Biography: Mingchun LUO
Dr Mingchun Luo is Director of Consulting and group leader with Arup. He has many
year experiences in fire research, fire modelling, and fire safety design. His research
experiences covered with extensive areas of fire safety issues. He has extensive
publications in international journals and conferences and was an invited speaker in
various conferences.
Dr Luo has involved in the development of Australian Fire Engineering Code from 1993
to 1997. He was a member of the advisory committee for implementation of
performance-based design in Shanghai and Beijing. He led a team to carry on a
consultancy study on “Fire Engineering Approach and Fire Safety in Buildings” for
Buildings Department, Hong Kong from 2002 to 2012, which resulted in the Code of
Practice for Fire Safety in Buildings 2011.
Dr Luo involved in many major developments in East Asia, including the Beijing
Olympic projects, Shanghai Expo projects, high speed rail stations, airport terminals,
underground stations / tunnels, super high-rise buildings, casino entertainment
facilities, etc.
Dr Luo is a Chartered Fire Engineer, a member of IFireE and a committee member of
HKIE Fire Division.
