Submit Reportable Lab Results to MDSS

The Michigan Disease Surveillance System (MDSS) is a web
web-based
based system that allows for the
electronic capture of disease data for the tracking and case management of communicable disease.
MDSS fulfills the physician communicable disease reporting requirements and has the ability to
receive HL7 laboratory reports using LOINC and SNOMED codes for lab tests and lab results,
respectively.
Meaningful Use and MDSS
Meeting MDSS’s One Test and Follow
Follow-Up Submission criteria will:

Allow Eligible Hospitals (EHs) to meet Menu Measure 8 of Stage 1 MU
Meeting MCIR’s Ongoing Submission criteria will:

Allow EHs to meet Core Measure 14 of Stage 2 MU
Instructions:
Stage 1, Year 1
1. Before registering to test and submit:
a. While Eligible Professionals (EPs) may certainly register to submit their normal
reportable conditions electronically, please be aware that the procedures given here
are primarily for Eligible Hospitals (EHs) to submit their Reportable Labs to meet the
appropriate EH Meaningful Use measure.
b. Download and read carefully the MDSS Meaningful Use Guide available using the

2. Register for testing or ongoing submission in the Public Health Testing Repository (PHTR).

3. Once your registration is validated, you will be put in contact with MDSS personnel, who will
walk you through the next steps for your test message.
4. If you are already submitting your electronic llab
ab reporting to MDSS via a legacy system, this
might count as a completed test message. Note that MDSS will be migrating hospitals to an
HL7 2.5.1 connection, which is required for full Ongoing Submission in Stage 2.

5. Once you have sent a test submission tto
o the MDSS Validator tool, Medicaid EHR staff will be
notified and send you a letter confirming the reception of your test message. Save this letter
for your Meaningful Use audit records to verify that you completed the test.
Stage 1, Year 2
1. You must either contact [email protected] or log in to the PHTR to register your intent
to move to Ongoing Submission with MDSS. (Note: Logging in to the PHTR is not yet available.
Please check back for updates on how tthis
his will work.) This will take care of the registration of
intent requirement for you in Stage 2.
2. If you need to add or remove any EH to or from your existing PHTR registration, please contact
[email protected]. (Note: Once PHTR login is avai
available,
lable, you will be able to
make these relevant edits yourself.)
3. Once you have contacted the MDSS staff per Step 1, they will provide further instructions on
how to proceed with sending a follow
follow-up message.
4. You MUST submit at least one test message per calendar quarter of your EHR Reporting
Period. (In 2014, this will be at least one message during the calendar quarter selected for the
shorter EHR Reporting Period.) Beginning in Stage 1 Year 2, these test messages MUST be sent
through a sub-state Health Information Exchange (UPHIE) through the Michigan Health
Information Network (MiHIN).

5. If you fail to submit a test message at least once per calendar quarter of the EHR reporting
period, you will receive warning communications from MDSS by ee-mail.

6. Once it has been verified that you are still actively engaged in testing and validation at the end
of your EHR reporting period, yyou

EHR reporting period for your Meaningful Use audit records.
Stage 2
1. If you have not yet registered intent to move to ongoing submission, you must either contact
[email protected] or log in to the PHTR to register your intent to move to Ongoing
Submission with MDSS. (Note: Logging in to the PHTR is not yet available. Please check back
for updates on how this will work.) You MUST complete your registration of intent by the 60th
day of your EHR reporting period.

6. When MDSS judges the quality of the message and transport to be sufficient to move to full
Production submission with MDSS (i.e. the EHR will be fully electronically reporting to MDSS
and not just testing anymore), MDSS will set the “Testing” flag on inbound messages to a
“Production” Flag and begin production on a particular date. This production date will be
provided on an updated confirmation letter that will be sent by MDSS immediately. Providers
will not need to waitt until the end of an EHR reporting period for a MDSS Production
confirmation letter.
7. In future years after production is reached, as long as the provider remains in ongoing
submission of reportable lab messages to MDSS, the EH will continue to receive confirmation

notifications at the end of the EHR reporting period.
