HLT Units of Competency in PUA12 Qualifications

The new First Aid units of competency and a skill set were endorsed by NSSC in July 2013
and are now available on http://training.gov.au They are:
 HLTAID001 - Provide cardiopulmonary resuscitation
 HLTAID002 - Provide basic emergency life support
 HLTAID003 - Provide First aid
 HLTAID004 - Provide an emergency First aid response in an education and care
setting
 HLTAID005 - Provide First aid in remote situations
 HLTAID006 - Provide advanced First aid
 HLTAID007 - Provide advanced resuscitation
 HLTAID008 - Manage First aid services and resources
 HLTSS00027 - Occupational First Aid Skill Set
The units are used in the new Children’s & Youth Services (CHC Community Services
Training Package) and the new Aboriginal and Torres Strait Islander Health Worker (HLT
Health Training Package) qualifications. As the rest of the qualifications in the CHC08
Community Services and HLT07 Health Training Package are reviewed, they will be
updated to contain the new First aid units. These training packages are maintained by the
Community Services and Health ISC.

RTOs issuing qualifications and statements of attainment for PUA12 qualifications and
units of competency must ensure they meet the packaging rules of the qualification or
unit being delivered. They must also ensure the First aid unit, being delivered and
assessed, is the one listed in the qualification, whether in the core or electives.
You will be able to continue using the First aid units included in PUA12 qualifications until
GSA updates them in the PUA training package and has it endorsed by the NSSC. At this
stage, we don’t intend to do that until we next submit the Public Safety Training Package
for endorsement in 2015.
To assist RTOs identify any potential gaps for candidates seeking recognition to meet their

How will GSA respond to the changes?
GSA is unable to undertake an ISC upgrade of PUA12 to amend the qualification and units
affected by the First aid units. An ISC upgrade is not allowed to update core units of
competency. To do this would require industry consultation and full endorsement. The last
submission date to the NSSC for non-streamlined material was 24th October 2013.
GSA has determined its work plan to implement the new standards for Training packages
across the Public Safety Training Package. The entire training package will require to be
transitioned to comply with the new standards. This will include the review of material in
PUA that contains First aid units of competency.
It is also a given that First aid units will continue to change in the future. To respond to
this, there is a range of options that will allow the new training package to be more
responsive to the changes in First aid requirements.
As GSA implements the new standards across PUA qualifications we will consult with
industry and consider a range of solutions to minimise the impact of future changes to
First Aid units (and indeed any other imported units) on users.
