Pledge of Allegiance.
Meeting called to order by President.
The Parish School Board of the Parish of St. Helena, State of Louisiana,
met in a Regular Session at its regular meeting place, the St. Helena Parish
School Board Office, October 9, 2014 at 6:54 p.m. with President, Mr. Edward
Galmon, presiding.
Roll Call:
Present:
Ms. Joyce Porter, Mr. Edward Galmon, Ms. Linda Chaney,
Mr. Willie G. Lee, Mrs. Virginia Bell, Mr. Alton Travis.
Absent:

Item C:
Approve Board Minutes
Mr. Alton Travis made the motion, seconded by Ms. Joyce Porter to
approve the minutes of the September 11, 2014 Committee meetings and
September 11, 2014 Regular Board meeting collectively. SIX YEAS (Porter,
Galmon, Chaney, Lee, Bell, Travis). NONE ABSENT. NO NAYS. MOTION
CARRIED.

Approve Agenda
Ms. Joyce Porter made the motion, seconded by Ms. Linda Chaney to approve
the agenda. SIX YEAS (Porter, Galmon, Chaney, Lee, Bell, Travis).
NONE ABSENT. NO NAYS. MOTION CARRIED.
Item E:
Superintendent’s Report
Dr. Joseph gave a report to the board and community on the following
items:
• Act 833 which gives LAA2 students the opportunity to receive a high
school diploma went into effect on August 1, 2014
• St. Helena would be receiving $50,000 through Act 3 Early Childhood
Initiative to service at risk four year olds
• St. Helena Arts and Technology Academy celebrity partner, Alfre
Woodard is scheduled to visit the academy on October 13, 2014
• St. Helena College and Career Academy athletic department submitted
a video for the Power Up Your Athletic Program contest. The winning
video will receive $4,000 for their school
• DOW Partnership has been extended to include FIRST LEGO League
and You Be The Chemist Competitions
• Shared the District Progress Report document
• Shared the College and Career Guide
Item F:
Construction Update
Ms. Virginia Bell made the motion, seconded by Ms. Joyce Porter to
receive report #44 for the week ending October 10, 2014 from Volkert, Inc.
on the construction projects at St. Helena College and Career Academy. SIX
YEAS (Porter, Galmon, Chaney, Lee, Bell, Travis). NONE ABSENT. NO
NAYS. MOTION CARRIED.
Item G:
Committee Reports
Ms. Linda Chaney made the motion, seconded by Ms. Joyce Porter to
approve the following items collectively:
1)
Addition of a coaching position at St. Helena Arts & Technology
Academy ($2000 yearly stipend)
2)
Change order requests from Ragusa Construction:
• Change Order 21 - $0.00 no cost – Substantial Completion date
remains 11/21/2014
Due to the placement of the grease trap at the NW corner of the
gymnasium, the concrete ramp that was to be located on the NW
side of the gymnasium will now be located wholly on the N side of
the gymnasium (purpose of change order is to place this change
into the contract documents).
• Change Order 22 - $1,965.00 - Substantial Completion date
remains 11/21/2014
Cost to add fire alarm wiring between the existing fire alarm
control panel in the back of the auditorium to the fire alarm
control panel in the Junior Division building
• Change Order 23 - $13,861.00 total
$7572.00 - Cost to extend existing conduits, create new circuits
& complete connections to basement receptacles on both the N
& S sides of the gymnasium
$5,597.00 – Cost to add & complete column furr downs in
gymnasium
$692.00 – Cost to demo existing furr down in Room B-113, install
two louvers in doors in Room B-113

Change order to Patriot Industries for $32,131.13 for additional
work completed at the football field at multipurpose center (former
middle school campus)
4)
2014-15 Professional Services contracts with Computer Consulting,
Inc. for $58,000 annually
5)
Building Use Agreement between Rev. Sedrick Perkins, Sr.
representing Antioch Full Gospel Baptist Church of Greensburg
and St. Helena Parish School Board to use the SHCCA cafeteria
on October 19, 2014

Central Office, 354 Sitman Street, Greensburg, LA 70441.
