Qualification Requirement
Basic Occupational Competence
Nautical or Marine Engineering degree or equivalent recognised qualification in Safety/ Quality.
ISM or Safety Auditor training (recognised by appropriate body)
Recognition of sound experience in place of formal qualifications is acceptable Computer literate and
familiar with Microsoft Office Packages including database applications
Basic Safety Requirement
Basic Offshore Safety Induction and Emergency Training (BOSIET) or CBSP
Certificate of Medical Fitness (ASO)
Basic Experience
Knowledge of marine and offshore operations, relevant legislation and class rules, and IT applications
Relevant experience in shipboard management and/ or safety related activities within the shipping or
offshore oil and gas industry.
Job Description
Definition
The HSE Officer Brasil is responsible for coordinating an effective and efficient HSE service to vessels and
for providing HSEQ Management service for the shore-based departments within OOS International.
The principle role of the HSE Officer Brasil is to advise on the safe and efficient management of vessels
in respect of health, safety and environmental protection.
The HSE Officer Brasil is to ensure that the shore-based departments and Shipboard Management are
updated on and made aware of changes to legislation, class rules and industry standards within their
area of competence as well as make recommendations for improvements on HSE related matters.
The HSE Officer will be expected to work proactively and deliver a seamless HSE service, providing
support where necessary to meet service quality requirements.
The HSE Officer works in close cooperation with the HSE manager Brasil and follows up in absence of the
HSE Manager
Responsibilities (Business Unit)
The HSE Officer Brasil shall assist the HSEQ Manager the development of the Business Unit’s online
Integrated Management System. In addition to the involvement in the Integrated Management System,
they have the following additional responsibilities:
Enhancement and improvement of the Management System, including documentation and records as
appropriate;
Responsibilities
The HSEQ Officer Brasil is responsible for the implementation of the Health, Safety, Security and
Environmental Protection Policies throughout all activities of Business Unit in any related part of the
Integrated Management System including management of formal documentation.
The responsibilities include, but are not limited to, the following activities:
Issuing professional advice to Office, Vessel and Shipboard Management teams, Safety Representatives
and other employees, and co-operating with all other management including the Safety Case Coordinator;

Acting on matters affecting or related to health, safety and welfare of marine personnel, regardless
whether employed by Company or sub-contracted and matters relating to environmental protection;
Analysing accident/ incident data from assigned vessel(s), participating actively in development of
improved safety systems at work and assisting in preparation of method statements;
keeps track of the HSE standards on board the vessels and takes appropriate and timely actions to meet
the required standards or to lift the standards to a higher level;
conducts QHSE&S audits according to the audit plan both onshore as well as on board the vessels and
writes audit reports;
initiates and develops new procedures, working instructions or Newsletter articles relating to QHSE&S
matters, whenever necessary to improve QHSE&S standards;
reviews new and adjusted safety and environmental procedures;
writes visit reports (vessels, clients etc);
verifies corrective or preventive actions based on incidents, inspections, audits, etc.
Keeps regular contact with clients if deemed necessary.
performs any other specific tasks assigned to him by the Management.
Authority
The HSE Officer Brasil reports to the HSE Manager Brasil
Special Duties
The HSE Officer Brasil is a member of the Emergency Response Team.
