In 2013-14, the Labour and Welfare Bureau (LWB) allocated $53,000 to SDC again for organising a wide range of public education activities on rehabilitation in support of the “IDDP 2013” and for promoting the “Convention on the Rights of Persons with Disabilities” (the Convention). In addition, SDC endorsed a grant of $35,000 to the Working Group for organising a large-scale carnival under the rehabilitation theme. 3. The activities of “IDDP 2013” had been completed successfully. Details of the activities were summarised as follows: (a) “Free Transportation Day cum Free Enjoyment Day for Museum and Swimming Pool Facilities under Leisure and Cultural Services Department (LCSD) and Free Visit to Hong Kong Wetland Park for Persons with Disabilities (PWDs)” and “Free Enjoyment of Leisure and Cultural Facilities Day for PWDs” had been held on 10 November 2013 (Sunday) and 22 November 2013 (Friday) respectively. Approval had been given to one rehabilitation institution in the Southern District to enjoy leisure and cultural facilities free of charge; (b) “Ocean Park Fun Day” was held on 23 November 2013 (Saturday). A total of 300 admission tickets had been allocated to 18 rehabilitation 2 institutions in the Southern District; and (c) “Central Celebration Ceremony” was held successfully at the Piazza, Kowloon Park, in the afternoon of 1 December 2013 (Sunday). 4. Apart from the aforesaid activities, the Working Group had effectively utilised the allocations from LWB and SDC for organising the activities as set out below. The total expenditure incurred in 2013-14 was $76,780.3, with detailed breakdown as follows: Activity 1. Ocean Park Fun Day - Light meal ($30 x 300 persons) 2. Allocation for public education activities on rehabilitation in the Southern District 3. Promotions / activities in support of IDDP by 18 District Councils 4. Due to accounting and administrative reasons, Shine Skills Centre (Pokfulam) had decided to forfeit the right of reimbursement with LWB for the expenditure incurred in the above activity. 3 Core Activities of IDDP for 2014-15 5. The “Organising Committee for the IDDP 2014” set up by the Hong Kong Joint Council for People with Disabilities and the Hong Kong Council of Social Service held its 1st and 2nd preparatory meetings on 29 January and 23 April 2014 respectively. At the meetings, the Organising Committee had reviewed the core activities of IDDP 2013, and discussed the theme and format of the activities for IDDP 2014. Details are summarised as follows: (a) Attendees agreed that the various activities of IDDP 2013, including the “Opening Ceremony for IDDP 2013 cum Presentation Ceremony for ‘18 Districts Caring Employers’ Award and 18 Districts Interactive Art Booths”, “Ocean Park Fun Day” and “Free Transportation Day cum Free Enjoyment Day for Museum and Swimming Pool Facilities under LCSD and Free Visit to Hong Kong Wetland Park for PWDs” as well as “Free Enjoyment of Leisure and Cultural Facilities Day for PWDs”, were well arranged, and the responses were overwhelming; and (b) IDDP 2014 would continue to adopt the main theme of “All-round promotion of the spirit of the Convention and cross-sectoral collaboration towards building an equal and inclusive society”. Also, it was suggested that public education should emphasize on the following key messages: promoting the spirit and core values of the Convention; facilitating employment of PWDs; promoting concerted efforts in building a barrier-free environment; promoting the use of sign language; enhancing public awareness of the importance of mental health; and encouraging members of the public to respect, accept and care for the ex-mental patients; and (c) To strengthen the promotion of the spirit of the Convention to teenagers and students, the Organising Committee would produce an education kit on the Convention, organise train-the-trainer courses as well as workshops on the Convention in schools. Also, the “18 Districts Inter-school Quiz on the Convention on the Rights of PWDs” would be held. In 2014-15, the Central Celebration Activities would feature the “Opening Ceremony for IDDP 2014 cum Presentation Ceremony for ‘18 Districts Caring Employers’ Award and 18 Districts Inter-school Quiz on the Convention on the Rights of PWDs (Final)”. Subsequently, an exhibition on “Inclusive Communities in 18 Districts” would also be organised. Moreover, other activities would be held with tentative details as follows: 4 - - “Free Transportation Day for PWDs” and “Free Enjoyment of Leisure and Cultural Facilities Day for PWDs” are tentatively scheduled for 9 November 2014 (Sunday) and 21 November 2014 (Friday) respectively; “Ocean Park Fun Day” is tentatively scheduled for 22 November 2014 (Saturday) and 29 November 2014 (Saturday); and “Central Celebration Ceremony” is tentatively scheduled for 7 December 2014 (Sunday). Annual Programme Plan of WGRSD for 2014-15 6. In 2014-15, LWB has allocated a fund allocation of $53,000 to SDC again for encouraging local organisations and institutions to organise public education activities on rehabilitation. 7. The Working Group has endorsed the recommendation of the following programme arrangements and allocation of funds for SDC’s consideration: Proposed Activities 1.
