Terms of Reference (TOR) for hiring GIS Consultant in proposed World Bank funded UDWDP Phase-II (P131235) BACKGROUND The Government of Uttarakhand through the Watershed Management Directorate (WMD) has proposed a credit from IDA for implementation of Uttarakhand Decentralized Watershed Development Project (UDWDP Phase-II). The Project Development Objectives would be to increase the efficiency of natural resource use and productivity of rainfed agriculture by participating communities in selected micro watersheds of the State of Uttarakhand. 1. The project objective would be achieved by (a) supporting sustainable natural resource management through treating watersheds comprehensively at micro-watershed level; (b) increasing productivity on arable lands through providing extension services; (c) increasing rural incomes through enhancing agribusiness development for target farmers and alternative livelihoods for vulnerable households; and (d) as needed, providing response to an eligible crisis or emergency in the target micro-watersheds. 2. Project Beneficiaries The project is expected to benefit about 76,050 households in the hills, ranging from 700 m to 2,500 m above sea level. In supporting comprehensive watershed treatment at micro-watershed level, the proposed UDWDP II, locally known as Gramya II would target 509 GPs, which are contiguous to the Gramya I supported GPs. This would enhance natural resource base and improve sustainability. The target GPs would be selected according to the Government of India’s Common Guidelines for Watershed Development Projects. In addition, the project would also support the farmer federations formed by Gramya I to ensure their sustainability. 3. PROJECT COMPONENTS I. Project Coordination 4. Project Duration: The project duration is for seven years. 5. GIS infrastructure - Watershed Management Directorate is also the Nodal agency to monitor all the watershed based project in the State. For this purpose a State Level Nodal Agency is also established with in WMD. WMD has also established GIS Lab having all important data as spatial data i.e. all watershed boundaries, MWS, SWS, WS and Catchments. WMD also procured Satellite data from NRSA covering whole of Uttarakhand, Digital data of Uttarakhand at 1:50,000 scale. Advanced GIS software and Hardware is available at WMD office. This office requires to extract different GIS and remote sensing based information from the available resources. For this purpose, the office needs to have the services of GIS experts. 6. Statement of objectives and deliverables : • Prepare Unit & MWS wise map of each division of completed, ongoing and proposed watershed development projects. • Link village information and inputs with maps and conduct analytical thematic map and analysis as required by the senior officers. • Analyze remote sensing satellite data and carry out change detection based on baseline data. • Give active support to SLNA/ externally aided watershed development projects (UDWDPII) for its day to day work. • Demarcate position of MWS, Villages, GPs covered by Centrally sponsored IWMP schemes 10. Scope of work : • Geo-referencing & Fusion of LISS-III - PAN Data received from NRSA, Prepare Landuse/Land cover maps of UDWDP-II & other areas. • Demarcate position of MWS, Villages, GPs covered under UDWDP-II project and also under IWMP. Locations / area where these project/ schemes are being implemented , have to be updated regularly. As and when information is received, the database shall be updated for further use. • Carryout change detection in UDWDP-II area using RS data procured from NRSA. • Rectify the divisional maps of UDWDP-II as per field verification. • Prepare Unit & MWS wise map of each division of UDWDP-II project and printing them at 1:25,000 scale. • Any other project related work assigned by WMD. 11. Schedule for completion of tasks : All works should be completed within stipulated time limit. Time of completion of each work may be overlap to one another. 12. Data, services and facilities to be provided by the Client: As consultant has to work at the premises of this office, at Dehradun, all Spatial and non spatial data will be available to him at this office. (In no case he or she will be allowed to carry any data outside the premises without written permission of authorities). 3 TOR GIS Consultancy UDWDP-II 13. Final outputs (reports,) that will be required of the consultant: Data in form of Coverages, Shape files, Geodatabase of all UDWDP-II areas and of whole Uttarakhand has to be generated/edited and updated at the Clint’s premises. Hard copies of maps will be given to field staff or any other person only after client’s permission. 14. Review committee to monitor the consulting firm’s work A review committee constituted by WMD would monitor and review the performance, quality and impact of the activities undertaken by the Consultant. The members of the review committee are as under: • Project Director, UDWDP-II • Additional Director (M&E), WMD. • Project Director (Administration), Watershed Management Directorate Dehra Dun. • Deputy Director, Monitoring & Evaluation. 15. Work station The consultants would be based in the Watershed Management Directorate, Dehradun and would make field visits to all project area as needed. 16. Duration of assignment The assignment would be for a period of 11 months and can be extended based on satisfactory report by review committee. 17. Terms of Payment Monthly, based on the satisfactory report from concern authority. 18. Ownership Watershed Management Directorate of Uttarakhand will have ownership of the data/maps. The consultants will have no right of claim to the products developed and shall not replicate them without prior consent of WMD. 19. Arbitration In the event of any dispute between the contracted agency and the district level functionaries of WMD, the Govt. of Uttarakhand will be the arbitrator. ------------------4 TOR GIS Consultancy UDWDP-II
