EXPRESSION OF INTEREST FOR EMPANELMENT OF FIRMS/MANUFACTURER
TO SUPPLY HDPE VERMIBEDS UNDER ORGANIC FARMING IN RAJASTHAN
NHM AND RKYV SCHEME
A programme for providing subsidy to the farmers on HDPE VERMIBEDS is being
undertaken by the RHDS under NHM AND RKYV. In this programme, HDPE VERMIBEDS is to be
made available to the farmers on subsidized rates to make vermi composts. The norms of subsidy
for this programme is 50% of the cost of limited to rupees 8000 . One farmer is eligible for
getting for one vermibed.
Applications are invited for empanelment from reputed manufactures for Two years
(201415&2015-16 ) for supply of Agro textiles HDPE vermibed for vermiculture with ISI mark(IS15907:2010) to the farmers on subsidy at district level in the state.
The document with terms and conditions can be obtained free of cost from 20.08.2014 to
20.09.2014 till 12:00 noon from the office of the Mission Director, Rajasthan Horticulture
Development Society, Directorate of Horticulture, Room No. 360 Pant Krishi Bhawan, Jaipur,
Offers will be received up to 20.09.2014 till 1:00 pm and will be opened on the same day at 3:00
pm in the office of the Mission Director, RHDS, Jaipur.
The Mission Director reserves the right to the reject any offer without assigning any reason

TERMS AND CONDITIONS FOR REGISTRATION OF VERMIBED
(HDPE) MANUFACTURERS FOR THE YEAR 2014-15 &2015-16
( N.B Please read these instructions carefully before filling up the application form for
Registration. Incomplete or deficient applications are liable to be rejected without giving any
reason)
Applications are invited for empanelment of MANUFACTURERS/FIRM only for supply of ISI
marked HDPE vermibeds of 96 cft size (12x4x2)ft with IS -15907:2010 to the cultivators/ Farmers
at district headquarters of Rajasthan. Applicant firm should have valid BIS license in its own name.
It may be noted that this is not a Government purchase.
Applications for registration should be addressed to Mission Director, RHDS, Directorate of
Horticulture PANT KRISHI BHAWAN, Jaipur Room No. 360 . The decision to accept or reject the
application shall be with the Mission Director, RHDS, Jaipur.
The manufacturers/firms seeking registration for vermibeds in organic farming programme for
the year 2014-15 &2015-16 are required to submit the following documents:1. Duly filled application form for registration (performa enclosed)
2. Certified copy of valid BIS Licenses
3. Registration Fee of Rs 5,000/-in the form of Banker`s Cheque/Demand Draft payable in favour
of Mission Director, RHDS Rajasthan Jaipur
4. Bank Guarantee of Rs. 500,000 (Five Lakh only/-) duly pledged in favour of Mission Director,
RHDS Jaipur valid up to 31.12.2017 for due perfomance of contract and supplies, Such Bank
Guarantee, if invoked shall be en-cashable at jaipur.
5. A certified copy of applications/registration of trademark from the competent authority in
support of the brand for which the offer has been submitted.
6. The firms offering their rates will have to give the following undertakings on Rs. 100 Non
Judicial Stamp paper:"We hereby undertake to assure that any manufacturing defect in vermibed will be replaced
free of cost up to two years from supply. We further undertake that the rate of particular brand
of vermibed supplied will be same throughout the State".
If the Firm fails to comply the same; the bank guarantee shall be liable to be forfeited in part or
as a whole on merits. The firm will also be liable to be blacklisted/deregistration and may not be
registered in future for a period of three years",
7. The firm will have to furnish the copy of sales tax, registration certificate (RST/CST/VAT).
8. The firm will have to furnish the list with full address of district-wise authorized agents/dealers
in Rajasthan. such a list will also be supplied to the concerned Assistant Director
Horticulture/Deputy Director, Horticulture of the district after registration
9. The manufacturers have to produce their Internal Quality Assurance and Quality
Control(QAQC) plan.
10. The manufacturers should have atleast 3 years manufacturing experience of HDPE Vemibeds
of ISI marks (IS-15907:2010).
OTHERS TERMS & CONDITIONS
11. Manufacturing unit (factory) inspection may be done by the Departmental officials as and
when felt necessary by Mission Director to ensure the performance and quality of the
product,
12. A random sampling from the manufacturing unit or go down or authorized distributor/dealer
will be performed to ascertain the quality of supplies. Provision of third party inspection from
any authentic agency will also be kept so as to take samples and the testing done from a
reputed test houses for the same purposes. If three samples of any manufacturer fails, the
registration of the same will be withdrawn for rest of the financial year.
13. In the event of any complaint regarding supply of defective/sub standard material, the
manufacturers/firms shall have to rectify the defects within a period of 15 days. if the firm
fails to comply, the bank guarantee shall be liable to be forfeited in part or as a whole on
merits. The firm will also be liable to be blacklisted and will not be registered in future for a
period of three years.
14. Mission Director, RHDS , Rajasthan, Jaipur reserves the right to reject/cancel the registration
of manufactures at any time, if he is satisfied that it is desirable to do so in the interest of
farmers of Rajasthan after giving an opportunity of hearing to such an applicant. the decision
of Mission Director, shall be final and binding.
15. Approval for registration will be subject to any other conditions from time to time, which the
Mission Director, may feel necessary to safeguard the interest or farmers of Rajasthan.
16. Supply performed within 15 days of order, late supply charged is per GF and AR rules.
17. Specification details of HDPE vermibed:
Materials and tape- 340 GSM agro textile HDPE woven fabrics confirming to IS 15907:2010 ,
running across full height of bed made of same fabric as that of vermibed. The widh of HDPE tape
use in fabric shall be 1.20 mm minimum.
HDPE fabric and lamination thickness-Beds shall be manufactured by using suitable HDPE woven
fabric. The fabric shall be laminated with LDPE or suitable combination of LDPE & LLDPE melt of
coating grade on Peach side having thickness not less than 25 microns.
A 7- layer laminated fabric is produced using a combination of 3 layer of HDPE fabric and 4p
layers of coating film. The minimum thickness of sandwich lamination, which used for joined the
layers shall be 40 micros.
Size - 12 Feet(L)x4 Feet (W) x2 Feet(H) for 96 cft.
Sheet gauage (mass) -340g/m².
Net windows - 3 net windows, size of each to 260mm x 150mm on both side of bed.
Bottom outlet size-40mm x 100mm at the bottom in one corner.
No of support pocket- 14 pocket for inserting pegs.

(1) In consideration of the Rajasthan Horticulture Development Society (RHDS) (hereinafter
called "RHDS") having agreed to empanel for supply of ISI marked HDPE vermibeds M/s
-------name of firm/manufacturer/authorised dealer (hereinafter called "the said
Contractor(s)") under the terms and conditions of expression of interest issued for
empanelment to carry out supply of aforesaid HDPE vermibeds the farmers in Rajasthan,
depositing bank guarantee of Rs. 500000 (in words rupees five lacs only) valid up to 31st
December 2017 duly pledged in favor of Mission Director, Rajasthan Horticulture
Development Society, Jaipur for due performance of contract and supplies . In case if the
firm fails to comply, the bank guarantee shall be liable to be forfeited in part or as a whole
on merit and if invoked, shall be in-cashable at Jaipur. On production of a Bank Guarantee
for Rs. 500000/- (Rupees five lacs Only) we ...... Bank ........., Branch office ........, District
............ (Name of State) (hereinafter referred to as the "the Bank") at the request of M/s. ---------------- (firm/contractors) do hereby undertake to pay to the RHDS an amount not
exceeding Rs. 500000/- against any loss or damage caused to or suffered or would be
caused to or suffered by the RHDS by reason of any fails to comply by the said
Contractor(s) of any of the terms or conditions contained in the said EOI.
(2) We, the ........ Bank, Branch office at ......, District ........ (Name of State) do hereby
undertake to pay the amounts due and payable under this guarantee without any demur,
merely on a demand from the RHDS stating that the amount claimed is due by way of
deviation from the comply of terms & conditions or loss or damage caused to or would be
caused to or suffered by the RHDS by reason of breach by the said contractor(s) of any of
the terms or conditions contained in the said EOI or by reason of the contractor(s) failure to
perform the said work at any stage or in any manner whatsoever. Any such demand made
on the bank shall be conclusive as regards the amount due and payable by the Bank under
this guarantee. However, our liability under this guarantee shall be restricted to an amount
not exceeding Rs 500000/- (Rs. five lacs only).
(3) We undertake to pay to the RHDS any money so demanded notwithstanding any dispute or
disputes raised by the contractor(s) in any suit or proceeding pending before any Court or
Tribunal relating thereto our liability under this present being absolute and unequivocal.
The payment so made by us under this bond shall be a valid discharge of our liability for
payment there under and the contractor (s) shall have no claim against us for making such
payment.
(4) We, the .......... Bank , Branch office at ......, District ........... (Name of State) further agree
that the guarantee herein contained shall remain in full force and effect during the period
that would be taken for the performance of the said EOI and that it shall continue to be
enforceable till all the dues of the RHDS under or by virtue of the said EOI have been fully
paid and its claims satisfied or discharged or till Rajasthan Horticulture Development
Society (RHDS) certifies that the terms and conditions of the said EOI have been fully and
properly carried out by the said contractor(s) and accordingly discharges this guarantee.
Unless a demand or claim under this guarantee is made on us in writng on or before the
31.12.2017 shall be discharged from all the liability under this guarantee thereafter.
(5) We, the ......Bank, Branch office at ......, District .......... (Name of State) further agree with
the RHDS that the RHDS shall have the full liberty without our consent and without
affecting in any manner our obligations hereunder to vary any of the terms and conditions
of the said EOI or to extend time of performance by the said contractor(s) from time to time
or to postpone for any time or from time to time any of the powers exercisable by the
RHDS against the said Contractor(s) and to forbear or enforce any of the terms and
conditions relating to the said EOI and we shall not be relieved from our liability by reason
of any such variation, or extension being granted to the said Contractor(s) or for any
forbearance, act of omission on the part of the RHDS or any indulgence by the RHDS to
the said contractor(s) or by any such matter or thing whatsoever which under the law
relating to sureties would but for this provision, have effect of so relieving us.
(6) NOTWITHSTANDING ANYTHING HEREIN
(a) Our liability under this guarantee shall not exceed Rs.500000/- (Rupees five lacs Only).
(b) The Bank Guarantee shall be valid upto 31.12.2017.
(c) We are liable to pay the guarantee amount or any part of under this Bank Guarantee
only, if you serve upon us a written claim or demand on or before 31.12.2017
(7) We, ......... Bank, Branch office at ............, lastly undertake not to revoke this guarantee
during its currency except with the previous consent of the RHDS in writing.
