I RECOMMEND THE BOARD OF COUNTY COMMISSIONERS (BOARD) APPROVE THE PURCHASE
AUTHORIZATION FOR VEHICLES, HEAVY AND LIGHT DUTY, PER THE PRICING, TERMS AND CONDITIONS
OF THE NATIONAL JOINT POWERS ALLIANCE (NJPA) CONTRACTS 102811, 070313 and 031014
Summary Explanation/Background:
NJPA contracts are advertised and awarded as cooperative contracts for utilization by all government and nonprofit agencies. NJPA is a public corporation serving as a municipal contracting agency operating under the
legislative authority of the State of Minnesota. The Fleet Management Division of the Real Estate Management
Department wishes to utilize NJPA contracts for the scheduled replacement of equipment that has reached the end
of its useful and economic life. Factors used to determine the end of useful and economic life include but are not
limited to: age, life to date, mileage/hours of operation, historical maintenance cost as compared to like vehicles,
operating cost per mile/hour, anticipated and ongoing repairs, and physical condition.
The purchase of this equipment was originally included in purchase authorization 134-0073-PB approved by the
Board on December 10, 2013, utilizing the Florida Sheriffs Association I Florida Association of Counties (FSA/FAC)
contracts 13-11-0904 and 13-21-0904. This equipment is not currently available through the FSA/FAC contract and
therefore must be procured through other means.
This purchase authorization expenditure request represents funding for fiscal year 2014 new vehicle and equipment
purchases.
