the Contract (17
depots* 12 (once per month) *3 years.) The price schedule includes 38 extra hours in case paint
booths are added to any other bus depot throughout the life of the Contract.
Reminder: Be sure to acknowledge this Addendum in the place provided in the bid.

MAINTENANCE AND REPAIR OF CARBON MONOXIDE MONITORS:
GFG RAM 50 & GFG RAM 4021 (Respiratory Air Monitors)
TECHNICAL SPECIFICATIONS
GENERAL
The Contractor shall provide on-site monthly calibration/maintenance services and (as needed)
repair services for the Carbon Monoxide monitors (Units), as indicated herein and in accordance
with the Contract Documents.
DESCRIPTION
The Work activity for calibration/maintenance services shall include, but not be limited to, the
overall decontamination of Carbon Monoxide (CO) gas monitors by aerosol spray cleaning agents,
vacuum process and/or ultrasonic cleaning methods. The decontamination shall include cleaning
and refurbishing of electrical contacts, connectors and components, condition assessment, fault
analysis, and furnishing and installing replacement parts. The complete function checkout and
calibration of the Unit shall be performed using certified reference standards for physical
measurement quantities, such as various mixtures and concentrations of gases, and electrical
parameters, comparisons with instruments known calibration, endurance burn in periods and
other procedures as recommended by the Original Equipment Manufacturer(OEM). The Contractor
shall perform all applicable tests to ensure the proper performance, integrity and reliability of all the
Units being serviced.

Prior to performing Work on any Unit, the Contractor shall ascertain the status of the OEM
warranty provisions to afford the possibility of rendering services under warranty agreements in
effect, if any, during the duration of the Contract.
All Work shall be performed by factory qualified and OEM-authorized service technicians. All
materials and equipment utilized in the repair and calibration services shall be of the highest
quality and shall satisfy the OEM specifications.
APPLICABLE STANDARDS
All Unit calibration, inspection, maintenance and repair procedures shall comply with applicable
Federal, New York State, New York City and other governing association codes, practices,
rules, regulations, statutes, whichever is the most stringent, including but not limited to the
following:
1. OSHA confined Space standard 29 CFR 1910.146 Appendix E.
2. OSHA respiratory protection standard 29 CFR 1910.134
3. ANSI Standard 2540.1, general requirements for Calibration and Testing Laboratories.
4. ANSI- S12.13 Performance requirements, Combustible Gas Detectors.
5. ANSI/UL 2034 Standard for Carbon Monoxide Alarm.

1. The Contractor shall perform monthly calibration/maintenance services, which includes
inspection and calibration of all Carbon Monoxide gas monitors, per the OEM's most recent
technical specifications at the locations listed in Item No 2. In addition as part of these
monthly calibration/maintenance services, the Contractor shall inspect, clean and/or
replace the instrument regulators and filters, as needed, for proper instrument performance.

3. Prior to award, the Contractor shall provide a list of OEM-certified technicians who will be
performing services under this Contract. The Project Manager also reserves the right to
request certification documents of each technician.
4. All calibration Work shall be performed according to the most recent procedures
established by the OEM. The Contractor shall confirm the consistency of the calibration
work by rechecking the same calibration Work per the manufacturer's recommendations.

6. Upon completion of the service work, whether maintenance or repair, the Contractor shall
affix a tag on the carbon monoxide monitors to specify the repair date and the name of the
technicians that performed the service.
QUALITY ASSURANCES
The Contractor shall be responsible for quality assurances therefore assuring that all Work
conforms to the specifications. The Contractor shall maintain an effective and economical quality
control program, planned and developed in conjunction with other Contractor functions necessary
to satisfy the Contract requirements. The quality control program shall establish and implement
procedures to ensure that only acceptable Work is presented to the Project Manager and shall
demonstrate both, recognition of quality requirements of the Contract and an organized approach
to satisfy these requirements. The program shall ensure that quality requirements are determined
and satisfied throughout all phases of Contract performance, including as applicable, purchasing,
fabrication, processing, assembly, testing, packaging, delivery and storage and shall provide for
the early and prompt detection of actual or potential deficiencies, trends, or conditions which would
result in unsatisfactory quality. The Contractor must be prepared to demonstrate to the Project
Manager's satisfaction that the quality control program is effective and in operation.
