draft rules of SAC, SVC, SIC

JAMMU: Division Bench of
Jammu and Kashmir High
Court, comprising Chief
Justice M.M Kumar and
Justice Muzaffar Hussain
Attar, expressed its displeasure
over the non-providing of the
staff/investigating wing to the
State Accountability Commission after going thro-ugh both
the status reports.
The Division Bench sought
specific time frame for notifying the rules and making the
appointments.
The directions came in a
much publicised PIL, originally filed for seeking sanction in
corruption cases wherein
IAS/IFS/KAS officers were
involved. A fresh application
was also filed, highlighting
inadequate staff and infrastructure for the State
Accountability Commission,
State Information Commission and State Vigilance
Commission.
Advocate Sheikh Shakeel
Ahmed, appearing for the petitioners, Sheikh Mohammad
Shafi and Prof S.K Bhalla
invited the attention of the
Court to the status report filed
by the J and K State
Accountability Commission
wherein the Commission stated that the State Government
doesn't seem to be serious in
providing staff to the
Commission. Moreover, the
Investigation Wing has also
not been provided to the commission for conducting enquiries into the complaints of corruption, the petition pleaded.
The status report filed by
General
Administration
Department was also read in
the court wherein it was stated
that Department of Law,
Justice and Parliamentary
Affairs has already taken-up
the matter with Home
Department with regard to the
providing of Investigating
Wing to SAC vide communication dated 21st Sept, 2011, followed by reminders dated 28th
Sept, 2012, 3rd May, 2013 and
latest by 18th Feb, 2014.
Senior Additional Advocate
General Gagan Basotra produced a copy of the draft rules
providing mode and method
for filling various Gazetted and
non-Gazetted posts for SAC.
The Division Bench examined
the draft rules in the open
Court and issued the directions. The hearing of this PIL
was later deferred till
Thursday.
The Division Bench was also
apprised about the cabinet
decision No 26/03/2014 dated
8th Feb, 2014 wherein the
State Cabinet did not agree
with the creation of 82 posts
for newly created State
Vigilance Commission. JNFss

692 of HSP-II (Class 12th) 2014/Annual Regular,

Hrs on 14/03/2014 for the following work. Last date for receipt
of application is 10/03/14 upto 1600 Hrs & sale of tender shall
be stopped on 11/03/14 upto 1600 Hrs.
2. Details of works is as under:i) C/o Guard room along with the front wall BSF Campus
Chanpura THQ 16 BN under SHQ BSF Kupwara, Estimated
Cost Rs 776266/-, EMD Rs 15525/- to be drawn in favour of

3. Tender will be opened on 14/03/2014 at 1630 Hrs in the
office of DIG SHQ BSF KUP. Earnest Money in the shape of
BD/CDR of scheduled bank Guaranteed by the Reserve
bank of India should be submitted along with tender as mentioned above respectively.
4. The tender documents can be taken from Account Branch of
HQ DIG SHQ BSF KUP on any working day on production
of original valid enlistment, PAN Card & payment of Rs.
500/- (non-refundable) for each document.
5. In case if there happens to be holiday/Band call on 14/03/14,
the tender will be opened on the next working day.

3. The tender of the Contractor who does not deposit earnest money in
prescribed manner the Tender forms will not be issued. The competent authority reserves the right to reject any Tender without assigning
any reason.
4. Name of work will be mentioned on the top of enveloped by the
Contractor.
5. If Tender opening/selling date happening to be the Government holiday or closed day the same will be sold or opened on next working
day.
6. Tender will be issued to the contractors who produce definite proof for
having executed 03 similar works each of value not less than 40% of
estimated cost or 02 similar works each of value not less than 50% of
estimateed cost or 01 similar works not less than 80% of estimated
cost in last seven years.
7. Tender will not be issued to the contractors who does not deposited
the work tax of departmental works.
