This topic will explore the possible scenario of BIM regulatory
framework for Malaysian Construction Industry. A few countries
in the world have made BIM mandatory for public projects. a
neighbouring. Country has made it mandatory for all public &
private projects within a stated time frame. What would the
situation be like for Malaysia? How different is the Malaysian
scenario and will there be any incentives for BIM adoption? These
are some burning questions that need answers.
The changes Building Information Modeling (BIM) brings to the
designers in the way they are designing have set an impact to how
the quantity surveyors should respond to it. The implications of
this new technology waves have also affected the Institution of
Higher Learnings offering QS programmes. This inevitably
requires BIM inputs in the structure of the programme in order to
equip the students with BIM knowledge and skills. This talk will
focus on the impacts of BIM to QS education in the Institution of
Higher Learning and its challenges. The participants will also be
presented with Royal Institution of Surveyors Malaysia (RISM)‘s
efforts in institutionalising BIM education in our industry.

4. ELEMENTAL DESIGN ANALYSIS (EDA)

Based on the recent 18th PAQS Congress 2014 in Hong Kong from
7–10th June 2014 and BCA-NUS-SISV-bSS BIM QS Conference 2014
held in Singapore on the 10th July 2014, this talk will highlight the
BIM journey and experiences of some countries around the world
that includes Singapore, Australia, Hong Kong, Korea and of
course, Malaysia. It will particularly focus on the 5D BIM, legal
implications, interoperability of quantity surveying functions in
building projects with BIM as well as the challenges and
opportunities that BIM pose. Are the rumours of Quantity
Surveying extinction or redundancy true with the impact of BIM
adoption? What are the potential and future directions of BIM for
the Quantity Surveyors?
EDA is the analysis of the architectural and structural design
parameters of a building already planned or built and for which
priced bills of quantities (the ‘Priced BQ’) is available; this
analysis is on the basis of elements and establishes a set of data
which reflects the design parameters of architectural and
structural parts of the building via analyzing the Priced BQ. The
set of data, thus established, is used in producing a cost plan for
the future similar type of building at its initial design stage. It is
safe to assume that most of the QS practitioners have used some
forms of EDA for estimating purposes at the design stage of a
project but lack a holistic approach. Therefore, this talk aims to
show a holistic approach towards the creation of a proper EDA.

PROFILE
Pn SHARIFAH NORAINI NOREEN SYED IBRAHIM AL-JAMALULLAIL
Sr. Quek Jin Keat is Chair of the Building Information
Modelling Technical Committee, Quantity Surveying Division,
Royal Institution of Surveyors Malaysia and Secretary of the
BIM Technical Committee, Pacific Association of Quantity
Surveyors, comprising of 14 member countries in the Pacific
region. He is also member of the BIM Steering Committee of
the Construction Industry Development Board, an agency in
Malaysia.
A registered quantity surveyor and chartered surveyor, he has more than 33 years
of industry experience including 8 years in academia. He has presented papers on
BIM in Brunei, China, Hong Kong, Malaysia and Singapore. In the 1990s, he
proposed a method of statistical analysis for tender evaluation which was
subsequently adopted by a public agency. He is currently a Project Director with
KPK Quantity Surveyors Sdn. Bhd., an affiliate company of Aecom, after retiring
from an infrastructure group.
Sr CHIN KEH LIANG
Sr Chin Keh Liang graduated from Heriot-Watt University, UK
with a B.Sc. (Hon) degree in Building Economics and Quantity
Surveying in 1977 and is a member of RISM and a Fellow of
RICS.
After an approximately aggregate total of six years of postgraduation working experience with the JKR as site QS,
Baharuddin Ali & Low as Senior QS and Jurutama Sdn Bhd as
site Project Manager , he started a sole proprietorship offering
quantity surveying and claim consultancy services in 1984 and through the various
transformation and venturing into other related business in the past 30 years, he is
now Director of JUB Central Sdn Bhd, Advisor to Perunding PCT Sdn Bhd and the
Managing Director of Masterbill System (M) Sdn Bhd.
His experience ranges from the QS consultancy services, claim consultancy services,
project management services to marketing of QS software. He is presently a member
of RISM BIM sub-committee and a strong proponent of Elemental Design Analysis
(EDA) and New Rules of Measurement Malaysia (NRMM).
Pn. Sharifah Noraini Noreen is the Co-Chair for the
Building Information Modelling (BIM) and Quality
System Value Management (QSVM) Sub - Committee for
Quantity Surveying Division of the Royal Institution of
Surveyors Malaysia (RISM).
She is the Senior Project Manager in Perunding DMA Sdn.
Bhd., a consultant QS firm. She holds a B.Sc. (Hons) in Quantity Surveying
(Second Class Upper) from University of the West Of England, UK in 1992 and
Masters of Science degree in Information Technology from University of
Warwick, United Kingdom in 1994. She is elected by the Construction Industry
Development Board Malaysia (CIDB) as one of the Technical Committee member
for Affordable Building Information Modelling Programme, whilst being a
registered Member of the Institute of Value Management Malaysia (IVMM) and
Member of the Malaysian Asset and Project Management Association (MAPMA).
She has over 19 years of hands on experience in the construction industry and
has been involved in many conglomerate projects. In March 2013, she conducted
a survey and research titled “Building Information Modelling Awareness and
Readiness Among Quantity Surveyors and Quantity Surveying Firms” for RISM
together with Dr. Kherun Nita Binti Ali (Head of Department of Quantity
Surveying at the Faculty of Built Environment, University Teknologi Malaysia,
Johor Bahru) and other members of the RISM BIM Technical Sub-Committee. A
second survey is being conducted now in 2014 to analyse the progress of BIM
adoption.
Dr. KHERUN NITA ALI
Dr. Kherun Nita Ali is the Head of Department of Quantity
Surveying at the Faculty of Built Environment, Universiti
Teknologi Malaysia, Johor Bahru. She obtained her PhD
and Masters degree in Information Technology
Management in Construction from the University of Salford,
UK in the year 2004. Currently active in research related to
Building Information Modelling (BIM), she is a member of
RISM BIM Technical Committee which she is also the Head
of BIM Education and Research Sub-Committee and a
member of CIDB BIM Academia Sub-Committee.
