Program Description
Child First is an innovative, two-generation, home-based intervention that decreases the incidence of
serious emotional disturbance, developmental and learning problems, and abuse and neglect among
high-risk, very young children and their families. Child First has been designated by Health and Human
Services (HHS) as one of the 13 evidence-based home visiting models under the Maternal, Infant, and
Early Childhood Home Visiting Initiative (MIECHV). Child First uses a team approach that combines (1) a
psychotherapeutic, attachment-based, trauma-informed, dyadic intervention with (2) care coordination,
providing wrap-around services and supports for the whole family. Most families have experienced
multiple challenges, including poverty, violence, depression, substance use, and homelessness.
Child First has a statewide Network of 14 affiliate agencies in Connecticut, giving it a presence in all
geographic Areas defined by the Department of Children and Families (DCF). Child First will soon be
expanding to other states. The Child First Central Program Office (CPO) oversees and supports the Child
First Network of these affiliates.
Summary of Position
The Data Specialist will play a key role in the development of a new customized Electronic Health Record
(EHR) using the CareLogic SaaS application to capture all required Child First clinical and administrative
data elements. The time sensitive process will require this individual to understand the Child First
model, work as a member of a team to define required data, and create an electronic workflow. This
professional will work with each Child First affiliate agency to ensure that sites provide the Central
Program Office with accurate, complete and timely data the existing Metric and Assessment Scoring
databases and make a successful transition to the new EHR.
The Data Specialist plays a critical role in supporting ongoing data collection and data management from
all affiliate sites implementing the Child First model. The Data Specialist reports to the Data and Quality
Enhancement Manager who heads the Data Team at the Child First Central Program Office (CPO). The
Data Team works with the CEO, Managing Director, and CPO Clinical Leadership, as well as the Child First
Evaluation Team as needed. This new position provides a highly motivated and creative professional an
opportunity to help build a new, more robust data system for Child First as it begins to expand
nationally.
Job Description
The primary responsibilities of the Data Specialist are:
Build, implement and maintain the Child First Electronic Health Record system
 Document clinical workflow in preparation for customizing the CareLogic solution for Child First
needs
 Create configurable forms and service documents using the CareLogic solution

Work with Qualifacts to set-up the Child First module with existing and future Child First
affiliates
Monitor the use of the EHR
Provide technical assistance to design custom EHR reports to meet the data needs of the Child
First Central Program Office and its affiliate agencies
Act as an agency contact for the Qualifacts Support Team
Assist in the training of site-designated EHR trainers; support end-user training and introduction
of new features
Provide ongoing support to the EHR users using phone, e-mail, and web support tools
Manage Metrics Database and Support Assessment Scoring Database
 Ensure sites are entering required data into Metrics and Assessment Scoring database until data
is reliably collected through the new EHR or other means
 Identify data discrepancies and errors
 Format monthly Metric reports and quarterly outcome reports for all sites
 Working closely with the Data, Evaluation, and QI Team, to create a tracking and reporting
system for all information required from sites to benchmark against standards for accreditation
Data Reporting
 Work closely with the Data and Quality Enhancement Manager to ensure that funders and state
contractors receive all required data reports, including MIECHV reporting and timely and
accurate data reporting to DCF’s PSDCRS system
 Provide other data, statistics, and/or reports requested by the Child First Central Program
Office, Department of Children and Families, Department of Public Health, Office of Early
Childhood, or other funders
 Provide data reports to Child First affiliate agencies and evaluators
Required Education and Skills














Bachelor’s Degree required (Masters Degree preferred) in public health, public administration,
biostatistics, social work, child development, psychology or a closely related field
Demonstrated experience in the use of an Electronic Health Record database
Demonstrated experience in improving or creating efficient data collection processes & procedures,
preferably in an electronic environment
Proficient in Microsoft Excel, including familiarity with database features
Experience in Crystal Reports a plus but not required
Comfortable training individuals with varying levels of technical knowledge
Keen analytic, organizational and problem solving skills
Excellent interpersonal skills and ability to work as a member of multiple teams
A multi-tasker with the ability to respond to changing priorities in a fast-paced environment
Excellent verbal and written communication skills
Strong writing skills to be able to document system and create training materials
Excellent time management skills and ability to meet rapid deadlines
Willingness to travel to sites across Connecticut to provide technical assistance in data collection,
cleaning and database problem solving; possible travel to other states
