Indian Oil Corporation Limited, Tamilnadu State Office, Chennai invites PUBLIC TENDER (e- tender) in
Two Bid System (Part I - Technical / Commercial & Part-II - Price Bid).
Tenderers are advised to download Notice Inviting Tender along with other tender documents from
the e-tendering portal https://iocletenders.gov.in. While the tender shall be submitted online in soft
copy on our e-tendering portal, the Earnest Money Deposit has to be submitted by dropping it in the
Engineering Department Tender-box before the due date and time failing which the tender shall be

e-TENDER in two bid system (a) Technical bid with commercial terms and (b) Price Bid are invited
from reputed, established and financially sound parties for DESIGN, SUPPLY, INSTALLATION,
TESTING, COMMISSIONING OF HARDWARE AND SOFTWARE FOR UPGRADATION OF
EXISTNG TERMINAL AUTOMATION SYSTEM WITH SIL 3 SAFETY PLC FOR MADURAI
TERMINAL, TAMIL NADU
Parties, meeting the following qualifying parameters as per details mentioned below, only need
apply:
QUALIFYING PARAMETERS :

SIMILAR WORKS: Should have successfully completed similar works during last 5 (Five)
years ending 31/12/2013 as per following:
a)
One similar completed works each costing not less than the amount equal to
Rs. 471.82 lakhs
OR
b)

Two similar completed works each costing not less than the amount equal to
Rs. 377.46 lakhs
OR
Three similar completed work costing not less than the amount equal to
Rs. 283.09 Lakhs
TURNOVER: Annual Turnover should be , in any of the last three (3) preceding financial
years, ending 31st Mar’ 2013 should be at least Rs. 566.19 lakhs
DEFINITION OF SIMILAR WORKS :
1. DEFINITIONS OF SIMILAR WORKS:
Experience in successful completion of
(a) Terminal Automation System in Petroleum/ Petrochemical Industries comprising of Remote
loading of Tank Trucks or Tank wagons
or
(b) Process automation systems in Refineries / Pipelines/ Petrochemical industries shall be
considered. The above works may or may not include associated civil / mechanical works / Tank Farm
management / Access Control / CCTV/ Fire Alarm System/Hydrocarbon Leak detection system/ HVLR
system/Rim seal monitoring system.
The above works shall be taken as similar works for the purpose of qualification.
However, in case of qualifying works with respect to (b) above, party MUST additionally submit proof
of having successfully completed at least one Terminal automation works irrespective of the value,
comprising of Remote loading of Tank Trucks or Tank wagons.

Parties who have successfully completed similar works during last 5 years ending
31.12.2013 only shall be considered.
Date of completion of work and the final value of works completed in the qualifying work
order(s) shall be the criteria for evaluation. However, for any work where only final bill
settlement is pending, then, copies of MOM/ certificates towards completion of
Site Acceptance Tests/handing over, with/without attending to punch points if any
including proof of payment received up to 31.12.2013 to the tune of qualifying amount
shall be submitted by the bidders towards meeting qualifying norms.
12. AVAILABILITY OF TENDER DOCUMENTS:
Tenderers are advised to download Notice Inviting Tender along with other tender documents from
Indian Oil e-tendering portal https://iocletenders.gov.in free of cost using their Digital signature
certificate and registered login ID. This is to ensure that the bidder downloads proper/ complete
tender document and also enables the bidder to view any corrigendum/ correction which is essential
for submitting proper tender. While the tender shall be submitted online in soft copy on our etendering portal, the Earnest Money Deposit has to be submitted by dropping it in the Engineering
Department Tender-box before the due date and time failing which the tender shall be summarily
rejected.
13. EARNEST MONEY DEPOSIT (EMD):
EMD of Rs. 7,21,822/- is to be paid in the form of Demand Draft in favour of Indian Oil Corporation
payable at Chennai or in the form of Bank guarantee for equivalent amount from a scheduled bank
strictly in the format enclosed. Parties covered under MSME Act, 2006 (or erstwhile NSIC registered
parties) for the tendered items, Central / State PSUs and JVs of IOC shall be exempted from
payment of EMD. Tenders without EMD (to be submitted with Technical bid only) shall be
summarily rejected. Scanned copy of EMD instrument shall be uploaded at appropriate link in our etendering system and original DD/BG shall be submitted in sealed envelope. The envelope shall be
super scribed with tender number and due date of submission and deposited in the tender box of
engineering department on or before prescribed due date of submission of tenders ie on or before
21.02.2014 @ 11.00 Hrs.
It shall be the responsibility of the tenderer to ensure that the EMD (Original DD/BG and copy of
NSIC/MSME ) as mentioned above is dropped in the designated tender box before the due date and
time. Indian Oil Corporation Limited shall not be responsible for any delay arising out of EMD sent by
post or courier and not found in the tender box at the time of tender opening.
14. PRE BID MEETING:
Tenderers to please note that Pre Bid conference will be held on 04.02.2014 at 10:30 hrs at address
given below, wherein all the clarifications with regard to Technical/ Commercial conditions shall be
given. Pre bid queries shall be forwarded three (3) days in advance. Tenderers to also note that
after the clarifications given in Pre- Bid conference, no further deviation shall be permitted /
accepted. All are requested to attend the Pre Bid conference for any clarifications / getting cleared
of any doubt w.r.t this tender.

15. PROCEDURE FOR SELECTION OF CONTRACTOR:
15.1.
Submission of Credentials:- Tenderer shall fill in and attach relevant documents as given in
the Statement of Credentials sheet attached. Tenderers will be technically qualified on the
basis of the information submitted. Offer of parties not meeting any of the qualification
criteria given in this Tender Notice will not be considered.
15.2.
Offer of those tenderers not uploading photocopies of following documents along with the
Technical Bid are liable for rejection
a.
Work Order and corresponding work completion certificate or certified copy of final bill
towards proof of having executed work(s), as per the values specified in the tender. This
document shall contain information regarding executed value of work, date of completion
and nature of work
In the case of works executed for a private client, additional documents for proof of payment
such as,
I. Bank statement of the tenderer towards proof of receipt of payment and also a
statement indicating details of cheques/online transfer and the value
(Or)
II.Copy of Form 16 issued by the client for TDS
b.
Audited Balance Sheet, income statement and profit and loss account for any one of the FY’s
2010-11, 2011-12 & 2012-13 towards proof of fulfilling minimum annual turnover criteria
specified in the tender document.
c.
Original EMD (copy of exemption certificate in case of NSIC or exempted category of bidders).
15.3.
a.
Verification of Original Documents:-
Tenderers must note that they shall depute authorized representative for verification of all
documents submitted towards this e-tender with respective originals on dates as advised by the
Corporation subsequent to tender opening (Technical Bid) at no extra cost. It must be noted
that notarized copy in lieu of producing original documents will not be acceptable to the
Corporation.
Failure on part of tenderer to report on specified date and time for paper verification may result
in rejection of the tender submitted by them without further communication.
b.
Authorized representative of Indian Oil, if required, may carry out field visits to verify the
credentials claimed by the tenderer. The tenderer shall extend necessary co-operation to
facilitate the visits.
15.4.
Price Bid Opening:-
Tender is invited on a percentage basis. Tenderers shall quote a single percentage rate at par or
above or below the total estimated value of Rs. 9,43,64,414/a.
(Section I + Section II) in the price bid.
b.
Offer shall be quoted only as % (percentage) deviation against the total estimated amount
provided in the “Tender Schedule” at the designed places given in the Price Bid. Offer in any
other form will be rejected. The quoted % shall be applicable for each item irrespective of the
final executed quantity. After technical bid evaluation, price bid of technically qualified parties
only will be opened.
c.
In the event of more than one tenderer quoting the same percentage in the price bid,
preference will be given to the tenderer having higher annual turnover considered for technical
qualification.
Please note that a blank cell, without any entry, shall be treated as ‘Not Quoted’.
