PREFACE
A message from Federal Minister Alexander Dobrindt to be published in the program of the 10th International
Motorcycle Conference in Cologne on 29 and 30 September 2014
This year marks the 10th anniversary of the International Motorcycle Conference in Cologne. The Conference has developed into a key event for the
exchange of knowledge in the field of scooter and motorcycle safety. The
high quality of the many presentations and the large number of international
participants representing academia, the research community, public authorities as well as the motorcycle industry speak for themselves. I was therefore
delighted to become the patron of this Conference. This anniversary provides
me with an excellent opportunity to thank the organizers of this event, the
Institute for Motorcycle Safety (ifz), for their commitment.
To me, as the Federal Minister of Transport and Digital Infrastructure, increasing
road safety for motorcyclists is a major concern. Statistics show that motorcycAlexander Dobrindt, MdB
lists still have a very high accident risk. This means that we will have to continue

our intensive search for appropriate measures to increase the safety of this
means of transport, which fascinates so many people. A study commissioned
by my Ministry has shown that anti-lock braking systems (ABS) on motorcycles have great potential for preventing accidents or mitigating their consequences. I therefore very much welcome the fact that, within the European Union, all new motorcycles with a power output exceeding 11 kW or a cubic capacity exceeding 125 cc
will have to be equipped with ABS as from 2016.
Urban mobility will increasingly be electrified - and a considerable part of it will be on two wheels. Electric scooters and motorcycles are becoming more and more popular. They already provide their users with individual
and efficient mobility - not least thanks to their typical characteristics such as low weight and low costs. There is
one rule that of course also applies to electric scooters and motorcycles: The focus must be on increased safety.
I wish the 10th International Motorcycle Conference in Cologne every success and all participants new and
interesting insights.

With this tenth conference in the row of international ifz motorcycle conferences we are celebrating an anniversary. The first conference was held in
the year 1991 in Bochum. Its forerunners were events such as the Bochumer
Zweirad-Workshop (Bochum Two-Wheelers’ Workshop) or the Motorcycle
Forum “Faszination und Sicherheit” (“Fascination and Safety”).
All our events involved international contributors – which means that they
offered a look beyond the national realities. This has been and still is a good approach, as motorcycle safety does not end at the frontier, we’re all involved in it!
Motorcycling and the research on the improvement of motorcycle safety
forms a bond. This is because those who are working on it are interested in a
constant flow and exchange of knowledge. And this exactly is the point our
conference is aiming at: gaining new insights, getting to their bottom and
discussing them among other experts.
What could be a stronger signal of recognition and importance of a conference than the support of a Federal Ministry. As this year’s conference is held under the auspices of Federal
Minister Alexander Dobrindt (Member of the Bundestag), I would like to expressly thank him for his commitment
and willingness to support us. In addition I am pleased to welcome a whole lot of partners at our side who I
want to particularly thank for this year’s support: the Motorcycle Safety Foundation (MSF) from the USA, the
European (ACEM) and the German Industry Association (IVM), the German Road Safety Council (DVR) and
Koelnmesse. Last but not least I thank the members of the scientific advisory board who – as usual – spared no
efforts to select the 23 most interesting papers out of a huge number of contributions that were handed in.
Dear ladies and gentlemen, this two-day conference will offer you the opportunity to get to know the latest
results from the field of motorcycle research and furthermore have inspiring discussions with specialists and
experts. So please feel invited to actively help shape this conference. I look very much forward to personally
welcoming you on September 29 – 30, 2014 in Cologne.
