COMMISSIONER PROCEEDINGS
MAY 19, 2014
GRANT, NEBRASKA
The regular meeting of the Board of Commissioners of Perkins County, Nebraska, was held at
8:30 a.m. in the County Courthouse in Grant, Nebraska.
Present: Commissioners Steve Tucker, Sid Colson, Leon Pankonin, County Attorney Richard
Roberts, and Clerk Rita Long.
Chairman Tucker called the meeting to order at 8:30 a.m. It was announced that notice of this
meeting had been published in the Grant Tribune-Sentinel on May 15, 2014. Chairman
announced the location of the Open Meetings Act Poster in the Commissioner’s Room.
Commissioner Pankonin made the motion to approve the minutes of May 5, 2014, meeting as
published in the Grant Tribune-Sentinel. Commissioner Colson seconded, roll call vote, 3 ayes,
motion carried. The agenda was reviewed. Motion was made by Commissioner Colson to
approve the continuing agenda, seconded by Commissioner Pankonin, roll call vote, 3 ayes,
motion carried.
8:45 a.m. Opened Public Forum and closed at 9:30 a.m.
9:06 a.m. Ted Tiejten was present to report that he has resigned from the Southwest Nebraska
Resource Conservation and Development Board.

New Business:
Board Member Sid Colson introduced and moved the adoption of the Resolution 2014-17
with a 15 year maturity, a full copy of which is attached hereto as Attachment 3:
A RESOLUTION OF THE BOARD OF COMMISSIONERS (THE “BOARD”) OF PERKINS COUNTY,
NEBRASKA (THE “COUNTY”) AUTHORIZING THE ISSUANCE BY THE COUNTY OF ITS HIGHWAY
ALLOCATION FUND BONDS, SERIES 2014, IN ONE OR MORE SERIES AND IN AN AGGREGATE
PRINCIPAL AMOUNT NOT TO EXCEED ONE MILLION NINE HUNDRED THOUSAND DOLLARS
($1,900,000) FOR THE PURPOSE OF PAYING THE COSTS OF CONSTRUCTING AND IMPROVING
CERTAIN ROADS AND OTHER APPURTENANT RELATED IMPROVEMENTS OF THE COUNTY;
PRESCRIBING THE FORM OF SAID BONDS; AUTHORIZING THE CHAIRPERSON OF THE BOARD
OR THE COUNTY CLERK TO DETERMINE THE AGGREGATE PRINCIPAL AMOUNT, THE
MATURITIES AND THEIR RESPECTIVE MATURITY DATES, THE INTEREST RATES, THE
REDEMPTION PROVISIONS AND OTHER TERMS RELATING TO SAID BONDS, TO ENTER INTO A
CONTRACT ON BEHALF OF THE COUNTY FOR THE SALE OF SAID BONDS AND TO DESIGNATE A
REGISTRAR AND PAYING AGENT WITH RESPECT TO SAID BONDS, ALL AS PROVIDED AND
SUBJECT TO THE TERMS HEREIN; PLEDGING FUNDS TO BE RECEIVED BY THE COUNTY FROM
THE STATE OF NEBRASKA HIGHWAY ALLOCATION FUND FOR THE PAYMENT OF SAID BONDS;
PROVIDING FOR THE LEVY AND COLLECTION OF TAXES TO PAY THE SAME IF NECESSARY;
AUTHORIZING THE DELIVERY OF THE BONDS TO THE PURCHASER THEREOF; DESIGNATING THE
BONDS AS QUALIFIED TAX-EXEMPT OBLIGATIONS; ADOPTING CERTAIN POST-ISSUANCE
COMPLIANCE PROCEDURES RELATING TO SUCH BONDS; AND AUTHORIZING CERTAIN ACTIONS
AND DOCUMENTS AND PRESCRIBING OTHER MATTERS RELATING THERETO.
The foregoing Resolution 2014-17 having been read, Board Member Leon Pankonin
seconded the motion for its passage and adoption, and after discussion the roll was called and
the following Members of the Board voted in favor of the passage and adoption of said
Resolution: Sid Colson, Leon Pankonin and Steve Tucker. Said Resolution having been voted
upon favorably by all members of the Board, the same was by the Chairperson, declared passed
and adopted.
Commissioner Pankonin moved to approve the CDBG fund drawn down #12 and have
Chairman sign. Commissioner Colson seconded the motion, roll call vote, 3 ayes, motion
carried.
County Attorney Richard Roberts gave information on the tax foreclosure property described as
West 51 feet of Lots 1,2 and 3, Block 9, in Ziemer’s Addition to the Village of Venango,
Perkins County Nebraska.
Commissioner Colson moved to not act upon the appeal on the unemployment claim with the
Nebraska Department of Labor on Darrell Patten. Commissioner Pankonin seconded the
motion, roll call vote, Colson, yes, Pankonin, no, and Tucker, yes, 2 yes and 1 no, motion
carried.
The B. Maddux pending litigation, the Overlay for District 1 and the new hire for District 3
roads will be forwarded until June 2, 2014.

Bob Tatum gave his reports. Commissioner Pankonin moved to write off ambulance billing for
customer #13-8V. Commissioner Colson seconded the motion, roll call vote, 3 ayes, motion
carried.
10:57 a.m. Clerk
Rita Long reported that the 2014 Primary Election on May 13th, 2014, had over 50% turnout for
Perkins and that everything went well.

Claims submitted to the County Board were reviewed. A motion was made by Commissioner
Colson to approve the claims except to table the claim for Barbara Maddux for $1,000.00,
seconded by Commissioner Pankonin, roll call vote, 3 ayes, motion carried.
12:11 p.m. Treasurer
Pat Kroeker requested transfer of funds. Commissioner Pankonin moved to adopt Resolution
2014-18 to transfer funds from County General to County Roads, Commissioner Colson
seconded, roll call vote, 3 ayes, Resolution Adopted.
Commissioner Colson moved to adopt Resolution 2014-19 for the County Treasurer to issue
Tax Sale Certificates on those parcel upon which there are two years’ Real Estate taxes
delinquent. Commissioner Pankonin seconded, roll call vote, 3 ayes, Resolution Adopted.
A change in pledge collateral and a CD report was also given.
The next regular meeting will be held on Monday, June 2, 2014, at the Perkins County
Courthouse in Grant, Nebraska.
12:17 p.m. Commissioner Pankonin made the motion to adjourn the meeting, seconded by
Commissioner Colson, roll call vote, 3 ayes, motion carried.
